Ms. Ananya Rao serves as a District Collector in Maharashtra. The district is embarking on an ambitious infrastructure project, the Rural Connectivity Project, designed to improve road connectivity between remote villages and main towns. This project promises significant benefits, including easier access to markets, healthcare, and education for the rural population. The project, however, is mired in controversy. Environmentalists argue that the construction will cause irreparable damage to local forests and wildlife habitats. Local farming communities are concerned about losing agricultural land due to road expansion. There are also allegations of inadequate compensation and resettlement plans for affected families. As the project progresses, various departments, including the Environment, Agriculture, and Public Works Department (PWD), are involved in the decision-making process. Each department has specific responsibilities. The Environment Department is tasked with assessing environmental impact, the Agriculture Department is responsible for ensuring farmers' rights, and the PWD is responsible for executing construction. Ms. Rao, in her capacity, oversees the coordination among these departments. However, the project faces delays and mounting public criticism due to conflicting priorities and lack of accountability. Environmental assessments are incomplete, farmers' concerns remain unaddressed, and construction deadlines are missed. In a crucial meeting, the Chief Secretary of the State, Mr. Vikram Patel, stressed the urgency of moving the project forward and held Ms. Rao responsible for the delays, lack of progress, and overall non-performance. Ms. Rao walked out of the meeting in frustration and felt it was unfair to be held accountable for the delays because others were also involved in the project. You are the District Information Officer (DIO) responsible for managing the official social media handles of the district administration. These accounts are used to disseminate updates, engage with citizens, and provide emergency alerts. During a routine update on a COVID booster drive in a minority-dominated ward, the post attracts a barrage of comments, some hostile, some blatantly communal. Several users accuse the administration of "pampering one community." Others post hate symbols, slurs, and conspiracy theories. You immediately report the worst comments to the platform, but they remain visible for hours. Your junior team suggests turning off comments, but a senior colleague warns: "We don't want to appear like we're silencing citizens, let it run its course." The District Collector advises: "Don't escalate. The post will fade by tomorrow. Don't engage directly, we've been seen worse." The local press begins reporting the online hate as part of "growing digital communalism." Civil society activists tag the district handle, demanding action. Meanwhile, public trust is eroding, and more citizens, especially from the targeted community, have stopped engaging with the administration's page. You are seriously looking for a way to do damage control. 1. What are the ethical issues and administrative responsibilities involved in this case? 2. How should the DIO respond to this situation in a way that upholds public values and protects institutional credibility? 3. Suggest digital communication protocols that can guide public officials in handling hate speech on official platforms.

The transgender community has been a part of India's social set up since the very beginning but never recognized as a reputable part of the society. 'Hijra' is a term traditionally used in India for transgender women who were born male. The role and value of this community in accordance with the sacred Hindu texts condenses to the performance of blessings at marriage and birth ceremonies for good fortune. With the advent of the British Raj in the 19th century, the acts of "cross-dressing" were registered as a criminal offence and if such offences were committed repeatedly, imprisonment followed. Thus, began the criminalization of hijras. Today, although legally supported and socially empowered as compared to earlier times, hijras are still subject to transphobic discrimination-associated violence, poverty, and segregation. In light of the above, answer the following: (a) Identify the challenges faced by transgenders during the different stages of their life. (b) Discuss the reasons for the continuing discrimination against transgenders in India despite several initiatives for their upliftment in recent times.

Arushi is a young IPS officer known for her competence, integrity, and relentless dedication to challenging tasks. Recognizing her excellent track record, her superiors have chosen her to handle a sensitive assignment in a tribal-dominated district notorious for illegal bauxite mining. Here, the mafia mines bauxite from mineral-rich lands, transports it by truck, and sells it on the black market. This illegal operation thrives with the support of certain local officials and tribal musclemen who intimidate the local population and bribe select poor tribals to maintain control and silence. Upon assuming the new role, Arushi quickly grasps the ground realities and identifies the mafia's modus operandi, characterized by a series of devious tactics. Her inquiries reveal that several employees in her office are colluding with the mafia, forming an unholy nexus that enables these illegal operations. Determined to dismantle this network, she initiates strict actions, including raids on trucks transporting illegally mined bauxite. These actions significantly disrupt the mafia's operations, unsettling criminals unaccustomed to such resistance. Some office employees allegedly allied with the mafia inform the criminals of her determination to dismantle their operations, posing a serious threat to their profits. In response, the mafia adopts a counter-offensive strategy. Tribal strongmen and mafia operatives begin issuing direct threats to her, warning of severe consequences if the raids continue. Her family (husband and elderly mother) are stalked and placed under virtual surveillance, causing mental anguish and stress for them all. Matters assume serious propositions when a muscleman appears in her office and threatens that if she does not halt raids, etc., she will suffer the same fate as a predecessor officer who was killed by the mafia a decade earlier. a) Discuss the ethical issues involved in this case. b) Identify and evaluate the different options available to Arushi under the given situation. c) Which option would she adopt and why?

The Siang Upper Multipurpose Project (SUMP) is proposed on a river in a northeastern state of India, a recognized biodiversity hotspot. Covered in dense forests, this region harbors a rich diversity of flora and fauna, including numerous endemic species. Although sparsely populated, the region's communities have livelihoods and cultural practices deeply intertwined with the natural landscape. Its ecological wealth has been preserved over the years due to its environmental significance and cultural heritage. Additionally, the Upper Siang basin holds immense strategic importance due to its proximity to international borders, offering potential leverage in regional security and resource management. The SUMP aims to harness the river's energy for economic growth, proposing infrastructure that includes an 11,000 MW "mega dam," power stations, and transmission lines that could transform the state into a renewable energy hub. Proponents argue that the project will boost the state's economy through power generation, employment, and enhanced infrastructure while also helping meet the country's clean energy targets. However, a local NGO has raised concerns about the ecological and social costs of SUMP. The project would require extensive forest clearance, which plays a crucial role in carbon sequestration. Additionally, experts warn that construction activities could disturb the region's delicate ecosystems. This may affect riverine biodiversity and increase the risk of soil erosion and sedimentation, with potential downstream effects on agriculture and water quality. Another major issue raised is the potential displacement and cultural impact on local communities. This could threaten their subsistence-based livelihoods and disrupt their way of life. Critics also highlight that the project may contradict India's commitments to sustainable development. Despite these concerns, supporters of the project argue that SUMP's strategic importance and clean energy potential cannot be ignored. Moreover, they emphasize the project's strategic location, which would strengthen energy security, reduce regional inequalities, and contribute to the country's long-term development goals. They argue that amidst rising energy demands, the country cannot afford to forgo such an opportunity, especially given the presence of hydroelectric projects across borders that could shift regional control over water resources. (a) What are the ethical issues involved in the above case? (b) In your opinion, which should take priority between development and conservation, and why?

You have recently been posted as a District Development Officer in a traditionally rural area that has seen rapid economic development in the past few years. You notice that there is a huge disparity between the number of male and female children in the area. When you go to the hospital and check the birth registry, you realise that registered new-born babies are mostly males. On further investigation, you notice a similar pattern in the village primary school, which has more male students than females. When you raise the issue with your colleagues, they ignore it and carry on with their work. You suspect that the practice of female foeticide may be entrenched in the area as you had read about the issue in the context of this state while studying for the Civil Services Examination. It seems to you that respected members of the community like doctors, politicians and government officials have chosen to ignore the issue, given the prevalence of patriarchy and mind-set of voters in the area. Thus, despite rapid economic development, preference for male child continues to persist. Based on the information above, answer the following: (a) Do you have any ethical duty in this scenario? Justify your views. (b) What would be your next steps and why?
