You have recently joined the Statistical Department of the State as Deputy Head of Records. Your duties involved supervising the timely inflow of data, scrutinising the data source and ensuring data entry and updating. You had a staff of 32 to manage, and it was a mixed bag; some were young recruits, some were in the department for some time, and some were on the verge of retirement. Overall, the Staff was not very efficient, but somehow they managed their jobs. In one of the meetings, the Head of the Department mentioned outsourcing of jobs of your staff as a cost-cutting measure. But there were no serious deliberations, so you didn't think much of it. But yesterday, you received an official order stating that your department tasks will be outsourced and your Staff will be downsized. You had no problems with outsourcing, but you did not favour downsizing, as it would lead to people losing their jobs. You sought a meeting with your Head to discuss the ramifications of the new order, specifically the downsizing part. Your Head was very emphatic about the whole process and seemed to be least concerned with people losing their livelihood. Disappointed, you got back to your office thinking of ways of saving your staff's jobs. In utter desperation, you wrote to the concerned Minister, marking a copy to your Head and the Chief Secretary. The Minister sympathetically received the note, and he assured some positive action. But your Head was not happy about you going above without his consent. He immediately orders your transfer and starts disciplinary proceedings for non-compliance with the office order. 1. Discuss the administrative and ethical issues involved in the above case. 2. Do you think it was morally right on your part to write to the minister? Justify 3. How will you respond to the action initiated against you? Discuss the available options and justify your selected course of action.

As a junior engineer in the Department of Water Supply for the past five years, my responsibilities included ensuring water quality and maintaining supply lines for regular distribution. The zone I was posted in had persistent water shortage issues, particularly exacerbated during the summer when the supply became erratic. Residents had to rely heavily on water tankers, which added to their financial burden and inconvenience. Over the years, I observed that the disruptions in water supply were not merely due to technical issues or natural scarcity. Through careful monitoring and data collection, I uncovered evidence suggesting that a cartel of tanker owners was deliberately creating an artificial shortage. This cartel would tamper with the water supply lines, causing disruptions, and then capitalise on the situation by selling water at inflated prices. The activities of this cartel were not only illegal but also highly unethical, exploiting the residents' basic need for water. With substantial evidence in hand, I decided to take action against the cartel. I met with the district Superintendent of Police (SP) and presented my findings. The SP appeared concerned and promised to initiate action against the culprits. However, two weeks passed without any noticeable action being taken. Frustrated and determined, I scheduled another meeting with the SP to understand the delay. During our meeting, the SP candidly explained the situation. He acknowledged the problem and the validity of my evidence but expressed his inability to act due to the cartel's strong political connections and influence. He feared for the safety of his men and the potential repercussions on his career if he went against such powerful interests. This revelation left me in a difficult position, as I understood the SP's predicament but also felt a deep responsibility to address the issue for the sake of the community. (a) What are the options available to you in the above situation? (b) What will be your chosen course of action? (c) Identify the ethical issues involved in the case (d) Suggest some measures for handling cartels who prey on people's needs.

You are posted in the Department of Mines, and one of your roles is to help your Department Head negotiate mining leases with private contractors. Recently, the state government demarcated a new mining zone and planned to invite bids for the mining blocs. You were instructed to oversee the bidding process and speed up the contract negotiations. As planned, the tenders were released, bids came in, and tenders were allocated as per the norms. All this happened at a breakneck speed. You wondered, why the hurry? But it was not your place to think and question; you quietly went about your work. As the contractors were about to start operations, you had to instruct them on environmental concerns to watch out for. And to do that, you read the environmental impact assessment report submitted by a consulting firm hired by the department. To your surprise, the report was shoddy and looked cooked up. You got suspicious and raised the issue with your Head, who politely instructed you to do what you were told, and he reminded you that the Department had revenue targets and was under pressure from the Ministry. After the meeting, you, on your own accord, did some digging and found out that the report was fraudulent and the mining activity that was about to start would lead to a massive environmental disaster which the State could not afford. (a) What are the issues and value violations you notice in the above case? (b) What are the options available to you? (c) Discuss the advantage and disadvantages of each option and identify your chosen course of action. (d) Do you think that environmental considerations are sometimes overrated at the cost of development?

It was Assembly election times, and you were deputed to a constituency on election duty where one of your responsibilities was to monitor candidates' campaign expenses and supervise the campaigns' videography. As you take charge and start working, you realise the challenge you have got into. Two of the candidates had a criminal background, and the whole contest was more or less between these two only. As the campaigns picked pace, you noticed that both the candidates indulged in inciting the voters on caste and religious grounds. Further, they were doling out monetary inducements in blatant violation of the election code of conduct. You had all of it on record, thanks to your videographer. You decided to warn them before taking any strict action, so you called them and confronted them with the evidence. Much to your relief, they quietly accepted the mistake and promised to comply with the codes. Two days after the meeting, you get the news that one of your videographers was severely beaten by the goons of one of the candidates. And the beating of the videographer was meant as a warning to you. Further, the same evening you get a call threatening you with dire consequences if you interfere with the campaigns. You realise that your decisions are proving to be dangerous for the people working with you. You didn't feel good about endangering the safety of your staff. 1. What are the issues involved in the above case? 2. Is it ethically justified to be devoted to duty at the cost of the personal safety of the staff? Discuss. 3. How will you go about doing your election duties without compromising the safety of your staff? Explain.

You are an Airworthiness Officer posted with the Directorate General of Civil Aviation, tasked to conduct the safety audit of a major airline of the country. During the recent audit, you find that some of the airplanes belonging to the airline do not fully meet a few of the International Civil Aviation Organization (ICAO) safety standards. The issues are minor, mainly pertaining to some incomplete aircraft maintenance logs and safety rules related to training of the crew. The airline belongs to a very influential business conglomerate with close ties to all major national political parties and has a long history of ethical business practises. The point person appointed by the airline to communicate with you has assured that everything will be in order in a couple of months. Your senior in the department has also indicated that it is best not to mention such minor issues in the report, particularly given the image of the business group involved and the trust it enjoys. He also reiterates the assurance given by the airline to address these issues at the earliest in a time-bound manner. However, you are aware that airline safety norms are paramount and every other consideration is secondary to the safety of the crew and passengers. As a public servant appointed to uphold public trust, answer the following: (a) Bring out the dilemmas that you face, elaborating on the competing values in the given situation. (b) What are the options available to you? Discuss the merits and demerits of each. Which of these will you choose and why?

Kamlesh is a civil servant who has been recently posted as Additional Chief Secretary in the education department of the state. Kamlesh has a meticulous service record and is well known for his honesty, and a no-nonsense attitude. After joining the new department, the first major task before Kamlesh was to conduct the recruitments for the post of lecturers in government schools. The posts were lying vacant for a long time, and the government wanted to fill up the vacancies without further delay as it was one of the poll promises made by the present government. The recruitment process took place successfully under the supervision of Kamlesh. The concerned minister congratulated Kamlesh and informed him that the appointment letters will be allocated to the successful candidates in a ceremony which will be presided by the CM himself. Kamlesh was happy that his work was getting recognition at the highest level. One day, Kamlesh was sitting in his office when his secretary brought him a letter from a leading investigative journalist of the state. The letter dealt with the recently conducted recruitment of the lecturers. Kamlesh was shocked at the content of the letter. The investigative journalist had alleged that the question paper of the exam was leaked to a few successful candidates, who had also forged their documents to appear in the exam. The letter also highlighted a nexus of middlemen, politicians, and civil servants who facilitate such illicit practices. Moreover, the investigative journalist had also attached credible proofs. Kamlesh corroborated the facts of the letters from his own sources and found the allegations to be true prima facie. Since the matter was serious and warranted immediate action, Kamlesh brought the matter to the notice of his minister. To his surprise, the minister asked him to sit over the matter for some time. Minister reasoned that bringing out this matter will bring ignominy not only to the department but also to the government. Further, the minister reasoned that cancelling the whole recruitment process will be detrimental for the education department, schools etc; also, the sincere and honest candidates who have invested a lot of time and money for preparation may also get affected negatively. He also reminded Kamlesh that the participation of the CM has already been announced. After leaving the minister's office, Kamlesh got a phone call from Minister's Personal Secretary (PS). The PS hinted to Kamlesh that the concerned candidates were closely connected to the ruling political party, and going against them may create professional troubles for Kamlesh. On the other hand, his cooperation in this matter, the PS assured, will not go unnoticed and will be handsomely rewarded. Kamlesh had just settled in his new posting. He knows that going against the wish of the Minister may cause him his present posting. What was more, Kamlesh's father is undergoing treatment in a local hospital. A shunting out from the district would mean that his father would have to be left alone to fend for himself. Further, Kamlesh's wife Priya, also a bureaucrat, is posted in the Chief Minister's Office (CMO). Kamlesh realises that his actions will also have a bearing on her career as well. a) Bring out various ethical dilemmas faced by Kamlesh. b) Consider yourself in Kamlesh's position. What are the various options available to you? c) Critically evaluate each of the option listed by you. d) Which of the above option should Kamlesh adopt and why?

In a landmark decision, the Supreme Court halted all mining activities in the Aravalli Hills to prevent environmental degradation and preserve the ecological balance. Despite this, illegal stone mining persisted in a border district of the affected state, facilitated by local goons and politicians. A young and dynamic Superintendent of Police (SP) takes charge in the affected district, vowing to halt the stone mining racket. During a surprise inspection, the SP's team intercepts a loaded truck with illegally mined stones attempting to escape the mining area. The confrontation turns fatal when the truck driver runs over the SP, leaving him dead at the scene. Despite filing an FIR, the police struggle to make headway in the case for months. Sahoo, an investigative journalist working for a prominent TV channel, took it upon himself to delve into the case. Within a few weeks, through interactions with locals, members of the mining mafia, and government officials, he uncovered a complex web of corruption. His investigation revealed that the stone mining operations were being conducted with the tacit approval of corrupt police officers and influential politicians. The local Member of Legislative Assembly (MLA), known to be very close to the Chief Minister, was deeply involved in the illegal activities. Sahoo compiled his findings into a comprehensive report and presented it to the Chief Managing Director (CMD) of his TV channel. However, the CMD, after reviewing the report, advised Sahoo against making the story public. He disclosed that the implicated MLA was a relative of the TV channel's owner and held a substantive unofficial share in the channel. The CMD further offered to take care of Sahoo's promotion and salary hike, as well as adjust the soft loan of 40 lakhs taken for his son's chronic illness, if Sahoo handed over the investigative report and refrained from publishing it. a) What are the ethical dilemmas being faced by Sahoo? b) What are the options available with Sahoo to cope up with the situation? Critically evaluate/examine each of the options identified by Sahoo.

As an Executive Assistant to the Director of Purchase in a governmental department, you play a critical role in managing and overseeing the procurement process. Recently, the department issued a public works tender; as the bids begin to come in, you are confronted with an issue that tests your professional responsibilities and moral judgment. Two days before the scheduled opening of the bids, you receive alarming information from a reliable source alleging bid rigging. Bid rigging is a serious offence involving collusion among potential contractors to manipulate the bidding process, often resulting in higher costs and reduced quality of work. This undermines the procurement process's integrity and results in significant financial losses to the public. Understanding the gravity of the situation, you decide to take the matter directly to the Director of Purchase. The Director, a professional with years of experience, listens to your concerns but advises you to ignore the information. He argues that the allegation is based on verbal communication and lacks concrete evidence. Additionally, he expresses concern that the information might have been planted by a rival supplier to discredit the bidding process or to sabotage a competitor. Despite your reservations, you follow the Director's instructions and take no further action. The bids are opened as scheduled, and contracts are awarded based on official norms. A week later, a national daily published an investigative report detailing the bid-rigging scandal. The report includes substantial evidence, such as recorded conversations, email exchanges, and internal documents, all indicating that several bidders colluded to manipulate the tender process. The publication of this report triggered widespread public outrage, leading to calls for an investigation into the procurement process and the immediate suspension of the contracts awarded. The department, including the Director of Purchase, comes under intense scrutiny. Questions are raised about the integrity of the procurement process and the failure to prevent bid rigging despite prior knowledge of potential misconduct. Your Director is placed under suspension, and the enquiry begins. You are also under scanner as you were working closely with the Director. Meanwhile, your Director requests that you refrain from informing the enquiry committee of the information you received about bid-rigging. (a) What are the ethical issues involved in the case? (b) What are the potential ethical and professional consequences of complying with the Director's request to conceal the information about the bid-rigging? Explain (c) In light of the Director's request to withhold information from the enquiry committee, how should you balance your duty to report unethical practices with your loyalty to your superior? As the District Magistrate of X city, you are responsible for overseeing the construction of a new metro depot in an urban forest area, which is a critical infrastructure project aimed at improving public transportation and reducing traffic congestion and air pollution. The project, however, requires the clearance of a substantial portion of the forest, which has triggered strong opposition from environmental activists, local residents, and NGOs. This forest is widely regarded as essential for the city's ecological balance, often referred to as the city's "lungs." In addition to the environmental concerns, you are under considerable pressure from politicians at the state-level to expedite the project, given the upcoming elections in two years. The political leadership emphasizes the benefits of the metro project for the city's development and its potential to garner electoral support. The project is expected to significantly reduce travel time for thousands of commuters and potentially decrease overall vehicle emissions in the city. However, it would also lead to the loss of thousands of trees and disrupt local ecosystems. As you prepare to make a decision, you are aware that your choice will have far-reaching consequences for both the city's development and its environment. Ms. Radhika, a dedicated civil servant tasked with overseeing the Right to Education (RTE) implementation in her state, is jolted by the tragic death of Rani, a Dalit student, who succumbed to injuries inflicted by a teacher's violent assault. The incident rapidly gains media attention, sparking intense demands for accountability and justice from the opposition. Reflecting on her past visits to schools, Ms. Radhika remembers Rani as a promising and eager learner, whose enthusiasm was marred by the harsh reality of social exclusion. Rani's caste marked her for isolation, both from peers and teachers. She recalls the evident disparity in her treatment—fewer opportunities, less attention, and unfair bias directly linked to her caste identity. Upon deeper scrutiny, Ms. Radhika uncovers systemic flaws within the urban education framework. Complaints about caste discrimination during school admissions surfaced, revealing a failure to uphold RTE's core tenets. Admission policies and classroom environments perpetuated caste biases, with students from marginalised backgrounds facing segregation and unfair treatment. Educational materials often reinforced caste prejudices, while parents from lower-caste communities struggled to engage in their children's schooling due to systemic barriers. The situation deteriorates further when local politicians, motivated by caste biases, attempt to suppress the incident, thus obstructing justice for Rani. Political pressure influences the administration to downplay the issue, risking the concealment of the deeper, systemic inequalities in urban education. Ms. Radhika faces a daunting challenge: addressing these injustices while navigating potential backlash from influential communities and safeguarding her own career amidst the turmoil. a) What are the ethical issues involved in the given case for Ms. Radhika? b) List the moral values that will guide her. c) How can Ms. Radhika ethically navigate the entrenched nature of caste-based discrimination within the urban education system?

Dr. Aanand, a professor of chemistry at ABC College, Pune, had been teaching there for over 20 years. He is known for his passion for teaching and commitment to student welfare, and is respected by both colleagues and students. His son is also a final year student in the very same college. Over the past few months, Dr. Aanand observed a significant change in the behaviour of some of his students. There was a noticeable decline in academic performance, increased absenteeism, and instances of erratic behaviour. Through confidential conversations with a few students and careful observation, he discovered that several students were using contraband drugs. Upon inspecting the student's hostel rooms he found evidence of usage of illegal drugs such as weed, marijuana etc. Determined to address the issue, Dr. Aanand conducted a discreet investigation. He found that the source of the drugs was linked to a well-organized network operating within the college. Shockingly, he discovered that Aditya, the son of the institution's representative at UGC/for college management committee, was lynchpin in this drug network. He exploited his privileged position as he was backed by his father, making it difficult for students and authorities to complain and take action against him. Bothered by this incident, Dr. Aanand quickly reported the incident to the management and Aditya's father, who advised him to leave the matter as any action taken would harm the reputation of the college. Dr. Aanand was also threatened with dire consequences for both him and his son, who is yet to start his career. a) Discuss the ethical dilemmas involved in the case. b) What are the options available to Dr. Aanand? Evaluate each of these options and choose the option he would adopt giving reasons. c) Based on the given case study mention few laws, rules and regulations related to prevention of drug abuse in India.

This cycle continued, with the applicant becoming increasingly relentless. One day, the entire email trail related to this RTI case got leaked and found its way to the media. It was revealed that the persistent applicant was an RTI activist, dedicated to ensuring transparency and accountability within government departments. The media coverage brought significant public attention and scrutiny to the Defence Ministry's handling of RTI requests, particularly those concerning sensitive information. You were left questioning your actions and decisions, pondering where you might have gone wrong. (a) What are the ethical issues and dilemmas in the above case? Ethical Dilemmas in GovernmentTransparency and Information
Discuss. 3. Ethical Dilemmas in GovernmentPressure and Loyalty
The letter also highlighted a nexus of middlemen, politicians and civil servants who facilitate such illicit practices. The PS hinted to Kamlesh that the concerned candidates were connected to the ruling political party, and going against them may create professional troubles for Kamlesh.
