- Why in news
- On 4 August 2026, the Ministry of Panchayati Raj told the Lok Sabha that 2.59 lakh Gram Panchayats in 33 States/UTs were assessed under PAI 2.0 for FY 2023-24. No special incentive fund for 'Frontrunner' Panchayats exists in the 2026-27 Budget.
- What it is
- The Panchayat Advancement Index (PAI), earlier called the Panchayat Development Index, is a composite index of the Ministry of Panchayati Raj. It measures the incremental performance of Gram Panchayats across the nine themes of Localization of Sustainable Development Goals (LSDG). It gives theme-wise and overall scores through scorecards and dashboards, showing performance gaps and strengths.
- Earlier name
- PAI was earlier known as the Panchayat Development Index (PDI).
- Coverage in PAI 2.0
- 2.59 lakh GPs or equivalents in 33 States/UTs were onboarded for FY 2023-24.
- Output
- It gives theme-wise and overall scores via scorecards and dashboards.
- No UNDP tie-up
- The Ministry has set up no collaboration with UNDP under PAI.
Don’t confuse with PAI vs Panchayat Devolution Index: PAI scores GP performance on LSDG themes. The Devolution Index ranks States on how far they have devolved functions, funds and functionaries to panchayats.
Don’t confuse with PAI vs SDG India Index: PAI scores Gram Panchayats on localised SDG themes. NITI Aayog's SDG India Index ranks States and UTs.
Reports and indices: 14 Prelims questions since 2013; they test who publishes a report and what it measures.
Why it matters
- Gives a GP-level, data-based view of gaps in SDG delivery.
- Helps panchayats pick priorities for their development plans.
Problems
- Data quality and self-reporting vary across States.
- Not all States/UTs are covered, and no dedicated incentive fund exists for top performers.
Way forward
- Independent validation of GP data and wider coverage.
- Link scores to planning, capacity building and funding.
