Fugitive Economic Offenders Act and extradition

GS3 Internal securityGS2 International relationsPrelims and Mains

Why in news
On 4 August 2026 the Home Ministry said 274 fugitives were brought back to India from 36 countries between 2019 and 2026, and described its strategy on fugitives.
What it is
The Fugitive Economic Offenders Act, 2018 lets special courts declare a person a fugitive economic offender and confiscate assets, without waiting for a conviction. Extradition is the formal handover of an accused or convicted person by one state to another, based on a treaty or arrangement and the laws of both countries. Together they form India's legal route against offenders who flee abroad.
FEO Act year
The Fugitive Economic Offenders Act was enacted in 2018 to act against economic fugitives and their assets.
Trial in absentia
Sections 355 and 356 of the BNSS provide for trial in absentia of a fugitive accused.
Standing Focus Group
A Standing Focus Group under the IB's Multi Agency Centre was set up in January 2026 to prioritise and follow up fugitive cases.
Interpol notices
A Red Corner Notice is an Interpol alert to locate and provisionally arrest a wanted person pending extradition. It is not an international arrest warrant.

Don’t confuse with Extradition vs deportation: Extradition is a treaty-based handover to a state that seeks the person for trial or sentence. Deportation is a unilateral removal of a foreign national by the host state.

Don’t confuse with Red Corner Notice vs arrest warrant: A Red Corner Notice is an Interpol alert and request. It does not itself compel arrest; national law decides action.

Laws, judgments and statutory bodies: 30 Prelims questions since 2013 (what the law says, who chairs, legal basis). In Mains, 44 news-triggered questions, most in GS2, asking for provisions and challenges.

Bharatiya Nyaya Sanhita provisions on crimes against women and children

GS2 Laws and vulnerable sectionsGS3 Internal securityPrelims and Mains

Why in news
On 4 August 2026, the Minister of State for Home Affairs told the Lok Sabha in a written reply about BNS provisions that protect women and children, including the single chapter on these offences and the gang rape penalty.
What it is
The Bharatiya Nyaya Sanhita, 2023 replaced the Indian Penal Code, 1860 as India's main substantive criminal law. It puts offences against women and children first, in Chapter V. It adds new offences and changes procedure, with companion changes in the Bharatiya Nagarik Suraksha Sanhita.
Chapter V
Offences against women and children are placed first, in Chapter V of the BNS, ahead of other offences.
Medical report
Medical practitioners must send a rape victim's medical report to the investigating officer within 7 days.
New offence
Sexual intercourse on a false promise of marriage, employment or promotion, or by concealing identity, is a new offence.
Replaced law
The BNS replaced the Indian Penal Code, 1860 and came into force on 1 July 2024.

Don’t confuse with BNS vs BNSS: BNS is substantive criminal law replacing the IPC. BNSS is procedure law replacing the CrPC. Victim statement and summons rules sit in the procedure code.

Don’t confuse with BNS vs POCSO Act: POCSO, 2012 is a special law on child sexual offences. BNS is the general penal code and runs alongside it.

Laws, judgments and statutory bodies: 30 Prelims questions since 2013 (what the law says, who chairs, legal basis). In Mains, 44 news-triggered questions, most in GS2, asking for provisions and challenges.

Clouded Leopard Conservation Action Plan

GS3 Environment and biodiversityPrelims and Mains

Why in news
On International Clouded Leopard Day (4 August 2026), the Environment Ministry announced the new Clouded Leopard Conservation Action Plan, released at the 91st SCNBWL meeting at Coimbatore in July 2026.
What it is
The Clouded Leopard is a medium-sized forest wild cat of South and Southeast Asia, known for cloud-shaped markings on its coat. In India it is found mainly in the Northeast and the Himalayan foothills. It lives in dense forests and depends on connected habitat and tree cover.
Where released
The plan was released at the 91st meeting of the Standing Committee of the National Board for Wild Life, held at Coimbatore.
Priority landscapes
The plan identifies 14 priority conservation landscapes across Northeast India.
Funding scheme
The species is now included under the Species Recovery Programme of the IDWH scheme.
Monitoring methods
Standard monitoring uses camera traps, occupancy surveys, genetics and eDNA.
Transboundary cooperation
The plan encourages cooperation with neighbouring range countries.
Legal protection
The Clouded Leopard is listed in Schedule I of the Wildlife (Protection) Act, 1972, and as Vulnerable on the IUCN Red List.

Don’t confuse with Clouded Leopard vs Snow Leopard: The Snow Leopard is a high-altitude cat of the Himalaya and Central Asia. The Clouded Leopard is a forest cat of the Northeast and Southeast Asia.

Species and protected areas: 12 Prelims questions since 2013; they test legal status, location and the year of designation.

Mission for Cotton Productivity (KAPAS KANTI)

GS3 AgriculturePrelims and Mains

Why in news
On 4 August 2026, the Textiles Ministry told the Lok Sabha about the Mission for Cotton Productivity (KAPAS KANTI), approved on 5 May 2026, and its Karnataka allocations and targets.
What it is
KAPAS KANTI is a five-year central mission for cotton, run across several departments and bodies. It combines research, farm demonstrations of better planting methods, testing laboratories and incentives for certified cotton bales. Its aim is to raise yield and fibre quality.
Approval and outlay
Approved on 5 May 2026 with an outlay of Rs 5,659.22 crore for 2026-27 to 2030-31.
Who implements Component-I
Component-I(A) is run by DARE and Component-I(B) by the Department of Agriculture and Farmers Welfare.
Components II and III
Component-II goes to the Cotton Corporation of India (Rs 1,000 crore) and Component-III to the National Jute Board (Rs 300 crore), both under the Ministry of Textiles.
District coverage
Component-I(B) initially covers 140 districts in 14 major cotton-growing States. The district list is indicative and States may revise it.
Testing laboratories
Component-II provides for 50 cotton testing laboratories in cotton-producing clusters, in PPP mode.
Monitoring
Component-I(B) is monitored by State Level and District Level Committees.

Don’t confuse with Component-I(A) vs I(B): I(A) is research through DARE (including AICRP centres); I(B) is farm-level demonstrations and technology upscaling through DA&FW and the States.

20,85,514 rooftop solar systems were installed, benefiting 26,14,446 households. Central Financial Assistance of Rs 14,771.82 crore was disbursed.
Estimated benefit
Rooftop solar in 1 crore households may generate 1,000 billion units over 25 years. This may avoid 720 million tonnes of CO2 equivalent.
Target
The scheme targets rooftop solar in 1 crore households.

Don’t confuse with PM Surya Ghar vs PM-KUSUM: PM Surya Ghar is for residential rooftop solar. PM-KUSUM is for farmers, covering solar pumps and solarisation of agricultural feeders.

Don’t confuse with PM-KUSUM: PM-KUSUM is also an MNRE scheme, but it targets farmers' solar pumps and grid-connected farm solar, not residential rooftops.

Scheme

Shipbuilding Financial Assistance Scheme and Maritime Development Fund

GS3 Infrastructure and industryPrelims and Mains

Why in news
On 4 August 2026, the Shipping Minister told the Rajya Sabha about the Shipbuilding Financial Assistance Scheme (₹24,736 crore) and the ₹25,000 crore Maritime Development Fund, and gave progress on guidelines and approvals.
What it is
The Shipbuilding Financial Assistance Scheme (SBFAS) extends the earlier Shipbuilding Financial Assistance Policy. It gives financial support to Indian shipyards to offset their cost disadvantage against global yards. The Maritime Development Fund offers long-term finance to the shipbuilding and maritime sector, alongside the National Shipbuilding Mission that oversees the schemes.
SBFAS outlay
SBFAS is an extension of the Shipbuilding Financial Assistance Policy, with an outlay of ₹24,736 crore, to address cost disadvantages of Indian shipyards.
National Shipbuilding Mission
NSbM is an inter-ministerial body and nodal agency overseeing SBFAS and the Shipbuilding Development Scheme.
Greenfield clusters
Under SBDS, greenfield shipbuilding clusters in Andhra Pradesh, Gujarat and Tamil Nadu have in-principle approval, plus three brownfield expansions.
Implementing vehicle
The cluster will be developed through NSHIP-Gujarat, an SPV jointly promoted by the Ministry of Ports, Shipping and Waterways and the Gujarat Maritime Board.
Policy anchor
SbDS falls under the Maritime Amrit Kaal Vision 2047.

Don’t confuse with SBFAS vs SBDS: SBFAS gives financial assistance to offset shipyard cost disadvantage; SBDS develops shipbuilding clusters and capacity expansion.

Don’t confuse with MIF vs IIF: MIF (₹20,000 crore) is for equity; IIF (₹5,000 crore) lowers debt cost.

Don’t confuse with Greenfield vs brownfield: Greenfield means a new project on fresh land (Porbandar cluster). Brownfield means expansion of an existing setup (Vadinar, an extension of Cochin Shipyard's operations).

Don’t confuse with In-principle approval vs final sanction: In-principle approval signals eligibility for assistance. Release of funds follows later steps and conditions.

African Swine Fever and ICAR indigenous vaccine

GS3 Science and technology in agriculturePrelims and Mains

Why in news
On 4 August 2026, at ICAR Foundation Day, Union Agriculture Minister Shivraj Singh Chouhan dedicated to the nation India's first indigenous African Swine Fever vaccine, developed by ICAR-NIHSAD, Bhopal.
What it is
African Swine Fever is a viral disease of domestic and wild pigs caused by the African Swine Fever Virus. It has no approved treatment in India, and control has relied on culling and biosecurity. The new vaccine is a live attenuated type made from a gene-deleted ASFV Genotype II strain grown in the MA-104 cell line.
Developer
The vaccine was developed at ICAR-National Institute of High Security Animal Diseases (NIHSAD), Bhopal.
Vaccine type
It is a live attenuated vaccine using an ASFV Genotype II virus with unique gene deletions.
Dose
Given to healthy pigs above eight weeks of age as 1 mL intramuscular injection, with a booster after 14 days.
First detection in India
ASF was first detected in India in 2020, and the North-East has been hit hard.
Cell line advantage
The widely available MA-104 cell line avoids dependence on patented proprietary platforms, as used by Vietnam's licensed vaccines.

Don’t confuse with ASF vs Classical Swine Fever: Both affect pigs, but they are different viral diseases. CSF has long had vaccines in India, while ASF had no approved vaccine until now.

Report or index

Panchayat Advancement Index

GS2 Local governancePrelims and Mains

Why in news
On 4 August 2026, the Ministry of Panchayati Raj told the Lok Sabha that 2.59 lakh Gram Panchayats in 33 States/UTs were assessed under PAI 2.0 for FY 2023-24. No special incentive fund for 'Frontrunner' Panchayats exists in the 2026-27 Budget.
What it is
The Panchayat Advancement Index (PAI), earlier called the Panchayat Development Index, is a composite index of the Ministry of Panchayati Raj. It measures the incremental performance of Gram Panchayats across the nine themes of Localization of Sustainable Development Goals (LSDG). It gives theme-wise and overall scores through scorecards and dashboards, showing performance gaps and strengths.
Earlier name
PAI was earlier known as the Panchayat Development Index (PDI).
Coverage in PAI 2.0
2.59 lakh GPs or equivalents in 33 States/UTs were onboarded for FY 2023-24.
Output
It gives theme-wise and overall scores via scorecards and dashboards.
No UNDP tie-up
The Ministry has set up no collaboration with UNDP under PAI.

Don’t confuse with PAI vs Panchayat Devolution Index: PAI scores GP performance on LSDG themes. The Devolution Index ranks States on how far they have devolved functions, funds and functionaries to panchayats.

Don’t confuse with PAI vs SDG India Index: PAI scores Gram Panchayats on localised SDG themes. NITI Aayog's SDG India Index ranks States and UTs.

State role
States/UTs do ground truthing, and prepare and distribute property cards.
Progress
Drone survey is done in 3.29 lakh of 3.44 lakh targeted villages, as on 11 March 2026.
Women's co-ownership
The Ministry keeps no gender-wise record of beneficiaries; some states provide for women's co-ownership in cards.
Nature of scheme
It is a Central Sector scheme of the Ministry of Panchayati Raj, launched on 24 April 2020.

Don’t confuse with SVAMITVA vs eGramSwaraj: SVAMITVA gives property cards for abadi land; eGramSwaraj is a Panchayat planning, accounting and monitoring portal.

Don’t confuse with SVAMITVA vs DILRMP: SVAMITVA covers rural abadi land; DILRMP (Ministry of Rural Development, Department of Land Resources) digitises land records generally.

Geographical Indications (GI) Tags in India

GS3 Intellectual property and economyGS1 CulturePrelims and Mains

Why in news
On 4 August 2026, PIB published an explainer on GI tags. It covers the legal framework, registration rules, the 2025 fee cut, state-wise counts and government support schemes.
What it is
A Geographical Indication identifies a good as originating from a place, where its quality or reputation is linked to that place. In India, GIs are registered under the Geographical Indications of Goods (Registration and Protection) Act, 1999. The GI Registry at Chennai handles applications.

A GI registration is valid for ten years and can be renewed.
Who can apply
Any association of producers, organisation or authority established under law can apply. The applicant must represent the producers' interests.
First GI
Darjeeling Tea was the first Indian product to get a GI tag.

Don’t confuse with GI vs trademark: A trademark is owned by a single firm or person. A GI is a collective right of producers of a region.

Don’t confuse with Natural products vs agricultural products: Only 5 products, such as Makrana Marble, are classed as natural products. Most natural-origin goods fall under agricultural products.

Laws, judgments and statutory bodies: 30 Prelims questions since 2013 (what the law says, who chairs, legal basis). In Mains, 44 news-triggered questions, most in GS2, asking for provisions and challenges.

No practice question for this one; the card may still help an answer. Why: Lasting topic on the syllabus, but a feature article with no fresh decision or number to test.
