Pesticides Management Bill, 2025 (replacing Insecticides Act, 1968)

GS3 AgricultureGS2 Government policiesPrelims and Mains

Why in news
On 7 January 2026 the Agriculture Ministry invited public comments on the draft Pesticides Management Bill, 2025, which would replace the Insecticides Act, 1968. Comments are open until 4 February 2026.
What it is
The Insecticides Act, 1968 regulates the import, manufacture, sale, transport, distribution and use of insecticides in India, to prevent risk to humans and animals. The draft Pesticides Management Bill, 2025 is a new law meant to replace it and the Insecticides Rules, 1971, with stricter control over spurious pesticides and decriminalisation of petty offences.
Laws replaced
The Bill would replace both the Insecticides Act, 1968 and the Insecticides Rules, 1971 made under it.
Testing labs
The Bill makes accreditation of testing laboratories mandatory, so that only quality pesticides reach farmers.
Compounding of offences
Compounding of offences is provided for, with the amounts to be defined by State-level authorities.
Consultation deadline
This is pre-legislative consultation. Stakeholders can send comments by 4 February 2026.
Ministry in charge
The draft was prepared by the Department of Agriculture & Farmers Welfare under the Ministry of Agriculture & Farmers Welfare.

Don’t confuse with Insecticides Act, 1968 vs Pesticides Management Bill, 2025: The 1968 Act is the law in force. The 2025 Bill is only a draft open to public comment and is not yet law.

Don’t confuse with Pre-legislative consultation vs parliamentary scrutiny: Pre-legislative consultation is the government seeking public comments before a Bill is introduced. Committee scrutiny happens after introduction in Parliament.

Laws, judgments and statutory bodies: 30 Prelims questions since 2013 (what the law says, who chairs, legal basis). In Mains, 44 news-triggered questions, most in GS2, asking for provisions and challenges.

Scheme

National Quality Assurance Standards (NQAS)

GS2 HealthPrelims and Mains

Why in news
On 7 January 2026 the Health Ministry announced that 50,373 public health facilities had been certified under NQAS as of 31 December 2025, crossing the 50,000 mark.
What it is
NQAS is a quality framework of the Union Health Ministry for public health facilities. It sets standards that facilities are assessed against, and a facility that meets them is certified. It began with District Hospitals and now covers all levels of public care.
Total certified
50,373 public health facilities were NQAS-certified as of 31 December 2025.
Start
The scheme began in 2015 with 10 certified facilities, first for District Hospitals.
Coverage expansion
It was extended to Sub-District Hospitals, CHCs, AAM-PHCs, AAM-UPHCs and AAM-Sub Health Centres.
Growth
Certified facilities rose from 6,506 (Dec 2023) to 22,786 (Dec 2024) to 50,373 (Dec 2025), helped by virtual assessments.
Composition
The total includes 48,663 Ayushman Arogya Mandirs and 1,710 secondary care facilities.
Target
Interim goal: NQAS certification for at least 50% of public health facilities by March 2026.

Don’t confuse with NQAS vs LaQshya: NQAS is a general quality certification for public health facilities. LaQshya is a separate programme to improve quality of care in labour rooms and maternity operation theatres.

Schemes: 52 Prelims questions since 2013, 10 in Prelims 2026 alone. They test features, the period and who funds it. In Mains, 33 news-triggered questions, mostly GS3.

Bio-Bitumen via Pyrolysis (CSIR)

GS3 Science and TechnologyGS3 InfrastructurePrelims and Mains

Why in news
On 7 January 2026, CSIR-CRRI and CSIR-IIP transferred the Bio-Bitumen via Pyrolysis technology to industry at an event in New Delhi, addressed by Dr Jitendra Singh.
What it is
Bio-bitumen is a bio-binder made by pyrolysis of farm residue such as rice straw. Pyrolysis heats biomass without oxygen, giving bio-oil, gas and char. The bio-oil is blended with conventional bitumen for road surfacing.
Developers
Developed jointly by CSIR-CRRI, New Delhi, and CSIR-IIP, Dehradun.
Process
Rice straw is collected, pelletised, and pyrolysed to bio-oil, which is blended with conventional bitumen.
Replacement level
Laboratory validation shows 20–30% of conventional bitumen can be replaced without loss of performance.
Field trial
A 100-metre trial stretch was laid on the Jorabat–Shillong Expressway (NH-40) in Meghalaya.
Import dependence
India imports nearly 50% of its bitumen requirement.
Pyrolysis concept
Pyrolysis is thermal decomposition of organic material at high temperature in the absence of oxygen.

Don’t confuse with Bio-bitumen vs waste-plastic roads: Bio-bitumen replaces part of the bitumen binder with bio-oil from farm residue. Plastic roads mix shredded waste plastic into the bitumen or aggregate.

Don’t confuse with CSIR-CRRI vs CSIR-IIP: CRRI (New Delhi) works on road and transport research. IIP (Dehradun) works on petroleum and fuels.

Science and technology: 57 Prelims questions since 2013; most test the concept behind the news, not the news itself. In Mains, 12 news-triggered questions.

Economy

First Advance Estimates of GDP

GS3 EconomyPrelims and Mains

Why in news
On 7 January 2026, the National Statistics Office (MoSPI) released the First Advance Estimates of GDP for 2025-26, putting real GDP growth at 7.4%, up from 6.5% in 2024-25.
What it is
Advance Estimates are the first official projection of GDP for a financial year, released by the NSO under MoSPI before the year ends. They use the benchmark-indicator method: the previous year's estimates are extrapolated with sector indicators. They are later replaced by Quarterly, Provisional and Revised Estimates.
GVA growth
Real GVA is estimated to grow 7.3%, with services as the main driver.
Method
Advance Estimates are indicator-based and use the benchmark-indicator method, extrapolating the previous year's estimates.
Base year change
MoSPI is revising the base year of national accounts from 2011-12 to 2022-23. Advance and quarterly estimates will be revised as a result.
Sector growth
Agriculture and allied sectors are estimated at 3.1% growth, a moderate rate.
Real vs nominal
Real GDP is measured at constant (base-year) prices, removing inflation. Nominal GDP is at current prices.

Don’t confuse with GDP vs GVA: GVA is output minus intermediate consumption at basic prices. GDP equals GVA plus taxes on products minus product subsidies.

Don’t confuse with Advance vs Provisional Estimates: Advance Estimates are the first projections made during the year. Provisional Estimates come after the year ends and are based on more complete data.

Economy terms and data: 42 Prelims questions since 2013, rising in recent years; they test what a term or instrument means. In Mains, 12 news-triggered questions.

No practice question for this one; the card may still help an answer. Why: Routine annual data release; Prelims economy terms are 13% of news-linked questions but the figures change each year and carry no lasting debate.

Worth revising until Prelims 2027: most news questions come within two years of the event.
