Question 79: Environment and Ecology

Consider the following statements :

  1. 1.In India, the Biodiversity Management Committees are key to the realization of the objectives of the Nagoya Protocol.
  2. 2.The Biodiversity Management Committees have important functions in determining access and benefit sharing, including the power to levy collection fees on the access of biological resources within its jurisdiction.

Which of the statements given above is/are correct?

a1 only
b2 only
cBoth 1 and 2
dNeither 1 nor 2

AnswerUPSC’s answer is (c).

Both statements are correct. Under the Biological Diversity Act, 2002, local bodies set up Biodiversity Management Committees to conserve and document local biodiversity, and the Act is India's route for implementing access and benefit-sharing under the Nagoya Protocol. BMCs are consulted on access to local resources and benefit-sharing, and may charge collection fees from people accessing biological resources in their area.

  • 1. BMCs are central to implementing access and benefit-sharing under the Nagoya Protocol.
  • 2. BMCs have a role in benefit-sharing and can levy collection fees.

How you could have got this

  1. If you were sure statement 1 is correct, (b) and (d) go: each of them leaves 1 out.

What you needed to know: BMCs are central to implementing access and benefit-sharing under the Nagoya Protocol.

  2. Then, if you were sure statement 2 is correct, (a) goes: it leaves 2 out.

What you needed to know: BMCs have a role in benefit-sharing and can levy collection fees.

Only (c) is left. This one needs every statement.

Which options go is worked out from UPSC’s key and the options, not by a model.

Why each option is right or wrong
  • (a) Statement 2 is also correct, so '1 only' undercounts.
  • (b) Statement 1 is also correct, so '2 only' undercounts.
  • (c) Correct: both statements hold.
  • (d) Both statements are true, so not neither.

Answer: UPSC’s key. Explanation: written by UPSC Grade, not by UPSC.
