HPV Vaccination Drive and Cervical Cancer Elimination

GS2 HealthPrelims and Mains

Why in news
On 27 February 2026 the Health Ministry announced that the PM will launch the nationwide HPV vaccination programme for 14-year-old girls from Ajmer, Rajasthan, on 28 February 2026.
What it is
India's national HPV vaccination campaign gives a free single dose of the Gardasil Quadrivalent vaccine to adolescent girls at government health facilities. It sits alongside VIA-based cervical cancer screening under the National Programme for Prevention and Control of Non-Communicable Diseases (NP-NCD). Together they follow WHO's global strategy to eliminate cervical cancer as a public health problem.
Launch date
The nationwide campaign was launched on 28 February 2026 and runs for three months.
Target group
About 1.2 crore girls aged 14 years in all 36 States and UTs.
Vaccine and dose
A single dose of Gardasil-4 is given free at government facilities, including Ayushman Arogya Mandirs, PHCs, CHCs, district hospitals and GMCs.
After the campaign
Once the three-month campaign ends, the vaccine stays available on routine immunization days.
Target group and size
The campaign targets 12 million girls aged 14 years. It was inaugurated on 28 February.
Vaccine and schedule
A single dose of Gardasil Quadrivalent over 90 days, free at designated government facilities, in line with WHO and NTAGI recommendations.
Voluntary participation
The programme is voluntary and rests on parental consent.
Digital tracking
U-WIN records each vaccination event. eVIN tracks vaccine stocks and cold-chain logistics.
WHO 90-70-90 targets for 2030
90% of girls vaccinated against HPV, 70% of women screened, and 90% of women with cervical disease treated.
Digital platforms
U-WIN handles session planning, registration, consent and reporting; e-VIN manages vaccine stocks and logistics.
Campaign mode
A 90-day campaign, after which the vaccine moves to routine immunization session days. Voluntary, free, with parental consent.
Expert recommendation
The vaccination is recommended by WHO and India's NTAGI.
Vaccine used
Gardasil, a quadrivalent vaccine covering HPV types 16, 18, 6 and 11.
Where given
Free of cost at designated government facilities, including Ayushman Arogya Mandirs, CHCs, district hospitals and medical colleges.
Procurement
Supply secured through a procurement mechanism in partnership with GAVI, the Vaccine Alliance.

Don’t confuse with HPV vaccination vs VIA screening: The vaccine prevents HPV infection in adolescent girls. VIA (visual inspection with acetic acid) is a screening test that detects precancerous changes in women.

Don’t confuse with U-WIN vs eVIN: U-WIN is the digital platform recording each vaccination event. eVIN tracks vaccine stocks and cold-chain logistics.

Don’t confuse with VIA vs HPV vaccination: VIA is a screening test for women aged 30-65 and detects disease early. HPV vaccination is primary prevention for adolescent girls.

Don’t confuse with U-WIN vs e-VIN: U-WIN is the digital platform for beneficiary registration, sessions, consent and records. e-VIN tracks vaccine stocks and cold chain logistics.

Don’t confuse with Gardasil-4 vs Gardasil-9 vs Cervavac: Gardasil-4 covers types 6, 11, 16, 18. Gardasil-9 covers nine types. Cervavac is an Indian-made quadrivalent vaccine. The campaign uses Gardasil-4.

Don’t confuse with NTAGI vs SAGE: NTAGI is India's national expert group advising the Health Ministry on immunization; SAGE is WHO's global advisory group.

Don’t confuse with HPV types 16/18 vs 6/11: Types 16 and 18 cause most cervical cancers; types 6 and 11 mainly cause genital warts.

Scheme

Rice Fortification under PMGKAY

GS2 Welfare Schemes - NutritionGS3 Food securityPrelims and Mains

Why in news
On 27 February 2026 the Food Ministry announced a temporary halt to rice fortification under PMGKAY and allied schemes, after an IIT Kharagpur study found fortified rice loses nutrients in storage.
What it is
Rice fortification adds micronutrients such as iron, folic acid and vitamin B12 to rice by blending Fortified Rice Kernels (FRK) with ordinary rice. It was meant to tackle anaemia and malnutrition through the PDS, ICDS and Mid-Day Meal. PMGKAY gives free foodgrain to priority households under the National Food Security Act.
Decision
Fortification under PMGKAY and allied schemes is stopped temporarily until a more effective nutrient delivery mechanism is found.
Study
IIT Kharagpur assessed the shelf life of FRK and fortified rice in diverse agro-climatic zones.
Storage time
Rice stays in storage for two to three years, which shortens the effective shelf life of fortified rice.
Stock position
Annual allocation is 372 LMT against a projected central pool availability of 674 LMT.
Entitlements
Foodgrain entitlements are not reduced, and PDS, ICDS and Mid-Day Meal continue.
State flexibility
For KMS 2025-26 and pending KMS 2024-25 receipts, States/UTs may supply fortified or non-fortified rice.

Don’t confuse with Fortification vs biofortification: Fortification adds nutrients during processing; biofortification breeds crops to have higher nutrient content in the plant itself.

Don’t confuse with PMGKAY vs NFSA: NFSA is the 2013 law giving legal entitlements; PMGKAY is the scheme delivering free grain to those covered.

Schemes: 52 Prelims questions since 2013, 10 in Prelims 2026 alone. They test features, the period and who funds it. In Mains, 33 news-triggered questions, mostly GS3.

India-Bhutan Cooperation on Trans-boundary Rivers and Hydropower

GS2 International RelationsGS3 EnergyPrelims and Mains

Why in news
On 25 February 2026, India and Bhutan held a Secretary-level meeting in Thimphu on trans-boundary rivers, flood forecasting and data sharing. The Jal Shakti Secretary visited Bhutan from 24 to 27 February 2026 and reviewed the Punatsangchhu hydropower projects.
What it is
India and Bhutan share rivers that rise in Bhutan and flow into Assam and West Bengal. Their cooperation covers hydropower development, flood forecasting and hydro-meteorological data sharing. Hydropower projects in Bhutan built with Indian help, with power sold to India, are a core part of the partnership.
Who visited
The Secretary of the Department of Water Resources, River Development & Ganga Rejuvenation led the Indian delegation, which included Assam, West Bengal and WAPCOS Ltd.
Meeting agenda
The talks covered modernising the hydro-meteorological network in Bhutan, better data sharing, capacity building, and risks such as GLOFs and extreme weather.
Project status
Punatsangchhu-I is still under construction. Punatsangchhu-II has been commissioned recently.
Bhutanese agency visited
The delegation visited the National Center for Hydrology and Meteorology (NCHM) in Thimphu and its flood monitoring station near Wangdue Phodrang Dzong.
Stated aim
The visit aimed at better water resources management, flood forecasting and climate resilience in shared basins.

Don’t confuse with Punatsangchhu-I vs II: Both are on the Punatsangchhu river in Bhutan. Unit I is under construction, while Unit II has been recently commissioned.

Don’t confuse with DoWR, RD & GR vs NCHM: DoWR, RD & GR is India's Jal Shakti department. NCHM is Bhutan's hydrology and meteorology agency.

International bodies and relations: the largest group of news questions in Prelims (61 since 2013), often about background, members and location. In Mains, 27 news-triggered questions, mostly on India's interests.

No practice question for this one; the card may still help an answer. Why: Lasting bilateral topic (Punatsangchhu-I, flood data sharing, GLOFs), but this release is a review meeting with no new decision; no Mains debate.

Worth revising until Prelims 2027: most news questions come within two years of the event.

Law and statutory body

TRAI Rating of Properties for Digital Connectivity Regulations, 2024

GS3 Science and Technology - TelecomPrelims and Mains

Why in news
On 27 February 2026, TRAI released a Consultation Paper reviewing its 2024 regulations on rating properties for digital connectivity. Comments from stakeholders are invited by 23 March 2026.
What it is
The Rating of Properties for Digital Connectivity Regulations, 2024 (7 of 2024) set up a framework to rate buildings on how ready they are for digital connectivity. It involves Property Managers, Digital Connectivity Rating Agencies (DCRAs) and service providers. It aims to improve in-building quality of service for users.
Regulation and date
TRAI notified the Rating of Properties for Digital Connectivity Regulations, 2024 (07 of 2024) on 25 October 2024.
Rating Manual
The Rating Manual issued on 13 August 2025 operationalises the Regulations. It covers stakeholder roles, methodology, criteria, scoring, certification, renewal and appeals.
Proposed rating scale
The scale would expand from five to nine levels by adding half-star levels.
Under-construction properties
A design-stage assessment and certification is proposed. The final rating would still be awarded only after construction is complete and Due Diligence Stage–II.
Optional audit
Property Managers could engage a registered DCRA for a voluntary digital connectivity audit before applying for a rating.
TRAI's QoS role
TRAI lays down Quality of Service standards for service providers and conducts periodic surveys of their service to protect consumers.

Don’t confuse with Regulations vs Rating Manual: The Regulations (October 2024) set the framework. The Rating Manual (August 2025) gives operational detail such as criteria, scoring and procedures.

Don’t confuse with Design-stage certification vs final rating: The proposed design-stage certification is for under-construction properties. The final rating comes only after completion and on-ground assessment.

Laws, judgments and statutory bodies: 30 Prelims questions since 2013 (what the law says, who chairs, legal basis). In Mains, 44 news-triggered questions, most in GS2, asking for provisions and challenges.

No practice question for this one; the card may still help an answer. Why: Regulator consultation on a notified regulation; lasting but narrow, with few testable facts and no Mains debate.

Worth revising until Prelims 2027: most news questions come within two years of the event.

Scheme

Jan Shikshan Sansthan Scheme

GS2 Welfare Schemes - SkillingGS3 Skill developmentPrelims and Mains

Why in news
On 26–27 February 2026, the Skill Development Ministry held a zonal conference and progress review workshop for Jan Shikshan Sansthans in Bhopal. It highlighted a live Livelihood Cell module on the Skill India Digital Hub.
What it is
The Jan Shikshan Sansthan Scheme is a fully funded Central Sector Scheme run by the Ministry of Skill Development and Entrepreneurship. It gives non-formal, community-based vocational training near people's homes. It targets non-literate, neo-literate and school dropout youth and adults, with a focus on women and disadvantaged groups.
Type and funding
JSS is a fully funded Central Sector Scheme of the Government of India.
Reach
The scheme runs through 294 JSSs and offers 51 NSQF-aligned job roles.
Beneficiaries
Over 34 lakh people were trained from FY 2018-19 to 31 December 2025, and 83 percent of them were women.
Digital integration
Enrolment, training, assessment and certification are on the Skill India Digital Hub with Aadhaar e-KYC and face authentication. Certificates are NCVET-recognised.
Livelihood Cell module
A live Livelihood Cell module on SIDH tracks outcomes such as wage employment, self-employment, SHG linkages and credit.

Don’t confuse with JSS vs PMKVY: JSS gives non-formal, community-based training mainly to non-literate, neo-literate and dropout people. PMKVY is the flagship short-term skill certification scheme of MSDE.

Don’t confuse with NIESBUD vs NCVET: NIESBUD is an entrepreneurship and small business development institute. NCVET is the regulator that recognises vocational certificates.

Schemes: 52 Prelims questions since 2013, 10 in Prelims 2026 alone. They test features, the period and who funds it. In Mains, 33 news-triggered questions, mostly GS3.

No practice question for this one; the card may still help an answer. Why: Central Sector Scheme with testable facts (34 lakh trained, 83% women, 294 JSSs, 51 job roles); schemes are 16% of news-linked Prelims, but this release is a review workshop.

Worth revising until Prelims 2027: most news questions come within two years of the event.

Meant for all three services: Army, Navy and Air Force.
Trial configuration
Tests were in final deployment configuration, with field operators doing target acquisition and firing.
Type
A man-portable air defence system (MANPADS), a shoulder-fired class of weapon.

Don’t confuse with VSHORADS vs QRSAM: VSHORADS is a man-portable system for very short range. QRSAM (Quick Reaction Surface-to-Air Missile) is a vehicle-based system for protecting moving armoured columns, with a longer range.

Don’t confuse with VSHORADS vs Akash: Akash is a medium-range surface-to-air missile system, not man-portable, and covers much longer ranges than VSHORADS.

Defence: Prelims tests exercises (with whom), equipment (who makes it) and firsts.

No practice question for this one; the card may still help an answer. Why: Indigenous man-portable air defence system developed by RCI; defence is 8 of 327 news-linked Prelims questions and almost never reaches Mains.

Worth revising until Prelims 2027: most news questions come within two years of the event.
