The National Voluntary Policy of 2017 of the government states that they endeavour to create an enabling encouraging environment for voluntary organisations that want to participate in service delivery.

In this vein, the government has time and again brought policies to partner with NGOs and SHGs to ensure good governance:

Body · points

→ NGOs like CRY, Pratham, CARE India, Teach for India supplement government efforts in providing education to children, healthcare, and general protection of children.

They are able to create deep ties with communities that may not trust authorities, for eg. in Naxal areas.

→ District Magistrates often partner with NGOs to adequately understand social issues, access expert advice, provide funds as well as supplement service delivery. For eg. CARE India worked in villages to reduce vaccine hesitency during COVID.

However, this partnership also faces certain barriers:

→ FCRA: This policy regulates foreign funding of NGOs. less than 5% of NGOs submit their accounts to the registrar, and the NGO Mercy Corps is allegedly funding Naxal insurgency movements.

PM Modi recently said that the "humility of a government is in knowing that it can not know everything".

They must partner with NGOs to ensure effective service delivery and benefit the most vulnerable section.
