Active civil service relates to promptness and efficiency of bureaucracy.

Civil service activism on the other hand refers to going beyond the line of immediate duty for justice.

Active civil service, necessary:

  1. For corruption free, timely implementation of govt schemes.
  2. For ensuring bare necessities for social equality at the "bottom of the pyramid".

Eg: 40 Cr Jan Dhan accounts opened in 1 year. Eg: One Nation One Ration card implementation (ONORC) in 6 months.

Yet, it is NOT sufficient:

  1. Despite PM JDY, financial inclusion is not 100%.

  2. Lack of awareness, etc. still leading to distress for migrants despite ONORC.

In this context: Civil service activism for "justice social, economic" and

  1. In election reform: TN Seshan's strict implementation of Model Code.

  2. Kiran Bedi's prison reform - for justice to undertrials.

  3. Pame Armstrong's public initiative for road infrastructure - for economic justice.

  4. TSR Subramaniam's initiatives, including Supreme Court case, for civil service activism.
