You are posted as the Deputy Director (Training) at a state administrative academy. Among the current batch of officer trainees is a probationer known for initiative and strong opinions on social justice and governance. Over the past few weeks, the probationer has been posting commentary on current affairs on his public social media account. While not abusive or inflammatory, his posts openly criticise: • Certain welfare schemes as "tokenistic," • The inaction of state agencies in recent communal incidents, • And call for "civil resistance" to regressive laws. Screenshots of his posts have circulated in the department. Some senior officers consider the posts politically charged and believe they undermine the principle of neutrality and decorum expected of civil servants. Others argue he is still under training and needs mentorship, not discipline. You are informally asked by the Director General to "speak to him" and submit a recommendation on whether formal action is warranted. The probationer, when confronted, says: "I posted as a citizen, not as a government mouthpiece. I’m entitled to express myself. My views don't affect my professional objectivity." There's growing debate in the academy: Where does personal liberty end and institutional responsibility begin? Is there space for moral conviction in service, or must officers conform fully to institutional restraint even in their private lives? 1. What are the key ethical and professional concerns in this situation? 2. As his mentor, what are your options in addressing the issue? 3. What would be your recommended course of action, and why? 4. How can civil servants balance personal expression with the demands of neutrality and public accountability?

You are the CEO of a social media company that has a wide user base. The social network offered by your company has emerged as a platform for people to interact with each other and share news, opinions etc. However, at the same time, women are being repeatedly harassed and cyber bullied through this network. Whenever any instance of harassment is brought to notice of the company, your staff members immediately deactivate the account of the culprit. However, since new accounts can be created easily, such incidents continue to happen. Also, the system to verify one's account details has been deemed lax by public authorities and human rights groups. But in order to increase the user base, you have to ensure that it is easy for a new user to sign up. Increase in the user base leads to more advertisements on your network, which is a source of huge annual turnover for the company. At the same time, in wake of increasing instances of harassment, you also need to tighten the process of creating new accounts and deactivate or delete the ones being misused. 20 (a) Highlight the options available to you in this scenario and evaluate each of them. What course of action will you take and why? (b) Is there a need for having reasonable restrictions on social media for it to remain a platform of healthy and fruitful engagement. Analyse from the viewpoint of different stakeholders.

As the Superintendent of Police (SP) in a peaceful district, I was accustomed to handling minor crimes such as petty thefts, property encroachments, and small fights. The crime rate was low, and the people generally kept to their business, making it a relatively easy workplace. However, over the past month, my office began receiving a different kind of grievance that indicated a more complex issue brewing in the community. A significant number of complaints were received from villagers who reported losing money from their bank accounts without their knowledge. These grievances were alarming, especially since they came from a demographic that was largely illiterate and unfamiliar with modern banking practices. The villagers were confused and distraught, not understanding how their hard-earned money was disappearing. Upon conducting a preliminary enquiry, we discovered that the money was not exactly being stolen but was being deducted as insurance premiums for policies under the State Government's Bima Yojna. The villagers were unaware that they had even signed up for such policies, raising suspicions about the legitimacy of these transactions. A deeper investigation revealed that agents from government banks were aggressively pushing the Bima Yojna. These agents had been instructed to meet government targets for the scheme, leading them to add beneficiaries without proper consent. Most of the villagers were illiterate and had no understanding of the insurance policies they were enrolled in. The deductions were legal, but the methods used to obtain the villagers' consent were highly questionable. You were wondering about the course of action, as the deductions were legal, and the agents were technically following instructions. But, in the process, they were exploiting the poor villagers. (a) What are the ethical issues involved in the above case? (b) What are the options available to you as an SP? (c) Explain your chosen course of an action. (d) If you have to recommend a better way of promoting the bima yojna, what would that be?
