Impartiality and ObjectivityDedication to Public Service
You are posted as the Deputy Director (Training) at a state administrative academy. Among the current batch of officer trainees is a probationer known for initiative and strong opinions on social justice and governance. Over the past few weeks, the probationer has been posting commentary on current affairs on his public social media account. While not abusive or inflammatory, his posts openly criticise: • Certain welfare schemes as "tokenistic," • The inaction of state agencies in recent communal incidents, • And call for "civil resistance" to regressive laws. Screenshots of his posts have circulated in the department. Some senior officers consider the posts politically charged and believe they undermine the principle of neutrality and decorum expected of civil servants. Others argue he is still under training and needs mentorship, not discipline. You are informally asked by the Director General to "speak to him" and submit a recommendation on whether formal action is warranted. The probationer, when confronted, says: "I posted as a citizen, not as a government mouthpiece. I’m entitled to express myself. My views don't affect my professional objectivity." There's growing debate in the academy: Where does personal liberty end and institutional responsibility begin? Is there space for moral conviction in service, or must officers conform fully to institutional restraint even in their private lives? 1. What are the key ethical and professional concerns in this situation? 2. As his mentor, what are your options in addressing the issue? 3. What would be your recommended course of action, and why? 4. How can civil servants balance personal expression with the demands of neutrality and public accountability?

(2) Prohibit the construction, agreeing with the residents while causing distress among the thousands of worshippers counting on the new place of worship. (3) As a compromise, you place additional building regulations on the worship place or insist on modifications to the design.

You are a young officer working with the Municipal Corporation of an industrial city. The city was known for manufacturing ball bearings and auto parts. Most manufacturing units were small-scale units with very little production process automation. The units relied on manual labor, which was in abundance due to the villages close by. As the number of manufacturing units grew, the demand for labor increased, bringing in a steady inflow of laborers into the city. This influx of people into the town led to a mushrooming of slums and encroachments on the sidewalks. Once in a while, the Corporation conducted drives to clear out the slums, but after a time, the slums came back. The illegal slums had become an urban nightmare. You were given the responsibility of clearing out the encroachments and slums with the help of Police authorities. As you started the drive, you realized that the people living by the sidewalks were vulnerable compared to the slum dwellers. Many sidewalk dwellers had recently come to the city after selling their properties in their villages. Now if you drive them out, they have no place to go. Your heart went out to them, and you felt that your departmental action was inhumane, but your official responsibilities demanded stern impartial action. You are desperate to find a way to help the sidewalk dwellers without compromising your official duties. (a) What value conflicts do you notice in the above situation? (b) Can an administrator compromise the value of impartiality for empathy? Discuss. (c) What are the options available in the above situation? (d) Suggest viable solutions for tackling illegal slums and encroachments in urban areas.

There have been widespread agitations both in favour of and against extending reservation in educational institutions and government jobs to a certain section of the society. You have been appointed as the chairman of a high level committee, constituted by the government to examine the matter and make recommendations. So far, the committee has found no compelling reasons to extend reservation to this section. While the report of the committee is pending finalization, you get an impression through the media that the government is inclined to accept the demand for extending the reservation, regardless of the findings of your committee. Some members of the committee are also inclined to support the government stand. (a) Discuss the dilemma, if any, that you face in this situation. (b) What course of action would you take? Give reasons for the same. (c) Also discuss the ethical issues involved with the policy of affirmative action in India.

You are posted as the District Magistrate in a tier-2 city. As part of routine administrative coordination, you recently conducted a performance review of key departments. The Revenue Divisional Officer (RDO) in your district was commended for resolving a large backlog of land dispute cases and digitizing over 6,000 property records in a high-conflict zone. Her work has improved grievance redressal and reduced local litigation. However, you soon receive an internal note from the General Administration Department, asking for your remarks on a "routine" proposal to transfer the RDO to a remote sub-division. No performance concerns are cited. Informally, you learn that the RDO's strict application of land laws has led to resistance from local political leaders. Some had interests in disputed religious landholdings and were reportedly unhappy with her refusal to accommodate "community sentiments." During a recent meeting, a senior MLA remarked that officers should be "more politically aware of local dynamics." The officer has not filed a formal complaint but appears demoralized. Your senior colleagues hint this may be a "signal" to adjust administrative behaviour. Your confidential note, due in 48 hours, will influence the transfer's fate. There is no legal bar, but tenure guidelines recommend a minimum 2-year posting, and the officer is only 10 months into the role. 1. What are the administrative and ethical issues involved in the case? 2. What would be your response in the official note, and why? 3. How can senior civil servants uphold neutrality and fairness in politically sensitive postings without inviting retaliation or appearing insubordinate?

The state government has constituted a Committee to probe the incident and submit a detailed report on the veracity of facts related to it. You have been asked to head the Committee. You know the Deputy Superintendent of Police of the district to be an honest, hardworking and upright officer. He has privately requested you to absolve him of any wrongdoing as he claims not to be present when the incident occurred. You know that any action against him will be detrimental to his reputation and career. On the other hand, the seniors in the department are pressuring you to put all the blame on the DSP and make him a sacrificial lamb in order to protect the overall image of the police in the state. In the given scenario, answer the following questions: (a) Identify the stakeholders and the ethical issues involved in the case. (b) What steps will you take to ensure that the enquiry is seen to be fair and impartial? (c) Given the challenges that the police forces in India operate under in their day-to-day functioning, suggest some initiatives to address them.

Naveen and Vinod, final year undergraduate students at ABC college of engineering, are close friends. Naveen has been a meritorious student and got appointed as the secretary of the training and placement cell, which has the mandate to oversee the campus placements of the students. Vinod, on the other hand, spent more time on leisure activities and paid less attention to his academic performance. However, the lackadaisical attitude of Vinod began to reflect on his grades. His poor performance in the majority of subjects meant that he had to complete some courses again, in order to graduate in time. As Vinod struggled to complete his extra courses, he barely had any time left for anything else. The immense fatigue was also evident from his deteriorating physical and psychological health. Around this time the campus placement in the ABC college had started. While all other students were preparing for the recruitment tests, Vinod had barely any time for the same. Vinod's parents, who had taken loan for Vinod's education, are expecting Vinod to get a good job. The guilt of wasting his college years and letting down his poor parents was becoming unbearable for Vinod, as a result of which he had a nervous breakdown. Naveen, who in his capacity as secretary of training and placement cell, was busy organising the recruitment drive, was aware that the chances of Vinod getting recruited were very slim. He also knew that Vinod was repenting in true sense and working very hard to complete his courses, despite his deteriorating emotional health. Naveen was afraid that if Vinod did not get a job, he may take some extreme step. Naveen has in his possession the question paper for the recruitment test to be held next week. Vinod had in the past requested Naveen to help him in any way possible to get a decent job. While Naveen knows that sharing the questions with Vinod may help him get through the exam, it would be ethically incorrect. Now, Naveen is in a dilemma over the course of action he should take. a) What are the ethical dilemmas before Naveen in this case? b) Identify and evaluate the various courses of actions available before Naveen. If you were in Naveen's shoes, which course of action would you choose and why?
