Law and statutory body

National Social Security Board

GS2 Welfare and labour lawsGS3 Gig economyPrelims and Mains

Why in news
On 30 October 2026, the Ministry of Labour & Employment notified the constitution of the National Social Security Board for Unorganised Workers and Gig & Platform Workers under the Code on Social Security.
What it is
The National Social Security Board is a statutory advisory body set up under the Code on Social Security, 2020. It recommends welfare schemes for unorganised, gig and platform workers and monitors those run by the Centre. It brings aggregators, unions and governments onto one table.
Legal basis
The Board is set up under the Code on Social Security, one of the four Labour Codes.
Chair
The Union Minister for Labour & Employment presides over the Board.
Members
Members include Central and State governments, aggregators, employers, civil society, unions and gig worker associations.
Meetings
The Board must meet at least three times a year.
Functions
It recommends schemes, advises the Centre, monitors central schemes, reviews State-level record keeping and reviews expenditure from the fund.
Nature of role
It recommends and advises; the Central Government frames the schemes.

Don’t confuse with Central Board vs State boards: The Code also provides for State unorganised workers' boards; this notification is the national Board.

Don’t confuse with Social Security Code vs ESI/EPF Acts: The Code subsumes older laws such as the EPF and ESI Acts and extends cover to gig and platform workers.

Laws, judgments and statutory bodies: 30 Prelims questions since 2013 (what the law says, who chairs, legal basis). In Mains, 44 news-triggered questions, most in GS2, asking for provisions and challenges.

Scheme

PM-KISAN

GS3 Agriculture - Farmer supportGS2 Welfare schemesPrelims and Mains

Why in news
On 30 October 2026, the 24th PM-KISAN instalment was released from Banaskantha, Gujarat, sending about ₹18,690 crore to over 9.34 crore farmers. The Cabinet had approved the scheme's continuation to 2030-31 in July 2026.
What it is
PM-KISAN (Pradhan Mantri Kisan Samman Nidhi) is an income support scheme for landholding farmer families, launched on 24 February 2019. It gives ₹6,000 a year in three equal instalments of ₹2,000 through Direct Benefit Transfer to Aadhaar-seeded bank accounts. It is a Central Sector scheme fully funded by the Centre, with States identifying beneficiaries.
Who identifies beneficiaries
State Governments identify eligible farmer households and build the beneficiary database.
Exclusions and recovery
Income tax payers, government employees, PSU personnel and holders of constitutional posts are ineligible; recovery is done from them.
Monitoring
The national-level review mechanism is chaired by the Cabinet Secretary, with State and District Monitoring Committees below it.
Cumulative disbursal
More than ₹4.47 lakh crore was disbursed through the first 23 instalments.
Mode of payment
Support reaches eligible farmer families through Direct Benefit Transfer.
Agriculture Infrastructure Fund
Under the AIF, about ₹1.75 lakh crore has been invested across more than 2.28 lakh projects.
Scheme type and funding
PM-KISAN is a Central Sector scheme, fully funded by the Centre. It pays ₹6,000 a year in three instalments.
Benefit
Eligible landholding farmer families get Rs.6,000 a year in three equal instalments, paid into bank accounts.
Launch
The scheme was launched in February 2019.
Disbursal so far
Over Rs.4.47 lakh crore has been transferred through 23 instalments.
Women beneficiaries
Women farmers received over Rs.1.06 lakh crore, nearly one in four beneficiaries.
Funding
PM-KISAN is a Central Sector scheme, funded 100% by the Centre.
Cumulative payout
Total disbursement since the 24 February 2019 launch will exceed Rs 4.46 lakh crore.
Funding and type
PM-KISAN is a Central Sector scheme, fully funded by the Centre. It pays Rs 6,000 a year in three instalments by DBT.
Payment
Each eligible family gets ₹6,000 a year in three equal instalments of ₹2,000, paid into Aadhaar-seeded bank accounts.
Role of States
States identify eligible households and build the beneficiary database. They must also start recovery where ineligible people were paid.
Budget 2026-27
The Union Budget 2026-27 allocated ₹60,000 crore to the scheme.
Voluntary Surrender
A facility lets affluent farmers give up the benefit; accounts surrendered by mistake can be reactivated.

Don’t confuse with Central Sector vs Centrally Sponsored: Central Sector schemes are 100% Centre-funded; Centrally Sponsored schemes share costs with States. The release calls PM-KISAN centrally sponsored, but it is a Central Sector scheme.

Don’t confuse with PM-KISAN vs PM Fasal Bima Yojana: PM-KISAN gives income support. PMFBY is crop insurance for risk protection.

Don’t confuse with PM-KISAN vs PMFBY: PM-KISAN is cash income support; PMFBY is crop insurance against losses.

Schemes: 52 Prelims questions since 2013, 10 in Prelims 2026 alone. They test features, the period and who funds it. In Mains, 33 news-triggered questions, mostly GS3.

Economy

Fisheries Value Addition and Blue Economy

GS3 AgriculturePrelims and Mains

Why in news
On 30 October 2026, the Ministry of Fisheries, Animal Husbandry & Dairying highlighted value addition and mobile fish marketing as the next phase for India's fisheries and blue economy.
What it is
Value addition in fisheries means processing, packaging, branding and cold-chain handling of fish so that producers earn more and lose less after harvest. In India it is pushed through central schemes such as PMMSY and FIDF, and through collective bodies like Fisheries Farmer Producer Organizations. The aim is to move the sector from primary production to market-oriented enterprise and exports.
Fisheries FFPOs
The Department has supported 2,195 Fisheries Farmer Producer Organizations, and several are linked to the Open Network for Digital Commerce (ONDC).
PM-MKSSY cooperatives
Under PM-MKSSY, 5,500 fisheries cooperatives are being strengthened to work as FFPOs, with help from NCDC, NAFED, SFAC and NERAMAC.
Women under PMMSY
Projects worth over Rs 4,155 crore, with a central share of Rs 1,572 crore, have been approved for more than 1.28 lakh women beneficiaries.
Smart fish markets
Five modern smart fish markets are under development and are expected to create 15,900 jobs.

Don’t confuse with PMMSY vs PM-MKSSY: PMMSY is the main fisheries development scheme, which also funds women's projects. PM-MKSSY is the newer scheme that, per the release, strengthens fisheries cooperatives into FFPOs.

Don’t confuse with Blue Revolution vs PMMSY: The Blue Revolution Scheme is the earlier fisheries programme. The release lists it alongside PMMSY, FIDF, PM-MKSSY and KCC as the schemes behind the investment since 2015.

Economy terms and data: 42 Prelims questions since 2013, rising in recent years; they test what a term or instrument means. In Mains, 12 news-triggered questions.

No practice question for this one; the card may still help an answer. Why: Lasting topic on fisheries value chain, but it is a general feature with few exact facts, so a question is unlikely.

Worth revising until Prelims 2028: most news questions come within two years of the event.

TRAI Draft Guidelines on Responsible AI in Telecom

GS3 Science and TechnologyGS2 RegulationPrelims and Mains

Why in news
On 30 October 2026, TRAI released draft guidelines on responsible use of AI in telecom networks and services, and invited stakeholder comments by 27 November 2026.
What it is
TRAI is the statutory regulator of the telecom sector in India. These draft guidelines aim to apply the government's India AI Governance Guidelines to telecom networks and services. They seek to bring clarity, predictability and accountability to how telecom operators use AI.
Issuing body
TRAI released the draft guidelines for stakeholder comments.
Parent framework
The draft follows the India AI Governance Guidelines released by the Government in February 2026.
Seven sutras
The India AI Governance Guidelines rest on seven guiding sutras, such as People First, Fairness & Equity, and Accountability.
Purpose
The aim is consistent and responsible implementation of the AI governance guidelines in telecom, with more clarity, predictability and accountability.

Don’t confuse with TRAI vs DoT: TRAI is the independent sector regulator that recommends and issues guidelines. The Department of Telecommunications is the government department that licenses and sets policy.

Don’t confuse with India AI Governance Guidelines vs TRAI draft: The first is the government's general AI framework from February 2026. The TRAI draft applies it to the telecom sector only.

Science and technology: 57 Prelims questions since 2013; most test the concept behind the news, not the news itself. In Mains, 12 news-triggered questions.

No practice question for this one; the card may still help an answer. Why: Draft guidelines anchored in the India AI Governance Guidelines; lasting topic but still a draft with few testable facts.

Worth revising until Prelims 2028: most news questions come within two years of the event.

Environment

Commission for Air Quality Management (CAQM)

GS3 Environment / PollutionGS2 Statutory bodiesPrelims and Mains

Why in news
On 30 October 2026, Union Environment Minister Bhupender Yadav visited CAQM's new PAVAN-I3C command centre in New Delhi and reviewed its readiness. He also said construction and demolition work in the NCR would be halted from 5 to 20 November.
What it is
CAQM is the statutory body for air quality management in the NCR and adjoining areas, set up under a 2021 law. It replaced the EPCA and can issue binding directions. GRAP is the Graded Response Action Plan, a set of stage-wise emergency measures that CAQM's Sub-Committee triggers as air quality worsens.
Trigger
The Sub-Committee on GRAP reviewed air quality and IMD/IITM forecasts on 6 November 2026 before invoking Stage-III.
AQI data source
The daily AQI bulletin of the CPCB put Delhi at 382, in the 'Very Poor' category.
Cumulative stages
Stage-III actions apply in addition to Stage-I and Stage-II actions already in force.
Implementing agencies
Pollution Control Boards of NCR States and the DPCC must ensure strict implementation of all three stages.
Legal basis
CAQM was set up under the Commission for Air Quality Management in National Capital Region and Adjoining Areas Act, 2021, and replaced the EPCA.
PAVAN full form
PAVAN stands for Platform for Air quality Vigilance and Analytics for NCR. It is the name of CAQM's Integrated Command and Control Centre (I3C).
Data integrated
The platform uses over 30 APIs and data streams, including air quality, emissions, weather, satellite, camera, mobility, complaint and compliance data.
Working principle
The centre works on 'Detect, Analyse, Act'. Deviations from norms or Statutory Directions trigger alerts and escalation to the concerned agency.
States covered
The State Action Plan module covers Delhi, Haryana, Punjab, Rajasthan and Uttar Pradesh.
Industries covered
The order covers all 17 highly polluting categories identified by CPCB, Red Category medium and large air-polluting industries, food and textile units with boilers or thermic fluid heaters, and metal units with furnaces.
Camera placement
Cameras must cover fuel-feeding points, gas meters, stack emissions and OCEMS sampling ports, and fume extraction areas where applicable.
Live feed
Video must stream continuously in real time using RTSP to the servers or portals of CPCB, the SPCBs and DPCC.
Enforcement
The State Governments of Haryana, Uttar Pradesh and Rajasthan and the GNCTD, with CPCB and the SPCBs/DPCC, must ensure implementation.
State split
Punjab has 18 districts and Haryana has 16 districts covered.
Reporting
Squads report the ground situation and steps taken to the CAQM Cell daily. The cell is at SAS Nagar.
Predecessor
CAQM replaced the Supreme Court-appointed Environment Pollution (Prevention and Control) Authority (EPCA) for the NCR.
Revised GRAP size
The revised GRAP has 48 actions: 25 in Stage-I, 8 in Stage-II, 10 in Stage-III and 5 in Stage-IV.
Shift of actions to Stage-I
Actions on DG sets and entry of BS-IV and below buses moved from Stage-II to Stage-I.
Sonipat added
Restrictions on older LMVs (BS-III petrol, BS-IV diesel) now extend to Sonipat, along with the existing HVD districts.
C&D portal monitoring
The web-portal monitoring of dust control at C&D sites extends to eligible projects beyond municipal limits; the 500 sq m plot threshold is unchanged.
Technical Members
The ACC approved two full-time Technical Members for three years or until age 70, whichever is earlier.
Direction
Statutory Direction No. 98 sets a uniform PM emission limit of 50 mg/Nm³ for identified industries in Delhi-NCR.
Basis
The standard rests on CPCB recommendations, IIT Kanpur studies and a CPCB Technical Committee.
Timelines
Large and medium industries must comply from 1 August 2026; the remaining industries from 1 October 2026.
Who implements
NCR State Governments, the Delhi Government, the Pollution Control Boards of Haryana, Uttar Pradesh and Rajasthan, and the Delhi Pollution Control Committee must implement it.
Main pollutant
PM2.5 is the dominant pollutant affecting Delhi's AQI. Both local emissions and transboundary movement across the airshed matter.
Direction on stubble
Direction No. 96 of 13.02.2026 mandates time-bound implementation of State Action Plans to end wheat stubble burning in 2026.
States addressed
The Direction is addressed to Punjab, Haryana and Uttar Pradesh. Delhi (GNCTD) and Rajasthan are only advised to make efforts.
Fire count, April-May 2025
Fire events recorded in the wheat season were 10207 in Punjab, 1832 in Haryana and 259 in the NCR districts of Uttar Pradesh. The standard protocol was developed by ISRO/IARI.
Parali Protection Force
States must set up a dedicated Parali Protection Force at district or block level to monitor and guard against open burning.
Support for small farmers
CRM machines must be available rent-free to small and marginal farmers through Custom Hiring Centres (CHCs).
Who invoked Stage-IV
The Sub-Committee on GRAP of CAQM took the decision at an urgent evening meeting.
Stage-IV trigger
Stage-IV is the 'Severe+' category, with Delhi's AQI above 450. It was invoked proactively, before that level was reached, and applies on top of Stages I-III.
Stage-III band
Stage-III of GRAP is for 'Severe' air quality (AQI 401-450). It was invoked early, as a proactive measure, while the AQI was still 'Very Poor'.
Legal basis of CAQM
CAQM is a statutory body created under the Commission for Air Quality Management in National Capital Region and Adjoining Areas Act, 2021, replacing EPCA.

Don’t confuse with CAQM vs EPCA: EPCA was the earlier body set up under the Environment (Protection) Act, 1986 on Supreme Court direction. CAQM is a statutory commission under its own 2021 Act and replaced EPCA.

Don’t confuse with CAQM vs CPCB: CPCB publishes the AQI bulletin and monitors air quality nationally. CAQM issues binding directions for the NCR and adjoining areas.

Don’t confuse with CPCB vs SPCB/DPCC: CPCB is the central pollution control body. SPCBs and DPCC are state and Delhi bodies that monitor compliance locally.

Don’t confuse with CAAQMS vs manual stations: CAAQMS are continuous ambient air quality monitoring stations giving real-time data. Manual stations sample periodically.

Don’t confuse with In-situ vs ex-situ management: In-situ management treats residue in the field itself. Ex-situ management removes the straw for other uses such as fodder or fuel.

Don’t confuse with GRAP Stage-III vs Stage-IV: Stage-III applies to 'Severe' (AQI 401-450). Stage-IV is for 'Severe+' (AQI above 450).

Environment: Prelims tests bodies, programmes and the law behind them; Mains asks why plans fall short.

High Level Committee on Banking for Viksit Bharat

GS3 EconomyPrelims and Mains

Why in news
On 30 October 2026, the Finance Ministry constituted a High Level Committee on Banking for Viksit Bharat, which was announced in the Budget speech 2026-27.
What it is
This is an expert committee set up by the Government of India to review the banking sector. It is to recommend structural, institutional, regulatory and legislative changes. The aim is a banking system that is globally competitive, inclusive and resilient by 2047.
Chairman
Suresh N. Patel, former Central Vigilance Commissioner, chairs the committee.
Tenure
The committee has six months to report.
Member Secretary
The Joint Secretary (Banking) in the Department of Financial Services is the Member Secretary.
Priority Sector Lending and Lead Bank Scheme
The committee will review the relevance, effectiveness and coordination of both for inclusive, data-driven credit delivery.
Scope of institutions
The review covers legal and regulatory frameworks for banks, including Regional Rural Banks and Cooperative Banks.
AI and cyber risk
It is to prepare a roadmap for AI and digital innovation in banks with safeguards against cyber risks, and a talent strategy.

Don’t confuse with Committee vs regulator: This is an advisory committee set up by the government. It cannot make binding rules like the RBI, which regulates banks under the Banking Regulation Act, 1949.

Don’t confuse with Priority Sector Lending vs Lead Bank Scheme: Priority Sector Lending is an RBI directive requiring banks to lend set shares to priority sectors. The Lead Bank Scheme assigns a bank to coordinate credit and banking in each district.

Laws, judgments and statutory bodies: 30 Prelims questions since 2013 (what the law says, who chairs, legal basis). In Mains, 44 news-triggered questions, most in GS2, asking for provisions and challenges.

No practice question for this one; the card may still help an answer. Why: Committee announced in Budget 2026-27 to review banking reforms; report is pending, so no testable outcome yet.

Worth revising until Prelims 2028: most news questions come within two years of the event.
