National Sports Governance Act, 2025 and National Sports Board

GS2 Polity and GovernanceGS3 Sports policyPrelims and Mains

Why in news
On 8 January 2026 the Union Government notified the National Sports Board (Search-cum-Selection Committee) Rules, 2026 under the National Sports Governance Act, 2025. They start the process of choosing the Board's Chairperson and Members.
What it is
The National Sports Governance Act, 2025 gives India a statutory framework for sports administration. It creates a National Sports Board to recognise National Sports Bodies and enforce governance, financial and ethical standards. The 2026 Rules fill in the working detail for these bodies.
SOM numbers
General Bodies of National Sports Bodies must include at least four Sportspersons of Outstanding Merit, with fifty per cent of them women.
Women in Executive Committee
The Act mandates at least four women in the Executive Committee. The Rules let each body reserve posts for women through its bye-laws.
Election Panel
The National Sports Election Panel roster must always have at least twenty qualified members.
Electoral officer fee
The fee of an electoral officer is agreed mutually with the National Sports Body, capped at Rs 5 lakh.
Bye-law deadline and relaxation
Bodies must amend bye-laws within six months. The Centre can relax the Rules for twelve months on application, with reasons recorded.
Committee chair
The Search-cum-Selection Committee is chaired by the Cabinet Secretary.
Committee composition
Besides the Cabinet Secretary, it has the Secretary (Sports), one sports administration expert and two national sports award recipients.
Task
It recommends a panel of names for Chairperson and two Members of the Board.
Board's role
The Board is the central authority that grants recognition to National Sports Bodies and ensures compliance with governance, financial and ethical standards.

Don’t confuse with Act vs Rules: The Act (2025) is Parliament's law and sets the mandate, such as four women in the Executive Committee. The Rules (2026) are delegated legislation giving procedures.

Don’t confuse with National Sports Board vs Election Panel: The Board recognises bodies and enforces standards. The Election Panel supplies electoral officers for National Sports Body elections.

Don’t confuse with National Sports Board vs Sports Authority of India: The Board is a regulator under the 2025 Act that recognises sports federations. The Sports Authority of India is the body that trains athletes and runs sports facilities.

Laws, judgments and statutory bodies: 30 Prelims questions since 2013 (what the law says, who chairs, legal basis). In Mains, 44 news-triggered questions, most in GS2, asking for provisions and challenges.

Scheme

Tex-RAMPS Scheme

GS3 EconomyGS2 Cooperative federalismPrelims and Mains

Why in news
On 8 January 2026, at the National Textiles Ministers' Conference in Guwahati, the Ministry of Textiles signed MoUs with 15 States under the Tex-RAMPS scheme to strengthen textile data systems and planning.
What it is
Tex-RAMPS (Textiles focused Research, Assessment, Monitoring, Planning And Start-Up) is a Central Sector Scheme of the Ministry of Textiles. It aims to improve the coverage, quality, timeliness and credibility of textile statistics and research, so that policy rests on evidence.
Scheme type
Tex-RAMPS is a Central Sector Scheme, funded by the Centre, aimed at better textile statistics and research.
State/UT grant
Each State/UT gets a yearly grant of ₹12 lakh under the MoUs.
District grant
An extra ₹1 lakh per year per district, released against development and execution of district action plans.
Sectors covered
Integrated planning covers handlooms, handicrafts, apparel and technical textiles, at cluster and district levels.
Goal
The data push supports the roadmap to a US$350 billion textile industry.

Don’t confuse with Central Sector Scheme vs Centrally Sponsored Scheme: Central Sector Schemes are fully funded and run by the Centre. Centrally Sponsored Schemes are shared with States in a set ratio. Tex-RAMPS is described as Central Sector, though it gives grants to States.

Schemes: 52 Prelims questions since 2013, 10 in Prelims 2026 alone. They test features, the period and who funds it. In Mains, 33 news-triggered questions, mostly GS3.

No practice question for this one; the card may still help an answer. Why: Central Sector Scheme with grants to States; schemes are 16% of Prelims news questions, but this is a niche statistics scheme with few testable facts.

Worth revising until Prelims 2027: most news questions come within two years of the event.

District-Led Textiles Transformation (DLTT)

GS3 EconomyPrelims and Mains

Why in news
On 8 January 2026, at the National Textile Ministers Conference in Guwahati, the Ministry of Textiles unveiled the District-Led Textiles Transformation (DLTT) initiative.
What it is
DLTT is a Ministry of Textiles initiative that moves textile policy to a sector-specific, district-level approach. Districts are scored on data and split into Champion and Aspirational groups, each with its own set of interventions. It also stresses convergence of government resources with industry and academia.
Target
The plan aims to turn 100 high-potential districts into Global Export Champions and lift 100 Aspirational Districts into self-reliant hubs.
Champion Districts
Focus is on scale and sophistication: Mega Common Facility Centres, Industry 4.0 and direct export market linkages.
Aspirational Districts
Focus is on foundation and formalization: basic skilling and certification, Raw Material Banks, and micro-enterprises through SHGs and Cooperatives.
Purvodaya convergence
East and northeast regions are prioritised for tribal belt development, better connectivity and GI tagging of handicrafts.
Implementing ministry
The scheme is run by the Ministry of Textiles and was announced at the National Textile Ministers Conference in Guwahati.

Don’t confuse with Champion vs Aspirational districts under DLTT: Champion districts are high-potential export districts needing advanced upgrades. Aspirational districts are the 100 weaker ones needing basic ecosystem building.

Schemes: 52 Prelims questions since 2013, 10 in Prelims 2026 alone. They test features, the period and who funds it. In Mains, 33 news-triggered questions, mostly GS3.

No practice question for this one; the card may still help an answer. Why: New district-level plan for 100 champion and 100 aspirational districts; lasting scheme topic, but no Prelims facts yet beyond the announcement.

Worth revising until Prelims 2027: most news questions come within two years of the event.
