You are posted as Superintendent of Police in a district. A case has come up in which more than 30 girls were allegedly raped and sexually exploited at the city shelter home run by an NGO. The scandal came to light when media flagged complaints of sexual abuse of inmates of the city shelter home. A nexus of police, politicians, administration and criminals have been allegedly responsible for the racket going on for the last few years. In light of this, a lot of protests have erupted across the city. You are posted as the Superintendent of Police (SP) in a district of a state where alcohol prohibition has been imposed recently. The District Excise department has conducted many raids and seized liquor in large quantities, for which it has received state-wide public appreciation. A few months later reports surface in the media that in this district, hundreds of seized bottles of illicit liquor are missing from the government malkhanas or stores. As a result, the government is left red-faced. You are asked by the DM, who is the overall in-charge of the district excise setup, to investigate the matter. Upon investigation, you unearth a nexus of politicians and government officials who smuggled seized liquor and sold it through spurious means both inside and outside the state. In this context, evaluate these options: 1. Report your findings to the DM and seek instructions for further actions, stating clearly the criminal offences committed prima facie. 2. Charge all accused under legal provisions and let the law take its own course. 3. Being aware of the seriousness of the matter, discretely put the detailed investigation report in the public domain and expose the nexus. Also, suggest, without restricting yourself to the given options, the final course of action that you would prefer.

You are posted as Superintendent of Police (SP) in a district, which has a bustling market in the district headquarters with a high footfall. The area has traditionally been occupied by street vendors and hawkers. They form an intrinsic part of the market system in the area and derive their livelihood from it. Recently, you got reports that the policemen posted in the area harass the hawkers and also extort 'hafta' - a weekly bribe - from them despite complying with the laws. It has been brought to your notice that while those who comply with this arrangement are allowed to carry on with their daily operations, those who do not are being evicted from the market area. In the process of eviction, they are even physically assaulted and their saleable items are often confiscated and destroyed. As a result, some street vendors have been staging protests against the local administration in the market and have blocked the normal market passage. They have also threatened to intensify their protest over a period of time. The local police, however, has been in denial of any such wrong doings and argue that they are merely removing illegal encroachments, which were causing traffic jam in the area. In this situation, answer the following: (a) Mention the stakeholders and ethical issues involved in the case. (b) As the Superintendent of Police, what course of action would you adopt for diffusing the tensions in the area? Also, suggest some policy recommendations, which will help resolve the issues in the long-term.

Many coal mines in a district subject the workers to inhuman working conditions with little safety measures in place. As such, there have been several accidents and many workers have died in the past. In recognition of a recent accident where fifteen workers were trapped and died, the National Green Tribunal has ordered for closure of all such mines. Some of them have shut down, but many still continue to operate by getting an exception from the government, sometimes using the unholy nexus of politicians-miners-bureaucrats. In absence of alternative employment, the locals have no other choice but to work in mines. The mine owners are in-fact inciting the workers to protest to simultaneously put a pressure on the state to completely overturn the ban. As a District Magistrate of this district, you have been asked by the State government to prepare a report on this issue and give recommendations to resolve it. In this regard, answer the following questions: (a) Identify the interests of State and analyse whether there may be a conflict amongst them? (b) Given that economic growth is often achieved with a large human cost, identify the principles and strategies which could be used in the given case to achieve desirable outcomes.

Kamlesh is a civil servant who has been recently posted as Additional Chief Secretary in the education department of the state. Kamlesh has a meticulous service record and is well known for his honesty, and a no-nonsense attitude. After joining the new department, the first major task before Kamlesh was to conduct the recruitments for the post of lecturers in government schools. The posts were lying vacant for a long time, and the government wanted to fill up the vacancies without further delay as it was one of the poll promises made by the present government. The recruitment process took place successfully under the supervision of Kamlesh. The concerned minister congratulated Kamlesh and informed him that the appointment letters will be allocated to the successful candidates in a ceremony which will be presided by the CM himself. Kamlesh was happy that his work was getting recognition at the highest level. One day, Kamlesh was sitting in his office when his secretary brought him a letter from a leading investigative journalist of the state. The letter dealt with the recently conducted recruitment of the lecturers. Kamlesh was shocked at the content of the letter. The investigative journalist had alleged that the question paper of the exam was leaked to a few successful candidates, who had also forged their documents to appear in the exam. The letter also highlighted a nexus of middlemen, politicians, and civil servants who facilitate such illicit practices. Moreover, the investigative journalist had also attached credible proofs. Kamlesh corroborated the facts of the letters from his own sources and found the allegations to be true prima facie. Since the matter was serious and warranted immediate action, Kamlesh brought the matter to the notice of his minister. To his surprise, the minister asked him to sit over the matter for some time. Minister reasoned that bringing out this matter will bring ignominy not only to the department but also to the government. Further, the minister reasoned that cancelling the whole recruitment process will be detrimental for the education department, schools etc; also, the sincere and honest candidates who have invested a lot of time and money for preparation may also get affected negatively. He also reminded Kamlesh that the participation of the CM has already been announced. After leaving the minister's office, Kamlesh got a phone call from Minister's Personal Secretary (PS). The PS hinted to Kamlesh that the concerned candidates were closely connected to the ruling political party, and going against them may create professional troubles for Kamlesh. On the other hand, his cooperation in this matter, the PS assured, will not go unnoticed and will be handsomely rewarded. Kamlesh had just settled in his new posting. He knows that going against the wish of the Minister may cause him his present posting. What was more, Kamlesh's father is undergoing treatment in a local hospital. A shunting out from the district would mean that his father would have to be left alone to fend for himself. Further, Kamlesh's wife Priya, also a bureaucrat, is posted in the Chief Minister's Office (CMO). Kamlesh realises that his actions will also have a bearing on her career as well. a) Bring out various ethical dilemmas faced by Kamlesh. b) Consider yourself in Kamlesh's position. What are the various options available to you? c) Critically evaluate each of the option listed by you. d) Which of the above option should Kamlesh adopt and why?

You are working as a senior doctor in the oncology department of a super specialty hospital located in Delhi. While accessing the quotations from reputed pharmaceutical companies to hospitals, you unearth a nexus between pharma firms and the hospital administration. Being the head of Alliance of Doctors for Ethical Healthcare, who is working against the arbitrary price regime of life saving drugs, you get a chance to represent your case before the Health Minister of your state.
