The crux of ethical behavior lies not only in standards, but in their adoption in action and issuing sanctions against their violation.

Opening · a definition

Ethical behavior refers to good conduct and set of principles that guide in deciding "rightness" or "wrongness" of an action.

Body · continuous prose

Ethical behavior in profession or public services is often aspired to be achieved through designing standards and promoting values; but that often seem inefficient in achieving their realization. For eg. while values of cleanliness and sanitation must be promoted to make Swacha Bharat Abhiyan successful; but certain sanctions and institutional frame-works will incentivise more people to act according to standards.

However mere sanctions, laws and rules are not sufficient either. As evident from various cases of illegal smuggling of alcohol in states where it is banned (Gujrat, Bihar etc.). There the ban must be complimented with principles, reasons behind avoidance of intoxication as Gandhiji tried to do in his social reform agenda.

Inculcation of values starts from very process of childhood and upbringing in family, school, office etc. For eg. several laws against female foeticide and harassment are meaningful and effective only when values of impartiality, respect for all are imbibed in people's attitude. At the same time giving teeth to standards is also necessary so that there is fair reward and punishment according to behavior which acts as a crucial instrument in attitude formation.
