Project Cheetah

GS3 Environment and BiodiversityPrelims and Mains

Why in news
On 18 February 2026, Environment Minister Bhupender Yadav announced three cheetah cubs born at Kuno National Park to Gamini, a South African cheetah. India's cheetah population is now 38.
What it is
Project Cheetah is India's programme to reintroduce the cheetah, declared extinct in India in 1952. Cheetahs from Namibia and South Africa were first brought to Kuno National Park, Madhya Pradesh, in 2022. It is run by the Environment Ministry with the National Tiger Conservation Authority.
Central team
The team has the NTCA Inspector General of Forests and two officers of the Wildlife Crime Control Bureau (WCCB).
State response
Madhya Pradesh formed a Special Task Force of forest and police officers; the central team will also review security protocols and protection measures.
Extinction and reintroduction
The cheetah was declared extinct in India in 1952; the first cheetahs came to Kuno in 2022 from Namibia, with more from South Africa later.
Location of death site
The cheetah was found outside the protected area, in territorial forests of Morena, showing animals stray beyond Kuno's boundary.
Population
India now has 60 cheetahs, of which 41 were born in India.
Mother
KJP21 is the third Indian-born female to give birth, after Mukhi and KGP12.
Botswana lineage
The cubs' father is a Botswanan male, so a new genetic lineage begins in India.
Location
Kuno National Park is in Madhya Pradesh.
Extinction
The cheetah was declared extinct in India in 1952. The species is Acinonyx jubatus.
Total population
India's cheetah population reached 53 after Jwala's litter.
Indian-born cubs
The number of Indian-born thriving cubs rose to 33. This was the 10th successful litter on Indian soil.
Botswana cheetahs
Nine cheetahs (6 females, 3 males) from Botswana were put in quarantine enclosures at Kuno on 28 February 2026 for acclimatisation and health monitoring.
Founder animals
Jwala is a Namibian cheetah, now a third-time mother. Gamini, from South Africa, recently had her second litter of four cubs.
New source country
Botswana is the new source of cheetahs, after Namibia and South Africa. Nine animals arrived: 6 females and 3 males.
Capture and transfer
The cheetahs were captured in the Ghanzi region of Botswana and held in quarantine at Mokolodi Nature Reserve before the transfer to India.
Transport to India
The Indian Air Force airlifted the animals from Gaborone to Gwalior. They then went by helicopter to Kuno.
Extinction in India
The cheetah was declared extinct in India in 1952.
Litter count
The new birth is the ninth successful cheetah litter on Indian soil.
Surviving Indian-born cubs
27 Indian-born cubs are alive.
Mother of the cubs
Gamini is a South African cheetah and a second-time mother.
First translocation
20 cheetahs from Namibia and South Africa came to India in 2022-23, described as the world's first inter-continental translocation of a large carnivore.
First release
PM Modi released the first eight cheetahs on 17 September 2022.

Don’t confuse with Territorial forest vs protected area: Territorial forest divisions are ordinary State forest areas, while a national park is a protected area with stronger legal protection.

Don’t confuse with Cheetah vs leopard: The cheetah has solid black spots and tear-line marks on the face and is built for speed. The leopard has rosettes and climbs trees. The cheetah cannot roar.

Don’t confuse with Asiatic vs African cheetah: The cheetah that once lived in India was the Asiatic cheetah, now surviving only in Iran. The animals brought to Kuno are African cheetahs from Namibia, South Africa and Botswana.

Don’t confuse with Project Cheetah vs Project Tiger: Both involve the National Tiger Conservation Authority's support, but Project Cheetah is a reintroduction of an extinct species, while Project Tiger protects existing tiger populations.

Don’t confuse with African cheetah vs Asiatic cheetah: The cheetahs brought to India are African cheetahs. The Asiatic cheetah survives only in Iran in small numbers.

Species and protected areas: 12 Prelims questions since 2013; they test legal status, location and the year of designation.

International Fleet Review 2026

GS3 Security and DefenceGS2 International relationsPrelims and Mains

Why in news
On 18 February 2026, President Droupadi Murmu witnessed the International Fleet Review 2026 at Visakhapatnam, with navies of more than 70 countries taking part.
What it is
An International Fleet Review is a ceremonial parade of warships from many navies before a head of state. The Indian Navy has hosted it at Visakhapatnam in 2016 and 2026. The President of India, as Supreme Commander of the Armed Forces, takes the review.
Venue and date
The review was held at Visakhapatnam, Andhra Pradesh, on 18 February 2026.
Participation
Navies of more than 70 countries are taking part.
Theme
The theme of the review is United Through Oceans.
MAHASAGAR
MAHASAGAR stands for Mutual and Holistic Advancement for Security and Growth Across Regions; the review carries forward this vision.
Supreme Commander
The President of India is the Supreme Commander of the Armed Forces under Article 53 of the Constitution.

Don’t confuse with Fleet Review vs MILAN: The International Fleet Review is a ceremonial review of ships before the President. MILAN is a separate multilateral naval exercise and gathering hosted by India at Visakhapatnam.

Defence: Prelims tests exercises (with whom), equipment (who makes it) and firsts.

Rajya Sabha Biennial Elections

GS2 Polity and ParliamentPrelims and Mains

Why in news
On 18 February 2026 the Election Commission announced biennial elections to fill 37 Rajya Sabha seats from 10 States, with polling on 16 March 2026.
What it is
The Rajya Sabha (Council of States) is the permanent upper house of Parliament. It is never dissolved, and one-third of its members retire every second year. Their seats are filled by biennial elections held by the Election Commission under Article 324.
Seats and States
The terms of 37 members from 10 States end in April 2026, and all 37 seats go to election.
Violet sketch pen
Voters must mark preferences only with the violet sketch pen supplied by the Returning Officer. No other pen is allowed.
Term and retirement
A Rajya Sabha member serves a six-year term. One-third of members retire every second year (Article 83).
Method of election
State legislative assembly members elect Rajya Sabha members by single transferable vote under proportional representation (Article 80).
Size of House
The Constitution sets a maximum of 250 members: 238 elected from States and Union Territories and 12 nominated by the President.

Don’t confuse with Rajya Sabha vs Legislative Council elections: Both use single transferable vote. Rajya Sabha members are elected by State MLAs. Legislative Council members are elected by a mix of MLAs, local bodies, graduates and teachers.

Don’t confuse with Biennial election vs by-election: A biennial election fills seats of retiring members on schedule. A by-election fills a seat vacated early, and the new member serves only the remainder of the term.

Laws, judgments and statutory bodies: 30 Prelims questions since 2013 (what the law says, who chairs, legal basis). In Mains, 44 news-triggered questions, most in GS2, asking for provisions and challenges.

No practice question for this one; the card may still help an answer. Why: Lasting polity topic (Council of States elections, 37 seats from 10 States). Schedule dates are routine, so a question is unlikely.

Worth revising until Prelims 2027: most news questions come within two years of the event.

Gender Budget Statement

GS2 Welfare and GenderGS3 BudgetingPrelims and Mains

Why in news
On 18 February 2026 the Ministry of Women and Child Development said the Gender Budget Statement for FY 2026-27 reports Rs. 5.01 lakh crore, up 11.55% from Rs. 4.49 lakh crore. The Union Budget was presented on 1 February 2026.
What it is
The Gender Budget Statement (GBS) is a part of the Union Budget documents. It reports how much of each Ministry's or Department's spending goes to women and girls. It is a tool for gender-responsive budgeting and tracks allocations, not outcomes.
Share in Union Budget
The GBS share rose to 9.37% from 8.86% in 2025-26.
Part A
Part A covers 100% women-specific schemes: Rs. 1,07,688.42 crore, 21.50% of the GBS.
Part B and Part C
Part B covers schemes with 30-99% allocation for women (72.54% of the GBS). Part C covers those below 30% (5.95%).
Top reporter
The Ministry of Women and Child Development reports the highest share of its own allocation in the GBS, at 81.73%, followed by Rural Development at 69.92%.

Don’t confuse with Part A vs Part B: Part A is for schemes wholly (100%) for women. Part B is for schemes where 30-99% of the allocation is for women.

Don’t confuse with Gender budget vs separate women's budget: The GBS is a statement within the Union Budget that tags women-related spending across ministries. It is not a separate budget.

Economy terms and data: 42 Prelims questions since 2013, rising in recent years; they test what a term or instrument means. In Mains, 12 news-triggered questions.

No practice question for this one; the card may still help an answer. Why: Gender budgeting is a lasting syllabus topic. The release is routine annual data, so a question is unlikely.

Worth revising until Prelims 2027: most news questions come within two years of the event.

India-UK Offshore Wind Taskforce

GS3 EnergyGS2 Bilateral relationsPrelims and Mains

Why in news
On 18 February 2026, Union Minister Pralhad Joshi addressed the launch of the India–UK Offshore Wind Taskforce, with UK Deputy PM David Lammy present. It aims to coordinate India's offshore wind build-up.
What it is
The India–UK Offshore Wind Taskforce is a bilateral working mechanism between the Ministry of New and Renewable Energy and the UK. It was set up under Vision 2035 and the Fourth Energy Dialogue. It brings UK experience in scaling offshore wind and supply chains to India's early projects.
Parent frameworks
The taskforce was constituted under India–UK Vision 2035 and the Fourth Energy Dialogue.
Three cooperation pillars
The pillars are ecosystem planning and market design, infrastructure and supply chains, and financing and risk mitigation.
Identified zones
Promising offshore wind zones are off Gujarat and Tamil Nadu. Surveys and studies were done through the National Institute of Wind Energy.
Viability Gap Funding
The government introduced a VGF scheme for early offshore projects with an outlay of ₹7,453 crore.
Hydrogen Breakthrough Goal
India is leading the Hydrogen Breakthrough Goal under the international Breakthrough Agenda.
Installed capacity
Non-fossil capacity has crossed 272 GW, with over 141 GW solar and 55 GW wind.

Don’t confuse with Offshore vs onshore wind: Offshore wind turbines are placed in the sea and need ports, specialised vessels and seabed leasing. Onshore turbines are on land, as most of India's 55 GW wind capacity is.

Don’t confuse with VGF vs seabed leasing: VGF is a capital subsidy to make early projects viable. Seabed leasing is the framework for granting rights to use sea areas for projects.

International bodies and relations: the largest group of news questions in Prelims (61 since 2013), often about background, members and location. In Mains, 27 news-triggered questions, mostly on India's interests.

No practice question for this one; the card may still help an answer. Why: New bilateral mechanism under Vision 2035 on offshore wind. Worth reading, but few testable facts and low odds of a question.

Worth revising until Prelims 2027: most news questions come within two years of the event.

Municipal Bonds in India

GS3 Economy: Urban FinanceGS2 Local governancePrelims and Mains

Why in news
On 18 February 2026, the Ministry of Housing and Urban Affairs held a stakeholder dialogue, 'Municipal Bonds Unpacked', with market intermediaries to deepen the municipal bond market for Urban Local Bodies.
What it is
A municipal bond is a debt security issued by an Urban Local Body to raise money from investors for civic infrastructure such as water supply, sewerage and transport. The city repays the principal and interest from its own revenues or from a dedicated revenue stream. In India, issuance is regulated by SEBI, and a credit rating is needed before a bond is issued.
Who held the dialogue
The Ministry of Housing and Urban Affairs organised the consultation with market intermediaries.
Who took part
Government officials, market regulators, credit rating agencies, transaction advisers and domain experts attended.
Role of credit rating
ICRA spoke on rating of ULBs, stressing fiscal discipline, transparency, timely financial reporting and strong revenue streams.
Issues discussed
Stakeholders discussed investor confidence, standard processes, ULB creditworthiness and scaling up issuances.
Regulator
SEBI regulates the issue and listing of municipal debt securities under its rules on issuance of municipal debt securities (2015).

Don’t confuse with Municipal bond vs green bond: A municipal bond is defined by its issuer, a city body. A green bond is defined by the use of funds for climate-friendly projects. A city can issue a green municipal bond.

Don’t confuse with Municipal bond vs pooled finance: A municipal bond is issued by a single ULB. Pooled finance combines the borrowing needs of several smaller ULBs into one issue.

Economy terms and data: 42 Prelims questions since 2013, rising in recent years; they test what a term or instrument means. In Mains, 12 news-triggered questions.

No practice question for this one; the card may still help an answer. Why: Lasting topic on financing Urban Local Bodies. The release is a consultation with no new decision, so a question is unlikely.

Worth revising until Prelims 2027: most news questions come within two years of the event.

BHASHINI and VoicERA

GS3 Science and TechnologyGS2 Digital public infrastructurePrelims and Mains

Why in news
On 18 February 2026, the Digital India BHASHINI Division launched VoicERA, an open-source voice AI stack, at the India AI Impact Summit 2026. It runs on the BHASHINI national language infrastructure.
What it is
BHASHINI is India's national language infrastructure run by the Digital India BHASHINI Division under the Digital India Corporation, MeitY. It offers language technologies such as translation so that citizens can use digital services in Indian languages. VoicERA adds an open, modular voice layer on top of it.
Who launched it
The Digital India BHASHINI Division, under the Digital India Corporation and MeitY, launched VoicERA with EkStep Foundation. COSS, IIIT Bengaluru and AI4Bharat collaborated.
What VoicERA is
An open-source, end-to-end Voice AI stack built as a national execution layer for multilingual voice and language AI.
Design features
The platform is modular, so it reduces duplicated effort and avoids vendor lock-in.
Use cases
Departments can onboard voice-enabled services such as agriculture advisories, education support, grievance redressal and scheme discovery.
Digital public good
It is described as a digital public good for voice, enabling interoperable deployment without rebuilding whole technology stacks.

Don’t confuse with BHASHINI vs VoicERA: BHASHINI is the national language infrastructure (translation, language tools). VoicERA is the voice AI stack deployed on it.

Don’t confuse with Digital India BHASHINI Division vs Digital India Corporation: DIBD is the division that runs BHASHINI. It sits under the Digital India Corporation, which is under MeitY.

Science and technology: 57 Prelims questions since 2013; most test the concept behind the news, not the news itself. In Mains, 12 news-triggered questions.

No practice question for this one; the card may still help an answer. Why: BHASHINI is a lasting national language infrastructure. VoicERA is a new open-source voice AI stack. Sci-tech gave 57 Prelims questions, but facts here are thin.

Worth revising until Prelims 2027: most news questions come within two years of the event.
