Conflict of interest is a situation where in available two options when choosing for one than other option is compromised on ethical and moral parameters. for e.g. Interception of telephone of a politician who has alleged nexus with maoists. Here the National security on one hand and privacy of an individual and credibility of organisation is at stake.

So yes, there is a clear conflict of interest between personal (conscience), organization (credibility) and societal sphere (National security) in leaking the information.
