You are the District Information Officer (DIO) responsible for managing the official social media handles of the district administration. These accounts are used to disseminate updates, engage with citizens, and provide emergency alerts. During a routine update on a COVID booster drive in a minority-dominated ward, the post attracts a barrage of comments, some hostile, some blatantly communal. Several users accuse the administration of "pampering one community." Others post hate symbols, slurs, and conspiracy theories. You immediately report the worst comments to the platform, but they remain visible for hours. Your junior team suggests turning off comments, but a senior colleague warns: "We don't want to appear like we're silencing citizens, let it run its course." The District Collector advises: "Don't escalate. The post will fade by tomorrow. Don't engage directly, we've been seen worse." The local press begins reporting the online hate as part of "growing digital communalism." Civil society activists tag the district handle, demanding action. Meanwhile, public trust is eroding, and more citizens, especially from the targeted community, have stopped engaging with the administration's page. You are seriously looking for a way to do damage control. 1. What are the ethical issues and administrative responsibilities involved in this case? 2. How should the DIO respond to this situation in a way that upholds public values and protects institutional credibility? 3. Suggest digital communication protocols that can guide public officials in handling hate speech on official platforms.

The transgender community has been a part of India's social set up since the very beginning but never recognized as a reputable part of the society. 'Hijra' is a term traditionally used in India for transgender women who were born male. The role and value of this community in accordance with the sacred Hindu texts condenses to the performance of blessings at marriage and birth ceremonies for good fortune. With the advent of the British Raj in the 19th century, the acts of "cross-dressing" were registered as a criminal offence and if such offences were committed repeatedly, imprisonment followed. Thus, began the criminalization of hijras. Today, although legally supported and socially empowered as compared to earlier times, hijras are still subject to transphobic discrimination-associated violence, poverty, and segregation. In light of the above, answer the following: (a) Identify the challenges faced by transgenders during the different stages of their life. (b) Discuss the reasons for the continuing discrimination against transgenders in India despite several initiatives for their upliftment in recent times.

Pratap is a data engineer working in ABC Infocom. Pratap is a sincere employee who is liked equally by his superiors, colleagues, and subordinates. One day, during the lunch hour, a few colleagues were discussing a news item. There was a rally/parade in support of the LGBTQIA+ community which was to be held on the coming Sunday. While the news item was a matter of intrigue and fun for all, Pratap was sensitive about the issue. He explained to his colleagues the importance of understanding the demands of the LGBTQIA+ for equal civil rights as enjoyed by others. Kamal, a colleague of Pratap, believed such tendencies are not in the favour of the traditional values of the society. Another employee, Sushma, said that she has heard some experts on various news channel talking about how the demands being raised by the LGBTQIA+ community are against the laws of nature. Bhanu, the sales team manager, too agreed with the majority opinion; Bhanu said that his parents believe that the inclinations of LGBTQIA+ people are a manifestation of mental illness. Pratap's reasoning in favour of equal rights for all was of no consequence to his colleagues who seemed to have a rigid attitudinal build up against the community as a whole. On the designated day when the rally was to take place, Kamal was watching the coverage of the parade live from his home. To his astonishment, he saw Pratap in the LGBTQIA+ rally. Next day at the office, when Kamal told Pratap that he saw him participating in the parade, Pratap agreed, and told Kamal that he was gay. After this incident Pratap began to see visible changes in the behaviour of not only his colleagues and subordinates but also the management of the office. While earlier all pestered Pratap to be present for various official and personal occasions, now he increasingly felt unwanted. Even his colleagues started taking their lunch separately. Pratap was earlier respected and revered by all for his sincerity and dedication. But now his professional qualities were overlooked and he became an object of amusement for all. He noticed that people started calling him by different names which he realized were a slur on his personality. Matters came to head when Pratap was overlooked for promotion. Earlier, Pratap's superiors on various occasions had told him that his good work has benefitted the organization immensely and he was due for promotion after the next appraisal. Therefore, this supersession came as a rude and disappointing shock to Pratap, and he fell into a mire of self-doubt and loathing. The conditions came to such a pass that, Pratap, who was earlier a happy go lucky, caring, and a self-aware person, started remaining depressed. a) What are the qualities lacked by the colleagues and superiors of Pratap? b) What could be the possible reasons behind the negative attitude of office employees towards LGBTQIA+ community? c) As a friend of Pratap, what advice will you give him?

Abha is currently working as the DM of a district. One day, she went to a village for inspecting the progress of a certain village development project. Abha was not satisfied with the pace of the work and wanted to talk with the Sarpanch of the village about the same. Abha went to the panchayat office where she found the Sarpanch standing just outside the office. The Sarpanch greeted Abha and offered her a seat. Abha sat down and started discussing the matter with the Sarpanch. She noticed that Sarpanch was still standing. She thought that Sarpanch was not sitting because of hesitation or out of respect for the officer. She requested him to take a seat but he reluctantly sat on a wooden stool. Abha jokingly asked him if he liked the stool so much that he chose it instead of a chair, to which the Sarpanch replied that he was not allowed to sit on a chair as he belonged to a Dalit community. Abha was taken aback by this response. Abha enquired further about the issue. The sarpanch explained that since the Sarpanch position was reserved for SC community, he won the election. But despite being the official head of the panchayat, he did not have any power. He was neither allowed to enter the panchayat office nor was given access to official documents. A separate water pot was kept for him outside the office and he was not allowed to use the common water pot. He worked as a rubber stamp who merely signed the given document. You, as the Superintendent of Police, find yourself in a district plagued by severe civil unrest and law-and-order issues. Despite numerous appeals from political leaders, the situation shows no signs of improvement. The rioters have managed to loot a nearby army camp, gaining access to weapons and ammunition. This has escalated the conflict between different communities, resulting in constant gunfire exchanges. In the midst of this chaos, you receive a distressing midnight call from an officer at a refugee camp. He informs you that a 7-year-old child has been shot in the back at the camp, revealing that the rioters targeted the police for providing protection to people from other communities. The officer at the camp requests your assistance in escorting the injured child to the nearest hospital. You quickly arrange for an ambulance and make your way to the camp. However, while enroute, you receive a message from one of your subordinates, alerting you of the spread of fake news.
