- Why in news
- On 14 September 2026 the Ministry of Coal said 147 coal mines have been auctioned since commercial auctions began on 18 June 2020, with 44 new companies winning mines.
- What it is
- Commercial coal mine auctions let firms bid for coal blocks and sell the coal freely, without end-use limits. They replaced the allocation system that followed the Supreme Court's 2014 cancellation of 204 coal blocks. Bidders compete on a revenue share offered to the state government.
- Start of auctions
- The Prime Minister launched commercial coal mine auctions on 18 June 2020.
- Court cancellation
- The Supreme Court cancelled 204 coal blocks in 2014, after which allocation became rules-based and transparent.
- Bidding design
- Bidding is online, in two stages, on the MSTC platform. There is no end-use restriction and 100% FDI is allowed through the automatic route.
- Payments stacked on a block
- Auctioned blocks yield revenue share, royalty, DMF contributions (used via PMKKKY), NMET contributions and GST.
- Scale so far
- 147 mines have been auctioned across nine states, projected to give about ₹47,500 crore annual revenue, ₹55,000 crore investment and 4.9 lakh jobs.
- Output
- Captive and commercial blocks together produced about 210 MT in FY 2025-26, crossing 200 MT for the first time.
Don’t confuse with DMF vs NMET: The District Mineral Foundation benefits people and areas affected by mining in the district. The National Mineral Exploration Trust funds exploration for minerals.
Economy terms and data: 42 Prelims questions since 2013, rising in recent years; they test what a term or instrument means. In Mains, 12 news-triggered questions.
Why it matters
- Competitive, online bidding brings transparency after the 2014 cancellation of blocks.
- Higher domestic output cuts coal imports and adds revenue, investment and jobs for coal-bearing states.
Problems
- Many auctioned blocks are slow to start production, so the gains depend on timely mine opening.
- Coal-bearing areas face land acquisition, displacement and environmental costs, and a climate-driven shift away from coal.
Way forward
- Speed up clearances and land acquisition so awarded mines start output on time.
- Use DMF funds well for local communities, and plan a just transition for coal regions.

No practice question for this one; the card may still help an answer. Why: Lasting reform topic with usable facts (204 blocks cancelled in 2014, 100% FDI), but economy questions mostly test terms; no strong Mains debate in this text.
Worth revising until Prelims 2028: most news questions come within two years of the event.
