Khadi and Village Industries Commission (KVIC)

GS3 Economy · Rural industriesGS1 CulturePrelims and Mains

Why in news
On 13 October 2026, PIB issued a backgrounder on KVIC and village industries. It reports record Khadi and village industry sales of ₹1.87 lakh crore in 2025-26 and describes KVIC's support schemes.
What it is
The Khadi and Village Industries Commission (KVIC) is a statutory body set up under the KVIC Act, 1956. It plans, promotes, organises and assists khadi and village industries in rural areas. It works under the Ministry of MSME and implements schemes such as PMEGP.
Legal basis
KVIC is a statutory body created by the Khadi and Village Industries Commission Act, 1956.
Mandate
The Act directs KVIC to plan, promote, facilitate, organise and assist village industries, covering training, raw materials, marketing, research and quality.
PMEGP
Since March 2008, PMEGP has given employment to about 97.95 lakh people through KVIC.
Interest subsidy
Under the Interest Subsidy Eligibility Certificate Scheme, eligible Khadi institutions get credit at 4% a year.
Ministry
KVIC functions under the Ministry of Micro, Small and Medium Enterprises.
Khadi vs handloom
Hand spinning is what separates Khadi from handloom.
Employment schemes
Khadi Vikas Yojana, Gramodyog Vikas Yojana and PMEGP support jobs in the sector.
Women artisans
About 80 per cent of the roughly half a million Khadi artisans are women.
GI tag
Ponduru Khadi has received a GI tag to improve value realisation.
Income impact
An EDII, Ahmedabad study found over 75 per cent of artisans saw income rise.

Don’t confuse with KVIC vs Khadi institutions: KVIC is the statutory apex body. Khadi institutions are the registered producer bodies it assists through schemes, such as the 1,097 funded under Khadi Vikas Yojana in 2024-25.

Don’t confuse with Khadi Vikas Yojana vs Gramodyog Vikas Yojana: Khadi Vikas Yojana helps Khadi institutions with products and market assistance. Gramodyog Vikas Yojana gives artisans machines, toolkits and equipment.

Don’t confuse with Khadi vs handloom: Khadi is hand-spun and hand-woven. Handloom fabric is hand-woven but may use mill-spun yarn.

Don’t confuse with KVIC vs PMEGP: KVIC is the statutory body. PMEGP is a credit-linked subsidy scheme that KVIC implements as the nodal agency.

Schemes: 52 Prelims questions since 2013, 10 in Prelims 2026 alone. They test features, the period and who funds it. In Mains, 33 news-triggered questions, mostly GS3.

No practice question for this one; the card may still help an answer. Why: KVIC is a statutory body under the 1956 Act, already on file; statutory bodies drew only 7 Prelims questions, so a card without a question.

Worth revising until Prelims 2028: most news questions come within two years of the event.

Namami Gange Programme and Empowered Task Force

GS3 Environment · River rejuvenationGS2 GovernancePrelims and Mains

Why in news
On 13 October 2026, the Ministry of Jal Shakti released a note on how Namami Gange regulates industrial pollution. It reports higher compliance among Grossly Polluting Industries (GPIs) and lower BOD load in the Ganga basin.
What it is
Namami Gange is the Union government's flagship programme to clean and rejuvenate the Ganga and its tributaries. It is run by the National Mission for Clean Ganga (NMCG) under the Ministry of Jal Shakti. Industrial pollution abatement is one of its pillars, alongside sewage treatment and river-front work.
Annual GPI inspection
Annual inspection of Grossly Polluting Industries began in 2017 with support from CPCB, which the release calls the National Regulatory Authority.
2025 coverage
3,703 GPIs were assessed in 2025: 1,296 in the Ganga basin and 2,407 in the Yamuna basin.
Sector-specific Charters
Charters exist for Pulp & Paper, Sugar, Distillery, Textile and Tannery sectors. They aim at water recycling and pollution prevention at source.
Project status
As of August 2026, 527 projects were sanctioned at a cost of ₹43,266 crore, and 368 were completed.
Implementing agency
NMCG implements the programme. Its Director General attended the meeting, and its Executive Committee approves project DPRs.
Programme components
The programme covers bioremediation, solid waste management, industrial effluent treatment, biodiversity and afforestation, livelihoods, and public outreach, besides sewage treatment.
New frameworks
The Sustainable Urban River Management (SURM) Framework and the Protocol for Riverine Microplastics Monitoring were released during the 9th India International Water Week 2026.
Launch
Namami Gange was launched in 2014 as a Central Sector scheme with 100% central funding.

Don’t confuse with CPCB vs SPCB: CPCB is the central body that supports the inspection framework. State Pollution Control Boards issue the 'Consent to Operate' and take closure action on non-compliant units.

Don’t confuse with ETP vs CETP: An ETP treats effluent of a single industrial unit. A CETP is a shared plant that treats effluent from many units in a cluster.

Don’t confuse with NMCG vs National Ganga Council: NMCG is the implementing body. The National Ganga Council, chaired by the Prime Minister, is the apex authority set up in 2016 under the Environment (Protection) Act.

Don’t confuse with Empowered Task Force vs Executive Committee: The Empowered Task Force is a review body chaired by the Jal Shakti Minister. The NMCG Executive Committee sanctions projects and approves DPRs.

Schemes: 52 Prelims questions since 2013, 10 in Prelims 2026 alone. They test features, the period and who funds it. In Mains, 33 news-triggered questions, mostly GS3.

No practice question for this one; the card may still help an answer. Why: Namami Gange is a lasting scheme already on file; this release adds industrial pollution detail but few testable new facts.

Worth revising until Prelims 2028: most news questions come within two years of the event.

Economy

National Land Monetization Corporation (NLMC)

GS3 Economy · Asset monetisationPrelims and Mains

Why in news
On 13 October 2026, the Ministry of Finance said NLMC held Day 1 of its first end-to-end e-auction of RINL (Visakhapatnam Steel Plant) land parcels. 150 plots sold for ₹366.33 crore in successful bids.
What it is
The National Land Monetization Corporation (NLMC) is a Government of India company under the Department of Public Enterprises, Ministry of Finance. It helps Central Public Sector Enterprises and other government agencies identify, prepare and monetise surplus land and building assets. It works through transparent, market-oriented processes such as e-auctions.
Parent body
NLMC is a Government of India company under the Department of Public Enterprises, Ministry of Finance.
Mandate
It facilitates monetisation of surplus land and building assets of CPSEs and other government agencies.
Platform and consultant
Bidding ran on RailTel's E-Nivida platform, with Quikr India Private Limited as Transaction Consultant.
Parent department
NLMC works under the Department of Public Enterprises, Ministry of Finance.
Role in this sale
NLMC facilitates the sale on behalf of the owner, HIL (India) Limited. It does not own the land.
Mode of sale
Two-stage process: e-tender, then e-auction, as an outright sale of freehold land.
Platform
The auction runs on the e-Nivida platform, with RailTel assisting on registration and the e-auction.
Ownership and control
NLMC is a 100% Government of India company under the administrative control of the Department of Public Enterprises, Ministry of Finance.
RINL land on offer
459 parcels totalling 93,572.21 square yards at HB Colony, Maddilapalem and Auto Nagar, Gajuwaka, Visakhapatnam.
RINL status
RINL, the corporate entity of Visakhapatnam Steel Plant, is a Navratna CPSE under the Ministry of Steel.

Don’t confuse with NLMC vs NAMCL: NLMC deals with surplus land and buildings of CPSEs and government agencies. NARCL/NAMCL deal with stressed bank assets, not land.

Don’t confuse with NLMC vs National Monetisation Pipeline (NMP): NLMC sells surplus land and non-core assets of CPSEs and government bodies. The NMP is a wider NITI Aayog-led plan to lease operating infrastructure assets, such as roads and railways, to private players.

Don’t confuse with Monetisation vs disinvestment: Monetisation sells or leases assets, here land. Disinvestment sells government equity in a company.

Economy terms and data: 42 Prelims questions since 2013, rising in recent years; they test what a term or instrument means. In Mains, 12 news-triggered questions.

No practice question for this one; the card may still help an answer. Why: NLMC on file; first end-to-end e-auction is a fresh milestone but offers few Prelims facts.

Worth revising until Prelims 2028: most news questions come within two years of the event.

Khushi Avatar
An AI-powered chatbot, Khushi Avatar, will be launched at the event for TB awareness and engagement.

Don’t confuse with Ni-kshay Mitra vs Nikshay Poshan Yojana: Ni-kshay Mitra is a community supporter who gives food baskets and support. Nikshay Poshan Yojana is a government cash transfer of Rs 1,000 a month to notified patients.

Don’t confuse with NSP 2020-25 vs NTEP: The National Strategic Plan is the 2020-25 roadmap with four pillars. NTEP is the programme that carries it out.

Don’t confuse with JOSH Teams vs Ni-kshay Mitra: JOSH Teams are organised youth and officer squads for community outreach. Ni-kshay Mitra is a separate initiative where donors support TB patients with nutrition and other help.

Schemes: 52 Prelims questions since 2013, 10 in Prelims 2026 alone. They test features, the period and who funds it. In Mains, 33 news-triggered questions, mostly GS3.

No practice question for this one; the card may still help an answer. Why: TB Mukt Bharat is a lasting topic already on file; the backgrounder adds data but no new decision.

New authority
The Government has decided to set up the Integrated Transport and Logistics Authority (ITLA) for research, planning, appraisal, monitoring and impact assessment in transport and logistics.
Launch
The plan was launched on 13 October 2021 on a common GIS-based platform.
Six principles
Integrated development, multimodal infrastructure, last mile connectivity, expedited land acquisition, minimised clearances and reduced ecological impact.
Seven engines
Roads, Railways, Ports, Waterways, Airports, Mass Transport and Logistics Infrastructure are the core sectors.
EGoS
The Empowered Group of Secretaries, chaired by the Cabinet Secretary, oversees implementation and approves changes in the Master Plan.
Coverage
The plan covers 58 Central Ministries and Departments and all 36 States and UTs.
ITLA
ITLA will prepare a National Transport Master Plan and appraise projects costing ₹500 crore or more.

Don’t confuse with PM GatiShakti vs National Logistics Policy: PM GatiShakti is the planning platform and framework for infrastructure. The National Logistics Policy (2022) targets logistics efficiency and costs across the sector.

Don’t confuse with NPG vs ITLA: The Network Planning Group appraises projects under PM GatiShakti. The ITLA is a proposed authority for longer-term transport and logistics research, planning and monitoring.

Don’t confuse with PM GatiShakti vs ITLA: PM GatiShakti is a GIS-based planning platform. ITLA is a new authority for long-term transport planning, a ten-year-plus National Transport Master Plan and appraisal of big projects.

Don’t confuse with NPG vs EGoS: EGoS, chaired by the Cabinet Secretary, is the top body that approves changes. NPG consists of heads of network planning divisions and examines project proposals.

Schemes: 52 Prelims questions since 2013, 10 in Prelims 2026 alone. They test features, the period and who funds it. In Mains, 33 news-triggered questions, mostly GS3.

No practice question for this one; the card may still help an answer. Why: Scheme already on file; five-year progress data is of limited use. Schemes drew 52 Prelims questions, mostly on fresh features.

Worth revising until Prelims 2028: most news questions come within two years of the event.

What it is
The Maritime State Development Council is a forum of the Centre and coastal states for coordinated development of ports and maritime infrastructure. It was set up in 1997 and is chaired by the Union Minister for Ports, Shipping and Waterways. It brings together coastal state ministers, state maritime boards and major ports.
Legal status
The MSDC is now a statutory consultative body under the Indian Ports Act, 2025, notified on 15 May 2026.
Origin
The Council was first constituted in 1997.
Who chairs and attends
The Union Minister for Ports, Shipping and Waterways chairs it. Coastal state ministers, UT administrators, state maritime boards and Major Port chairpersons attend.
Rules under the Act
All States and UTs must notify subordinate rules under Section 77 of the Act within three months.
Digital integration deadline
All ports are to integrate with the Maritime Single Window (Sagar Setu) by March 2027.
Shipbuilding insurance
Two credit risk insurance products were launched under the Shipbuilding Development Scheme. ECGC's covers export projects and NIACL's covers domestic projects.

Don’t confuse with Major Ports vs Other Than Major Ports: Major Ports are under the Centre. Other Than Major (non-major) ports are under state governments and state maritime boards. The MSDC covers both.

Don’t confuse with MSDC vs Inter-State Council: The MSDC is a sectoral Centre-state forum on maritime issues. The Inter-State Council is a general body under Article 263 of the Constitution.

Laws, judgments and statutory bodies: 30 Prelims questions since 2013 (what the law says, who chairs, legal basis). In Mains, 44 news-triggered questions, most in GS2, asking for provisions and challenges.

No practice question for this one; the card may still help an answer. Why: MSDC now a statutory consultative body under the Indian Ports Act, 2025; statutory bodies drew 7 Prelims questions, so card only.

Worth revising until Prelims 2028: most news questions come within two years of the event.

International relations

BIMSTEC Home Ministers' Meeting and Delhi Declaration

GS2 International Relations · Regional groupingsGS3 Internal securityPrelims and Mains

Why in news
On 13 October 2026 the first BIMSTEC Home Ministers' Meeting, held in New Delhi, ended with the adoption of the Delhi Declaration on regional security cooperation.
What it is
BIMSTEC is the Bay of Bengal Initiative for Multi-Sectoral Technical and Economic Cooperation. It links seven countries around the Bay of Bengal: Bangladesh, Bhutan, India, Myanmar, Nepal, Sri Lanka and Thailand. Security cooperation is one of its sectors, and a Home Ministers' mechanism adds a political level above the National Security Advisers' meetings.
Members at the meeting
Seven member states took part: Bangladesh, Bhutan, India, Myanmar, Nepal, Sri Lanka and Thailand.
Counter-terrorism convention
The BIMSTEC Convention on Combating International Terrorism, Transnational Organised Crime and Illicit Drug Trafficking has been in force since March 2021.
Mutual legal assistance
The Convention on Mutual Legal Assistance in Criminal Matters was signed in March 2022 at the 5th Summit in Colombo.
Pending texts
Members urged early finalisation of conventions on Extradition, Transfer of Sentenced Persons and Trafficking in Persons, and an SOP for rescue and repatriation of trafficking victims.
Observer status
The BIMSTEC Secretariat has secured Observer status at the Asia/Pacific Group on Money Laundering (APG).

Don’t confuse with BIMSTEC vs SAARC: BIMSTEC links South Asia with Southeast Asia (Myanmar, Thailand) and excludes Pakistan and Afghanistan; SAARC is purely South Asian.

Don’t confuse with BIMSTEC vs BBIN: BBIN is a sub-regional group of four (Bangladesh, Bhutan, India, Nepal) focused on connectivity; BIMSTEC has seven members.

International bodies and relations: the largest group of news questions in Prelims (61 since 2013), often about background, members and location. In Mains, 27 news-triggered questions, mostly on India's interests.

No practice question for this one; the card may still help an answer. Why: First BIMSTEC Home Ministers' meeting adopted the Delhi Declaration; international bodies drew 61 Prelims questions, but this is a meeting outcome with few testable facts.

Worth revising until Prelims 2028: most news questions come within two years of the event.

Offshore Areas Mineral auction (Andaman Sea polymetallic nodules)

GS3 Mineral resources, ocean resourcesPrelims and Mains

Why in news
On 13 October 2026 the Ministry of Mines held an outreach programme in New Delhi on the auction of two offshore mineral blocks in the Andaman Sea. The Notice Inviting Tender was issued on 1 October 2026.
What it is
The offshore mineral auction offers seabed blocks in India's maritime zones for exploration and development of minerals. It runs under the Offshore Areas Mineral (Development and Regulation) Act, 2002. The two blocks on offer hold polymetallic nodules and crusts, which carry metals such as nickel, cobalt, copper and manganese.
Blocks offered
Sewell Rise-01 and West Sewell Ridge-01 in the Andaman Sea are offered for auction.
Type of licence
The blocks contain polymetallic nodules and crusts and are offered for a Composite Licence.
Area
The total area offered is 1,632 sq km: 632 sq km plus 1,000 sq km.
Legal framework
The auction is held under the 2002 Act, as amended in 2023, and the Offshore Areas Mineral (Auction) Rules, 2024.
Exploration support
NMEDT presented a scheme for partial reimbursement of exploration costs for offshore Composite Licence holders.
Bid deadline
The last date for submitting bids is 28 December 2026.
Blocks
Sewell Rise-01 and West Sewell Ridge-01, in the Andaman Sea, together cover over 1,632 sq km.
Licence type
The auction is for grant of a Composite Licence.
Legal basis
The auction follows the 2002 Act and the Offshore Areas Mineral (Auction) Rules, 2024.
Platform and timeline
The auction runs on the MSTC platform; bids are due by 28 December 2026, 17:00 IST.
Minerals
The blocks hold polymetallic nodules and crusts with cobalt, nickel, manganese, copper and rare earth elements.

Don’t confuse with Composite Licence vs other licences: A Composite Licence covers both exploration and production in one grant. Do not mix it with a plain prospecting or exploration-only permit.

Don’t confuse with Offshore Areas Act vs MMDR Act: Offshore blocks fall under the Offshore Areas Mineral (Development and Regulation) Act, 2002. Onshore mining falls under the MMDR Act, 1957.

Don’t confuse with Composite Licence vs Production Lease: A composite licence allows exploration and then production under one licence. A production lease covers only mining.

Economy terms and data: 42 Prelims questions since 2013, rising in recent years; they test what a term or instrument means. In Mains, 12 news-triggered questions.
