You are a young officer working with the Municipal Corporation of an industrial city. The city was known for manufacturing ball bearings and auto parts. Most manufacturing units were small-scale units with very little production process automation. The units relied on manual labor, which was in abundance due to the villages close by. As the number of manufacturing units grew, the demand for labor increased, bringing in a steady inflow of laborers into the city. This influx of people into the town led to a mushrooming of slums and encroachments on the sidewalks. Once in a while, the Corporation conducted drives to clear out the slums, but after a time, the slums came back. The illegal slums had become an urban nightmare. You were given the responsibility of clearing out the encroachments and slums with the help of Police authorities. As you started the drive, you realized that the people living by the sidewalks were vulnerable compared to the slum dwellers. Many sidewalk dwellers had recently come to the city after selling their properties in their villages. Now if you drive them out, they have no place to go. Your heart went out to them, and you felt that your departmental action was inhumane, but your official responsibilities demanded stern impartial action. You are desperate to find a way to help the sidewalk dwellers without compromising your official duties. (a) What value conflicts do you notice in the above situation? (b) Can an administrator compromise the value of impartiality for empathy? Discuss. (c) What are the options available in the above situation? (d) Suggest viable solutions for tackling illegal slums and encroachments in urban areas.

The Indian education system suffers from many ills. One of the major issues is the focus on 'rote learning', which has been the staple of the Indian education system for many years. While many Indians have attained success despite this system, simply being able to recall information is not enough in today's world when that information is instantly available to anyone on a mobile phone. A survey of 200 Indian and foreign companies found that only 14% of Indian graduates were prepared for the workforce, largely because most graduates were unable to apply their knowledge to solve real-world problems. In this context, answer the following questions: (a) What are the consequences of 'rote learning' on the educational development of young students in the country? (b) Suggest measures that can be taken to address this issue.

Across the world, there is often a taxing demand on correct manners, etiquettes and moral responsibility by celebrities and public figures and there is huge public outrage if they act carelessly. Even for small mistakes, public figures have to apologise, or take an early retirement out of shame. This is often aggravated by the media, which relentlessly reports on the issue and the public who enjoy the voyeurism offered by entertainment - footage of star cars being chased, leaked WhatsApp chats etc. Further, there is hardly any unbiased and civil debate when it comes to celebrities and their social responsibilities. In most cases, the argument does not even centre around the actual issue and gets subsumed by overarching subplots. Messy trolling, often misdirected, is a common feature in all. Even serious issues like suicide and drug use are reduced to parenting problems and witch-hunt is often seen. In this context: (a) Is there any difference between a public figure and private person when it comes to privacy? Should public figures also have some reasonable amount of privacy? (b) Do you think it is fair to expect role models, such as celebrities and public figures, to act more responsibly as compared to ordinary citizens? (c) Discuss the importance of responsible journalism in this context.
