Ethanol Blended Petrol (EBP) Programme

GS3 Energy and biofuelsGS3 AgriculturePrelims and Mains

Why in news
On 5 July 2026, PIB published an explainer on the Ethanol Blended Petrol (EBP) Programme. It lists the progress to 20 percent blending and answers common claims about E20 fuel.
What it is
The Ethanol Blended Petrol (EBP) Programme is run by the Ministry of Petroleum and Natural Gas. Oil marketing companies blend fuel ethanol with petrol and sell it at retail outlets. It aims to cut crude imports, lower emissions and raise farmers' incomes. Ethanol comes from sugarcane, grain and maize.
Feedstock widened in 2018
The National Policy on Biofuels (May 2018) extended raw materials beyond sugarcane to maize and surplus grain.
E10 target met early
India met its E10 target in June 2022, five months ahead of schedule.
Standards
Ethanol and blended petrol must meet BIS specifications at every stage.
Crude import dependence
India imports about 88.5% of the crude oil it consumes.
Production capacity
Capacity grew nearly fivefold, from 421 crore litres in 2014 to about 2,000 crore litres in 2026.
Octane rating
Ethanol has a research octane number of about 108.5 against 84.4 for petrol.
Rice for ethanol
Only surplus rice, as determined and permitted by the DFPD after food security needs, goes to ethanol.
E85 composition
E85 has 80-85 per cent ethanol and 14-19 per cent petrol. It is meant only for flex-fuel vehicles.
Flex-fuel vehicles
FFVs can run on blends from E20 to E100.
Blending progress
Blending rose from 1.53 per cent in 2014 to 20 per cent, five years ahead of schedule. It saved over ₹1.84 lakh crore in foreign exchange.
Implementing ministry
The EBP Programme is run by the Ministry of Petroleum and Natural Gas through oil marketing companies.
Blending level
Ethanol blending rose from under 1.5% in 2013-14 to 20% in 2025-26, five years ahead of the target.
Flex-fuel range
Flex-fuel vehicles can run on ethanol-petrol blends from E20 up to E100.
E85 standard
E85 is identified as the mono-fuel standard for flex-fuel vehicles under BIS specifications.
Capacity growth
Ethanol production capacity grew nearly five-fold, from 421 crore litres in 2014 to about 2000 crore litres in 2026.
Outlet rollout
The plan proposes 50-100 FFV-ready outlets initially, about 500 by December 2026 and about 5,000 by end-2027.
NITI Aayog classification
NITI Aayog classifies ethanol-based flex-fuel vehicles as Zero-Emission Vehicles.

Don’t confuse with E10 vs E20: E10 is 10% ethanol in petrol (met June 2022); E20 is 20% (reached 2025-26).

Don’t confuse with Flex fuel vehicle vs E20-compliant vehicle: Flex fuel vehicles run on blends up to E85 or pure ethanol. E20-compliant vehicles are designed for up to 20% ethanol.

Don’t confuse with E20 vs E85: E20 is 20 per cent ethanol petrol, the standard fuel for ordinary compatible vehicles. E85 is for flex-fuel vehicles only.

Don’t confuse with Flex-fuel vs electric vehicles: FFVs run on ethanol blends in an engine. EVs use batteries and depend on imported batteries and critical minerals.

Don’t confuse with Flex-fuel vs blended-petrol vehicles: Flex-fuel vehicles are built to handle a wide range of ethanol blends. Ordinary vehicles run on limited blends such as E20.

MY Bharat (Mera Yuva Bharat)

GS2 Welfare schemes for youthPrelims and Mains

Why in news
On 5 July 2026, PIB published a feature on MY Bharat, the digital youth platform, listing its volunteering, learning and leadership offerings and its 2026 milestones, including a Guinness World Record.
What it is
MY Bharat (Mera Yuva Bharat) is a digital platform under the Ministry of Youth Affairs and Sports. It links youth with volunteering, experiential learning, internships and leadership programmes through a single registration. It is built on India's Digital Public Infrastructure.
Launch and ministry
MY Bharat was launched in October 2023 under the Ministry of Youth Affairs and Sports.
Aim
It aims to put youth at the centre of nation-building through volunteering, skill development, leadership and civic participation.
Who it connects
The platform links the Government, educational institutions, non-profits and industry.
NSS link
The National Service Scheme uses the platform for volunteering, participation and monitoring.
App languages
The mobile app is available in 22 Indian languages.

Don’t confuse with MY Bharat vs Nehru Yuva Kendra Sangathan: NYKS is a long-standing autonomous youth body under the same ministry with field units. MY Bharat is a digital platform launched in 2023.

Don’t confuse with MY Bharat vs NSS: NSS is a volunteering scheme for students. It uses MY Bharat as a tool for registration and monitoring.

Schemes: 52 Prelims questions since 2013, 10 in Prelims 2026 alone. They test features, the period and who funds it. In Mains, 33 news-triggered questions, mostly GS3.

No practice question for this one; the card may still help an answer. Why: A lasting youth platform on the syllabus. Schemes are 52 of 327 news-linked Prelims questions, but this release has few testable facts beyond launch year and ministry.

Worth revising until Prelims 2028: most news questions come within two years of the event.

Zero Coal Leakage Plan

GS3 Internal security and miningGS3 EnergyPrelims and Mains

Why in news
On 5 July 2026, Home Minister Amit Shah and Coal Minister G. Kishan Reddy reviewed illegal coal mining and theft in Dhanbad and nearby areas in New Delhi. They decided to adopt a "Zero Coal Leakage Plan".
What it is
The Zero Coal Leakage Plan is an enforcement plan to stop illegal coal mining and unauthorised coal transport. It relies on CISF deployment, legal powers under the MMDR Act, technology surveillance and GST e-way bill checks. It targets coal-bearing areas such as Dhanbad.
Legal powers
CISF and Coal India Limited officials are authorised under the MMDR Act, 1957 to file cases, search premises and seize illegal minerals, tools and vehicles.
CISF priority
The Home Ministry must put the coal sector on the priority list for CISF deployment. CISF is to form Quick Response Teams and a multi-layered security arrangement.
Coordination body
A Coal Sector Coordination Committee was directed in a December 2025 meeting chaired by the Union Home Secretary, and has since been constituted.
GST link
A mechanism is to verify e-way bills for all coal transported, involving GST authorities, to ensure consumers use only legally mined coal.
Technology
High-resolution cameras at Integrated Command and Control Centres are to be used to identify areas and persons involved in illegal mining.

Don’t confuse with CISF vs state police: CISF is a central armed force under the Home Ministry that guards public sector undertakings. Law and order and policing remain a state subject.

Don’t confuse with MMDR Act vs Coal Mines (Special Provisions) Act: The MMDR Act, 1957 regulates mining and minerals in general. The Coal Mines (Special Provisions) Act, 2015 governs coal block allocation.

Schemes: 52 Prelims questions since 2013, 10 in Prelims 2026 alone. They test features, the period and who funds it. In Mains, 33 news-triggered questions, mostly GS3.

No practice question for this one; the card may still help an answer. Why: A new plan on illegal coal mining, a lasting security topic. Few fixed facts for a statement, and no kind-specific Mains pattern, so no question.

Worth revising until Prelims 2028: most news questions come within two years of the event.
