Ethical Dilemmas in GovernmentCivil Service Values
You have recently been posted as a District Development Officer in a traditionally rural area that has seen rapid economic development in the past few years. You notice that there is a huge disparity between the number of male and female children in the area. When you go to the hospital and check the birth registry, you realise that registered new-born babies are mostly males. On further investigation, you notice a similar pattern in the village primary school, which has more male students than females. When you raise the issue with your colleagues, they ignore it and carry on with their work. You suspect that the practice of female foeticide may be entrenched in the area as you had read about the issue in the context of this state while studying for the Civil Services Examination. It seems to you that respected members of the community like doctors, politicians and government officials have chosen to ignore the issue, given the prevalence of patriarchy and mind-set of voters in the area. Thus, despite rapid economic development, preference for male child continues to persist. Based on the information above, answer the following: (a) Do you have any ethical duty in this scenario? Justify your views. (b) What would be your next steps and why?

Ramesh, a very hardworking person, is the sole bread earner in his family. He has worked with an oil company's local affiliate for several years, and has established a strong, trustworthy relationship with Suresh, manager of the local facility. Suresh has recently recommended Ramesh to be recruited as the corporate consulting engineer for the company, which would be a position of greater responsibility along with a stable income. During a casual conversation, Suresh mentions an incident in the 1960s wherein 10,000 gallons of a petrochemical was leaked into the local environment by the company due to negligence, though at the time no damage was found, and no mention of this leak was made to the press. When Ramesh mentions that the state law requires him to report all spills, Suresh reminds him that no harm had been done and reminds him that the company can't have a consulting engineer who does not value loyalty and respect confidentiality. 20 (a) Identify the ethical issues involved in the given case. (b) What are the options available to Ramesh in this situation? Evaluate each of them. (c) Had you been at Ramesh's place, what would have been your course of action? Give reasons for the same.

As an Audit Officer, your primary duty is to ensure that public funds are utilized according to the budgetary allocations and legal mandates set by governing bodies. This role demands a high level of integrity, strict adherence to rules, and a commitment to transparent financial management. During a routine audit of a district's expenditures, you encounter a significant irregularity that challenges your ethical principles and professional responsibilities. While reviewing the district's spending, you discover that the District Magistrate (DM) has diverted funds allocated for road construction and improving village connectivity to construct a new school. The funds were explicitly earmarked for infrastructure projects aimed at enhancing transportation in rural areas. Redirecting these funds to a different project, even one as important as a school, constitutes a violation of the approved budgetary allocations and could be seen as a misallocation of resources. The DM acknowledges the diversion of funds but justifies the decision by emphasizing the critical need for educational infrastructure in the district. He explains that the area is severely lacking in schools, with overcrowded classrooms and a growing population of school-age children. According to the DM, while road connectivity is important, the immediate need for a new school was more pressing, and the long-term benefits of investing in education far outweigh the temporary setback in road infrastructure. This situation places you in a difficult position. As an Audit Officer, you must decide whether to prioritise strict adherence to rules or to consider the broader context and the potential benefits of the DM's actions. (a) What are the issues involved in the above case? (b) How should the Audit Officer balance the need for strict adherence to budgetary allocations with the DM's argument that the school's construction was in the community's best interest? Should the officer prioritise legal and procedural correctness over perceived public benefits? (c) What are the potential consequences of reporting the misallocation of funds? Should the Audit Officer consider the impact of such a report on the DM, the district, and future funding allocations when making the decision?

You have been recently posted as a District Education Officer in a district, which is notorious for mass copying. It again witnessed some disturbing incidents during the recent Board examination. In some of the examination centers located in your district, the parents virtually took over the centres to help their wards to copy during the exams. The parents justified their act by arguing that the concerned teachers did not take classes at all during the year. Upon enquiry, you found that invigilators turned a blind eye in this situation and school administrations were also involved in tampering with the CCTV footage of the incidents. You also found that teacher absenteeism has indeed been rampant. Further, concerns regarding this had been repeatedly raised by parents in the past, but no action was taken. (a) What course of action would you take in the immediate to short term to deal with the issue at hand? (b) Explaining the ramifications of such incidents for the society at large, highlight some long-term reforms that should be taken to prevent such incidents from re-occurring.

You are the officer in charge of development planning of a state whose capital is the technology hub of the country. However, the capital city is overcrowded and marred by traffic congestion. A group of top MNCs have approached you and showed their interest in expanding their operations in the capital provided that the highway connecting the SEZ to airport is widened. This has been cited as an important business requirement. The expansion of MNC operations is expected to create numerous jobs and would bring in huge revenues to the State. At the same time, the road connectivity in rest of the state, especially the rural areas, is abysmal and is in need of urgent attention. Media has been highlighting the incidents of deaths due to delay in hospitalization and other such issues which can be directly attributed to poor condition of roads. As the officer in charge of the development planning you find that the road widening project will entail huge cost and would severely curtail the rural road development programme currently being undertaken by the state. 20 (a) What challenges do you face as the officer in charge, in this situation? (b) State your priorities and discuss how you plan to achieve them in the context of given challenges.

Ways to tackle slums & encroachments in Urban areas A certain State government was running a welfare scheme for promoting safe motherhood among rural landless laborers' families. The scheme involves the transfer of funds to the beneficiaries to enable them to mitigate income loss due to maternal care responsibilities. Since its implementation, the scheme has done reasonably well on maternal health and economic indicators. You are the Director of the Department responsible for implementing and operating the scheme. Recently you have been receiving reports of welfare fraud being committed by families by producing fake bona fide. The families committed the fraud with the help of local officials responsible for scrutinizing the bonafide. You were concerned because the fraud being committed was seriously undermining the scheme's efficiency. You called for a departmental meeting to discuss and find a solution to the problem. In the meeting, it was decided to merge several available government data sets such as Aadhar cards, voter ID cards, marriage certificates, birth certificates, bank details, and other personal assets. By merging all the data sets, the department would be able to develop the beneficiary's economic profile. And this will help the department scrutinize the documents and detect fraud. This was a comprehensive strategy, but it risked violating an individual's data privacy. As a Department head, you wanted to detect and prevent fraud, but at the same time, you were apprehensive about violating the Data privacy of the stakeholders. (a) What are the issues involved in the above case? (b) Do you think violating data privacy is justified to prevent welfare fraud? Why/ Why not? (c) What, according to you, can be the reasons for such welfare frauds happening in the country? (d) Are there any ways and means to prevent such fraud? Give your suggestions.
