India-MERCOSUR Preferential Trade Agreement

GS2 International Relations / Trade agreementsGS3 EconomyPrelims and Mains

Why in news
On 14 September 2026, India and MERCOSUR signed the First Additional Protocol to their Preferential Trade Agreement, so that electronic Certificates of Origin are accepted.
What it is
The India-MERCOSUR PTA is a limited trade pact between India and the South American bloc MERCOSUR. It gives each side tariff concessions on a fixed list of products, not full free trade. Rules of Origin in Annex III decide which goods qualify for the concessions.
PTA dates
The PTA was signed on 25 January 2004 and came into force on 1 June 2009.
Coverage
India offers concessions on 450 tariff lines and MERCOSUR on 452 tariff lines.
What the Protocol changes
It amends Article 16 of Annex III (Rules of Origin). Electronic Certificates of Origin get the same legal validity as paper ones.
Joint Administrative Committee
The Committee's fifth meeting on 9 April 2026 adopted the Protocol proposal by mutual consent.
Entry into force
The Protocol takes effect only after each side completes internal procedures and notifies the other.
MERCOSUR members
The founding members are Argentina, Brazil, Paraguay and Uruguay, under the 1991 Treaty of Asunción.
India-MERCOSUR trade
India-MERCOSUR trade reached USD 20.84 billion in 2025. Both sides committed to early finalisation of the Terms of Reference.
Pharma regulators
A CDSCO-ANVISA MoU, signed in February 2026, is the institutional base for health and pharmaceutical cooperation.

Don’t confuse with PTA vs FTA: A PTA gives tariff cuts on a limited list of goods. An FTA removes tariffs on substantially all trade between the parties.

Don’t confuse with MERCOSUR vs Pacific Alliance: MERCOSUR is a customs union of Argentina, Brazil, Paraguay and Uruguay. The Pacific Alliance is a separate Latin American bloc of Pacific-coast states.

Don’t confuse with MERCOSUR vs BRICS: MERCOSUR is a South American trade bloc. BRICS is a grouping of emerging economies that includes India and Brazil.

International bodies and relations: the largest group of news questions in Prelims (61 since 2013), often about background, members and location. In Mains, 27 news-triggered questions, mostly on India's interests.

Data Centres in India

GS3 Science & Technology / InfrastructurePrelims and Mains

Why in news
On 14 September 2026, PIB published an explainer on data centres in India. It covers installed capacity, the policy and tax support given to the sector, and energy and water planning.
What it is
The Data Centre Evaluation Framework is a decision-support tool from NITI Aayog's Frontier Tech Hub. It helps State governments assess data-centre proposals against infrastructure, environment, economic value and readiness. It adds no new layer of regulation.
Issuing body
The framework was released by NITI Aayog's Frontier Tech Hub, with inputs from industry, MeitY, Ministry of Power and DPIIT.
Five pillars
Power and Energy; Water and Cooling; Siting and Environmental Sustainability; Economic and Strategic Value; Policy, Governance and Implementation.
Capacity growth
India's data-centre capacity rose from about 375 MW in 2020 to about 1.5 GW now.
Tax holiday
Eligible foreign cloud service providers using India-based data-centre infrastructure get a tax holiday until 2047.
Nature of tool
It is a decision-support tool for States, not a regulation.
Infrastructure status
Union Budget 2022-23 added data centres to the Harmonized List of Infrastructure. This gives them easier access to credit.
NIC data centres
NIC runs National Data Centres in Delhi, Pune, Hyderabad and Bhubaneswar. It also runs 37 smaller data centres in State capitals.
BIS standards
BIS technical committee LITD 31 covers cloud computing, IT and data centres. Its standards cover PUE, CUE, CER and WUE.
Power demand
The Central Electricity Authority says data-centre demand could reach 17 GW by 2031-32.

Don’t confuse with Colocation vs active compute: The framework asks States to distinguish colocation (leased space and power for others' equipment) from active compute services (processing such as AI workloads).

Don’t confuse with NITI Aayog framework vs regulation: The framework is advisory for States. It does not create a regulator or binding rules.

Don’t confuse with PUE vs WUE vs CUE: PUE measures electricity-use efficiency, WUE measures water-use efficiency, and CUE measures carbon emitted per unit of IT energy.

Don’t confuse with ECBC vs ECSBC: Both are building energy codes notified by BEE. ECBC is the 2017 code and ECSBC is the 2024 code, which adds sustainability.

Science and technology: 57 Prelims questions since 2013; most test the concept behind the news, not the news itself. In Mains, 12 news-triggered questions.

No practice question for this one; the card may still help an answer. Why: Lasting infrastructure topic with policy support, but the text gives few exact facts; no count shows data centres as a recurring question theme.

Worth revising until Prelims 2028: most news questions come within two years of the event.

Economy

Commercial Coal Mine Auctions

GS3 Economy / MiningGS2 GovernancePrelims and Mains

Why in news
On 14 September 2026 the Ministry of Coal said 147 coal mines have been auctioned since commercial auctions began on 18 June 2020, with 44 new companies winning mines.
What it is
Commercial coal mine auctions let firms bid for coal blocks and sell the coal freely, without end-use limits. They replaced the allocation system that followed the Supreme Court's 2014 cancellation of 204 coal blocks. Bidders compete on a revenue share offered to the state government.
Start of auctions
The Prime Minister launched commercial coal mine auctions on 18 June 2020.
Court cancellation
The Supreme Court cancelled 204 coal blocks in 2014, after which allocation became rules-based and transparent.
Bidding design
Bidding is online, in two stages, on the MSTC platform. There is no end-use restriction and 100% FDI is allowed through the automatic route.
Payments stacked on a block
Auctioned blocks yield revenue share, royalty, DMF contributions (used via PMKKKY), NMET contributions and GST.
Scale so far
147 mines have been auctioned across nine states, projected to give about ₹47,500 crore annual revenue, ₹55,000 crore investment and 4.9 lakh jobs.
Output
Captive and commercial blocks together produced about 210 MT in FY 2025-26, crossing 200 MT for the first time.

Don’t confuse with DMF vs NMET: The District Mineral Foundation benefits people and areas affected by mining in the district. The National Mineral Exploration Trust funds exploration for minerals.

Economy terms and data: 42 Prelims questions since 2013, rising in recent years; they test what a term or instrument means. In Mains, 12 news-triggered questions.

No practice question for this one; the card may still help an answer. Why: Lasting reform topic with usable facts (204 blocks cancelled in 2014, 100% FDI), but economy questions mostly test terms; no strong Mains debate in this text.

Worth revising until Prelims 2028: most news questions come within two years of the event.

Scheme

NHAI 1033 National Highway Helpline

GS3 Infrastructure / RoadsPrelims and Mains

Why in news
On 14 September 2026, NHAI announced plans to upgrade the 1033 National Highway Helpline with AI, real-time location tracking and smart dispatch. Its company IHMCL has invited Expressions of Interest to build and run the Next Generation platform.
What it is
1033 is the single national helpline number for users of National Highways, run by NHAI. It handles medical emergencies, breakdowns, and requests for ambulances, cranes and patrol vehicles, and toll or FASTag problems. The upgrade aims to speed up response using location capture and AI.
Coverage and load
It covers over 1.46 lakh km of National Highways and gets about 15,000 calls a day.
Technology planned
The upgrade will use AI, real-time location tracking and smart emergency-response systems.
Implementing agency
IHMCL, a company promoted by NHAI, has invited an Expression of Interest for development, deployment, operation and maintenance.
Human role
Human operators stay in the system for emergencies needing judgement.

Don’t confuse with NHAI vs IHMCL: NHAI is the statutory authority managing National Highways. IHMCL is a company promoted by NHAI that handles tolling and technology projects such as this EOI.

Don’t confuse with 1033 vs 112: 1033 is for National Highway users. 112 is the national all-purpose emergency number.

Schemes: 52 Prelims questions since 2013, 10 in Prelims 2026 alone. They test features, the period and who funds it. In Mains, 33 news-triggered questions, mostly GS3.

No practice question for this one; the card may still help an answer. Why: Lasting service with facts (2018 start, 1.46 lakh km coverage), but it is a planned upgrade; helplines are rarely set in UPSC.

Worth revising until Prelims 2028: most news questions come within two years of the event.

Thermoelectric conversion and wave-like heat transport

GS3 Science & TechnologyPrelims and Mains

Why in news
On 14 September 2026, the Ministry of Science & Technology reported that JNCASR researchers found wave-like heat transport in the crystal TlCu5Se3. The finding could help turn industrial waste heat into electricity.
What it is
Thermoelectric conversion turns a temperature difference directly into electricity, using the Seebeck effect. A good thermoelectric material conducts electricity well but heat poorly, and its efficiency is rated by the figure of merit zT. TlCu5Se3 is a newly studied copper chalcogenide whose confined copper motion keeps lattice heat conduction very low.
Who did it
The work was done at JNCASR, Bengaluru, an autonomous institute under the Department of Science & Technology, led by Prof. Kanishka Biswas.
Performance
The material reaches a thermoelectric figure of merit (zT) of 1.7, among the highest for pristine ternary chalcogenides.
Mechanism
Confined, localized disorder of Cu atoms, not long-range liquid-like diffusion, causes strong anharmonicity and wave-like coherence of phonons.
Method
The team used the unified formalism of thermal transport, which covers both particle-like phonon propagation and wave-like coherence between phonon branches.
Seebeck effect
The Seebeck effect is the generation of voltage across a material from a temperature difference; it underlies thermoelectric generators.
Old ceiling
Crystalline solids were limited to a few millivolts per Kelvin; only ionic liquids and gels crossed into that range.
Material and method
Thin ScN films were grown on magnesium oxide substrates by ultrahigh-vacuum magnetron sputtering and doped with magnesium to compensate free electrons.

Don’t confuse with Seebeck vs Peltier effect: Seebeck: a temperature difference produces voltage (power generation). Peltier: an electric current produces heating or cooling at a junction (refrigeration).

Don’t confuse with Phonon vs wave-like coherence: Phonons are quantised lattice vibrations that carry heat like particles. In this regime, heat also moves by coherence between different vibrational modes.

Don’t confuse with Seebeck coefficient vs figure of merit zT: The coefficient is voltage per Kelvin. zT rates overall thermoelectric efficiency and also depends on electrical and thermal conductivity.

Science and technology: 57 Prelims questions since 2013; most test the concept behind the news, not the news itself. In Mains, 12 news-triggered questions.

No practice question for this one; the card may still help an answer. Why: Science concepts are 57 of 327 Prelims questions, but this is a niche research finding with few testable facts.

Worth revising until Prelims 2028: most news questions come within two years of the event.
