Designated Repositories under Biological Diversity Act, 2002

GS3 Environment and biodiversityPrelims and Mains

Why in news
On 7 July 2026 the Environment Ministry announced that Mizoram University's Natural History Museum, Aizawl, was notified on 19 June 2026 as India's 21st Designated Repository under the Biological Diversity Act, 2002.
What it is
Designated Repositories are institutions notified by the Central Government under Section 39 of the Biological Diversity Act, 2002. They keep authenticated specimens of biological material, including voucher and type specimens, that have been accessed or studied under the Act. The National Biodiversity Authority recommends which institutions should be notified.
Legal basis
The Central Government designates repositories under Section 39 of the Biological Diversity Act, 2002.
Who recommends
The National Biodiversity Authority recommended the proposal. The Centre then notified it.
Role of repositories
They preserve authenticated biological specimens accessed under the Act.
Mandate of this museum
It will hold voucher specimens of select flora and fauna. It will also be the depository for type specimens of newly discovered species from the region.
Host institution
The museum was set up in 2022 under Mizoram University, a Central University created by an Act of Parliament.
Duty on discoverers
A person who discovers a new taxon must notify the designated repository and deposit the voucher specimens.
Role of NBA
NBA issues guidelines on criteria for designation. Its governing body considers proposals and recommends them to the Ministry for notification.
Number of repositories
With 18 institutions designated so far, these two additions raise the network further.
Bhavasagara centre
The Referral Centre Bhavasagara at CMLRE, Kochi, is a national facility for deep-sea biodiversity with over 3,500 identified, geo-referenced voucher specimens.
National Biodiversity Authority
The NBA is a statutory body set up under the 2002 Act, headquartered at Chennai.
Who designated it
The Ministry of Environment, Forest and Climate Change designated the centre. It is run by CMLRE under the Ministry of Earth Sciences.
Collection size
It holds over 3,500 taxonomically identified, geo-referenced voucher specimens.
Type specimens
It is the official custodian for any new deep-sea species discovered in Indian waters.
Location
CMLRE is based at Kochi, Kerala.

Don’t confuse with Designated Repository vs Biodiversity Heritage Site: A Designated Repository (Section 39) stores specimens. A Biodiversity Heritage Site (Section 37) is an area of ecological value notified by the State Government.

Don’t confuse with Voucher vs type specimen: A voucher specimen is a preserved sample that documents a study or identification. A type specimen is the reference specimen on which a species' formal description is based.

Don’t confuse with Designated repository vs Biodiversity Management Committee: Repositories are scientific institutions notified by the Centre to hold specimens. BMCs are local-body committees that document local biodiversity.

Don’t confuse with Section 39 vs access and benefit sharing sections: Section 39 deals with repositories. Access and benefit sharing is governed by separate provisions of the Act.

Don’t confuse with Designated repository vs. Biodiversity Heritage Site: A repository stores authenticated specimens (Section 39). A Biodiversity Heritage Site is an area of ecological value notified by the State Government (Section 37).

Don’t confuse with CMLRE vs. NIOT: CMLRE explores and manages marine living resources. NIOT, Chennai, develops ocean technology. Both are under MoES.

Laws, judgments and statutory bodies: 30 Prelims questions since 2013 (what the law says, who chairs, legal basis). In Mains, 44 news-triggered questions, most in GS2, asking for provisions and challenges.

Scheme

PM-SETU (Skilling and Employability Transformation through Upgraded ITIs)

GS2 Welfare schemes and skillingGS3 EmploymentPrelims and Mains

Why in news
On 7 July 2026 the 4th National Steering Committee of PM-SETU cleared a move from pilot to nationwide rollout across all 200 ITI clusters. It also approved Strategic Investment Plans worth ₹1,237.58 crore in Odisha, Gujarat and Telangana.
What it is
PM-SETU is a ₹60,000 crore centrally backed scheme launched on 4 October 2025 to modernise Government ITIs. It uses a Hub-and-Spoke model and industry-led governance through Special Purpose Vehicles. It also upgrades five National Skill Training Institutes.
Outlay
Total ₹60,000 crore: Centre ₹30,000 crore, States ₹20,000 crore, industry ₹10,000 crore.
Component I
1,000 Government ITIs: 200 Hubs and 800 Spokes, with about four Spokes per Hub.
Component II
Capacity augmentation of 5 NSTIs at Bhubaneswar, Chennai, Hyderabad, Kanpur and Ludhiana, with National Centres of Excellence.
SPV ownership
Anchor Industry Partner holds 51%; Centre and State hold 24.5% each.
Governance
A National Steering Committee chaired by the Secretary, MSDE, gives overall direction.
ITI control
ITIs are under State Governments and UT administrations; DGT under MSDE is the apex body for vocational training.
Who chaired
The meeting was chaired by the Secretary, Ministry of Skill Development and Entrepreneurship (MSDE). It was attended by the DG-DGT, state governments, multilateral development partners and industry.
Strategic Investment Plans
SIPs with a combined outlay of ₹1,237.58 crore were approved. Industry names act as Anchor Industry Partners for the clusters.
SIP route
SIPs are recommended by the State Steering Committees before the national committee approves them.

Don’t confuse with ITI vs NSTI: ITIs offer CTS trades and are run by States; NSTIs are national institutes under DGT/MSDE, also training instructors.

Don’t confuse with Hub vs Spoke ITI: Hubs have innovation centres, production units and placement services; Spokes connect learners to cluster resources.

Don’t confuse with PM-SETU vs Skill India Programme: PM-SETU upgrades Government ITIs through hubs, spokes and industry anchors. The Skill India Programme is the broader umbrella covering PMKVY, Jan Shikshan Sansthan and other schemes.

Schemes: 52 Prelims questions since 2013, 10 in Prelims 2026 alone. They test features, the period and who funds it. In Mains, 33 news-triggered questions, mostly GS3.

International relations

India-Indonesia Comprehensive Strategic Partnership

GS2 International relationsPrelims and Mains

Why in news
On 7 July 2026, during his State Visit to Indonesia, PM Modi held official talks with President Prabowo Subianto in Jakarta. They reviewed the Comprehensive Strategic Partnership and exchanged MoUs in many fields.
Leaders' meeting
This was the first meeting of the two leaders since Prabowo's State Visit to India in January 2025, when he was Chief Guest at Republic Day.
Indonesia Open Network (ION)
The leaders welcomed the launch of ION, which is based on India's Open Network for Digital Commerce (ONDC).
Tagore-Dewantara Year
To mark the 2027 centenary of Tagore's visit to Indonesia, the two countries will jointly celebrate a year of cultural and educational diplomacy.
MAHASAGAR vision
Modi underlined India's MAHASAGAR vision (Mutual and Holistic Advancement for Security and Growth Across Regions) in the context of a free, open and rules-based Indo-Pacific.
BRICS support
Indonesia conveyed full support for India's 2026 BRICS Presidency.
Prambanan Temple
A Letter of Intent was exchanged on India's support for conserving and restoring the Prambanan Temple Complex, a UNESCO World Heritage Site in Yogyakarta.

Don’t confuse with ONDC vs ION: ONDC is India's open digital commerce network; ION is Indonesia's network built on the ONDC model.

Don’t confuse with MAHASAGAR vs SAGAR: MAHASAGAR is the wider vision named in this release; SAGAR (Security and Growth for All in the Region) was its earlier Indian Ocean version.

International bodies and relations: the largest group of news questions in Prelims (61 since 2013), often about background, members and location. In Mains, 27 news-triggered questions, mostly on India's interests.

No practice question for this one; the card may still help an answer. Why: Bilateral ties are on the syllabus. Bilateral visits seldom give testable facts; international items are 61 of 327 Prelims questions but mostly from bodies and agreements.

Worth revising until Prelims 2028: most news questions come within two years of the event.

Economy

Index of Services Production

GS3 Economy: National income and statisticsPrelims and Mains

Why in news
On 7 July 2026, MoSPI released the report of the Technical Advisory Committee on the Index of Services Production (ISP) with base year 2024-25. A trial ISP series is due on 14 July 2026.
What it is
The Index of Services Production is a monthly index that tracks short-term movements in India's services sector, much as the Index of Industrial Production does for industry. It is compiled by MoSPI using administrative data and GST outward supply data. It currently covers only the formal sector.
Base year and start
The monthly ISP for the formal sector uses 2024-25 as base year. It began on a trial basis in July 2026.
Current coverage
The index tracks 19 broad service sub-sectors, covering about 60 per cent of services GVA. It uses administrative data and GST outward supplies data.
Exclusions
Core government tasks, non-market activities and GST-exempt services are left out of the present framework.
Expanded coverage
With these sectors, ISP coverage would rise to about 78.4 per cent of services GVA.
Nodal ministry
MoSPI is the ministry that compiles national statistics such as GDP, IIP and CPI.
First of its kind
ISP is India's first high-frequency indicator dedicated to services output. It tracks volume changes in the formal services sector against a base year.
First release
The trial ISP covers 19 sub-sectors for April 2026, about 60% of the services sector.
Base year
The base year is 2024-25, aligned with the new 2024-based CPI series.
Deflators
WPI is used for wholesale trade. CPI or the closest matching CPI is used for most other sectors. CPI-Services is the fallback where no specific CPI exists.
Data sources
Three sources are used: administrative data, GST data and ASISSE. GST data is used for the first time in statistical applications.
Framework
MoSPI formed a Technical Advisory Committee in May 2025 to design the ISP framework.
Committee
The TAC-ISP was set up in May 2025 under Debjani Ghosh of NITI Aayog.
Method
The report recommends a Laspeyres volume index, base year 2024-25, at 2-digit NIC 2025 level, with GVA weights.
Release timing
The ISP is to be released within 60 days of the reference month.
Weight of services
Services contribute nearly 53 percent of India's GVA.

Don’t confuse with ISP vs IIP: IIP tracks industrial output (mining, manufacturing, electricity). ISP tracks services output. Both are compiled by MoSPI.

Don’t confuse with ISP vs GVA: GVA is the value added by a sector in the national accounts. ISP is a monthly volume index of short-term movement.

Don’t confuse with Nominal vs real: Nominal values include price effects. Real (volume) values remove them through a deflator.

Don’t confuse with Laspeyres vs Paasche index: A Laspeyres index uses fixed base-period weights. A Paasche index uses current-period weights.

Economy terms and data: 42 Prelims questions since 2013, rising in recent years; they test what a term or instrument means. In Mains, 12 news-triggered questions.

Report or index

Performance Grading Index (PGI) for States/UTs and Districts

GS2 Education: governancePrelims and Mains

Why in news
On 7 July 2026, the Union Ministry of Education released the reports on PGI 2.0 for States/UTs (PGI-S) and PGI for Districts (PGI-D) for 2025-26.
What it is
The Performance Grading Index is a tool of the Department of School Education & Literacy to grade school education performance. It places States/UTs in grade bands instead of strict ranks. It was later extended to the district level to track outcomes of education policies.
Grading approach
States/UTs are put in grades or levels, so several can share one performance band.
Data sources
PGI-S data come from UDISE+, PARAKH Rashtriya Sarvekshan 2024, PM POSHAN, PRABAND and Vidyanjali portals.

Don’t confuse with PGI-S vs PGI-D: PGI-S covers States/UTs with 1000 points and 2 categories; PGI-D covers districts with 600 points and 6 categories. Both have 70 indicators.

Reports and indices: 14 Prelims questions since 2013; they test who publishes a report and what it measures.

No practice question for this one; the card may still help an answer. Why: Index with 1000 points, 70 indicators and six domains. Reports are 14 of 327 Prelims questions, mostly background facts, so a question is unlikely.

Worth revising until Prelims 2028: most news questions come within two years of the event.

Scheme

National Academic Depository (NAD)

GS2 Education: digital governancePrelims and Mains

Why in news
On 7 July 2026, PIB published an explainer on the National Academic Depository (NAD), describing how it stores and verifies academic records through DigiLocker.
What it is
The National Academic Depository is a nationwide digital store of academic awards such as degrees, diplomas, certificates and mark sheets. It lets students access their credentials at any time and lets employers and institutions verify them. It supports the flexible learning pathways of NEP 2020.
Parent ministry and nodal agency
The Ministry of Education is the parent ministry. It has designated the UGC as the nodal agency to implement NAD through DigiLocker.
Legal status
Digital credentials have the same legal status as physical documents under the IT Act, 2000.
Consent rule
The Digital Locker Rules, 2016 ensure documents are shared only with the user's explicit consent.
Linked ecosystem
APAAR and the Academic Bank of Credits are the third component, managing student credits and academic mobility. NAD also integrates with e-Sanad for attestation and apostille.

Don’t confuse with NAD vs Academic Bank of Credits: NAD stores and verifies academic awards. The Academic Bank of Credits, with APAAR, records and manages students' earned credits so that they can move between institutions.

Don’t confuse with NAD vs DigiLocker: DigiLocker is the general digital document platform. NAD is the academic-awards framework that runs within it.

Schemes: 52 Prelims questions since 2013, 10 in Prelims 2026 alone. They test features, the period and who funds it. In Mains, 33 news-triggered questions, mostly GS3.

No practice question for this one; the card may still help an answer. Why: Lasting digital platform tied to NEP 2020 and the Academic Bank of Credits. Features could be tested, but this is a background explainer with nothing new.

Worth revising until Prelims 2028: most news questions come within two years of the event.

Narmada Water Disputes Tribunal Award and State payment settlement

GS2 Federalism: inter-state water disputesGS1 GeographyPrelims and Mains

Why in news
On 7 July 2026, the Chief Ministers of Maharashtra, Gujarat, Rajasthan and Madhya Pradesh signed an agreement in New Delhi, in the presence of Home Minister Amit Shah and Jal Shakti Minister C. R. Patil. It settles pending payments under the Narmada Award through a one-time settlement.
What it is
The Narmada Water Disputes Tribunal was set up under the Inter-State River Water Disputes Act, 1956 to settle disputes over the Narmada river among Madhya Pradesh, Gujarat, Maharashtra and Rajasthan. Its Award fixed the sharing of water, power and project costs, including for the Sardar Sarovar Project. Payments between the States under the Award stayed pending for years.
Parties to the settlement
Maharashtra, Gujarat, Rajasthan and Madhya Pradesh, the Narmada Award beneficiary States, signed the agreement.
What was settled
Pending dues linked to cost-sharing for the Sardar Sarovar Project were closed by a one-time settlement.
Legal basis
Tribunals for inter-State river disputes are constituted under the Inter-State River Water Disputes Act, 1956, made under Article 262 of the Constitution.
Article 262
Parliament may by law provide for adjudication of inter-State river water disputes and may bar the Supreme Court and other courts from jurisdiction over them.
Other disputes cited
The Home Minister cited the Kishau Dam Project and the recently resolved Haryana-Rajasthan water dispute as examples of cooperative federalism.

Don’t confuse with Narmada Water Disputes Tribunal vs Narmada Control Authority: The Tribunal adjudicated the dispute and gave the Award. The Narmada Control Authority is the body that implements the Tribunal's decisions.

Don’t confuse with Article 262 vs Article 131: Article 262 deals with adjudication of inter-State river water disputes by tribunals. Article 131 gives the Supreme Court original jurisdiction in disputes between States.

Laws, judgments and statutory bodies: 30 Prelims questions since 2013 (what the law says, who chairs, legal basis). In Mains, 44 news-triggered questions, most in GS2, asking for provisions and challenges.

No practice question for this one; the card may still help an answer. Why: Inter-state water dispute settlement is a lasting federalism topic. Details are thin in the text, so no question is set yet.

Worth revising until Prelims 2028: most news questions come within two years of the event.
