Don’t confuse with PARIVARTAN vs Vehicle Scrappage Policy: The national Vehicle Scrappage Policy (2021) sets up scrapping and fitness rules for old vehicles. PARIVARTAN is a Delhi-NCR scheme giving financial incentives for replacing old trucks and buses.

Don’t confuse with PARIVARTAN vs PM E-DRIVE: PARIVARTAN is a Delhi-NCR scheme to replace old BS-IV trucks and buses; PM E-DRIVE is a national scheme promoting electric vehicles.

Don’t confuse with MoHUA vs MoRTH: MoHUA approved the guidelines, but MoRTH implements the scheme.

Don’t confuse with NCRPB vs CAQM: NCRPB is a statutory planning body that channels the funds. It is not the Commission for Air Quality Management.

Don’t confuse with OEM discount vs government incentives: The 8% discount comes from the manufacturer. Interest subvention and fuel vouchers come from the Centre. Tax and registration relief come from states.

Don’t confuse with BS-IV vs BS-VI: These are Bharat Stage emission norms; BS-VI is stricter. India moved directly from BS-IV to BS-VI in 2020.

Schemes: 52 Prelims questions since 2013, 10 in Prelims 2026 alone. They test features, the period and who funds it. In Mains, 33 news-triggered questions, mostly GS3.

Law and statutory body

North Eastern Council (NEC)

GS2 Statutory and regional bodiesPrelims and Mains

Why in news
The North Eastern Council holds its 73rd Plenary Session in Shillong on 4 June 2026, chaired by Union Home Minister Amit Shah. A pre-Plenary meeting on 3 June 2026 discusses Bamboo, Agarwood and Ashtalakshmi Darshan.
What it is
The North Eastern Council is the regional planning body for the eight North Eastern States. It was set up by the North Eastern Council Act, 1971 to promote balanced and coordinated development and cooperation among the States. It works under the Ministry of DoNER and is chaired by the Union Home Minister.
Legal basis
NEC is a statutory body created by the North Eastern Council Act, 1971.
Chair and Vice Chair
The Union Home Minister is Chairman of NEC; the Union DoNER Minister is Vice Chairman.
Members
Governors and Chief Ministers of the eight North Eastern States are members of the Council.
Vision document
The North East Vision Plan 2047 is a long-term roadmap for the region by India's centenary year of independence.
Previous plenary
The 72nd Plenary was held in Agartala on 21 December 2024.

Don’t confuse with NEC vs Inter-State Council: NEC is a statutory regional body under a 1971 Act. The Inter-State Council is a constitutional body under Article 263.

Don’t confuse with NEC vs Ministry of DoNER: NEC is the regional planning body. The Ministry of DoNER is the central ministry for the region's development, and its minister is the NEC Vice Chairman.

Laws, judgments and statutory bodies: 30 Prelims questions since 2013 (what the law says, who chairs, legal basis). In Mains, 44 news-triggered questions, most in GS2, asking for provisions and challenges.

No practice question for this one; the card may still help an answer. Why: Statutory body under the NEC Act, 1971 and a lasting topic; the release has no fresh decision, so a question is unlikely.

Worth revising until Prelims 2028: most news questions come within two years of the event.

Economy

ATF Price Stabilization Fund for Airlines

GS3 Economy and aviationPrelims and Mains

Why in news
On 3 June 2026 the Union Cabinet approved one-time budgetary support of up to Rs 10,000 crore for Oil Marketing Companies to stabilise ATF prices for Scheduled Indian Airlines amid the West Asia crisis.
What it is
The ATF Price Stabilization Fund is a one-time, recoverable budgetary advance to Oil Marketing Companies. It pays OMCs for losses when the Import Parity Price of ATF exceeds an agreed benchmark, so airlines get a fixed fuel price. The money is returned to the Consolidated Fund of India when global prices ease.
Recovery and true-up
When international ATF prices fall, the differential is recovered from OMCs and returned to the Consolidated Fund of India, until the whole advance is settled.
Trigger
OMCs are compensated whenever the Import Parity Price exceeds the benchmark price set under the approved mechanism.
Who is covered and how
All willing Scheduled Indian carriers can join, for domestic and international flights. This is done through an MoU with the Civil Aviation and Petroleum Ministries as signatories, and airlines buy ATF only from OMCs for up to three years.
Oversight
A Monitoring Committee of the Civil Aviation Ministry, Petroleum Ministry and Department of Expenditure oversees claims and settlement, and all claims and recoveries are audited.
Price surge
International ATF prices rose nearly 2.5 times, from Rs 60.50 per litre in March 2026 to Rs 142 per litre in May 2026.

Don’t confuse with Import Parity Price vs benchmark price: IPP is what imported ATF would cost at the Indian port. The benchmark is the fixed reference price under the mechanism. OMCs are compensated for the gap when IPP is higher.

Don’t confuse with Interest-free advance vs subsidy: The advance is a recoverable loan to OMCs that returns to the Consolidated Fund of India. A subsidy is not repaid.

Economy terms and data: 42 Prelims questions since 2013, rising in recent years; they test what a term or instrument means. In Mains, 12 news-triggered questions.

No practice question for this one; the card may still help an answer. Why: A one-time Rs 10,000 crore interest-free advance tied to the West Asia crisis; temporary support, so a question is unlikely.

Worth revising until Prelims 2028: most news questions come within two years of the event.

District Domestic Product (DDP) Estimates Guideline

GS3 Economy and statisticsPrelims and Mains

Why in news
On 3 June 2026, MoSPI released the final uniform guideline for compiling District Domestic Product (DDP) estimates with base year 2022-23. A draft had been put up for feedback on 7 April 2026.
What it is
District Domestic Product measures the economic output of a single district, in the same way GSDP does for a State. The NSO under MoSPI has now set one method for States and UTs to follow. This makes district figures comparable across the country.
Issuing body
The National Statistics Office (NSO) of MoSPI released the guideline.
Measures covered
It covers Gross District Domestic Product, Net District Domestic Product and per capita income at district level.
Method
The bottom-up approach is preferred where district data exist. Top-down allocation with indicators is used where district data are inadequate.
Coverage today
26 States/UTs currently compile DDP estimates.
Net vs gross
Net domestic product is gross product minus depreciation (consumption of fixed capital).

Don’t confuse with Bottom-up vs top-down: Bottom-up builds district figures from district-level data. Top-down splits a State-level figure among districts using allocation indicators.

Economy terms and data: 42 Prelims questions since 2013, rising in recent years; they test what a term or instrument means. In Mains, 12 news-triggered questions.

No practice question for this one; the card may still help an answer. Why: Lasting statistics topic with base year 2022-23 and GDDP, NDDP concepts; economy terms are asked in Prelims but this is a niche guideline.

Worth revising until Prelims 2028: most news questions come within two years of the event.
