Why it matters
- Gives the eight States a common forum for regional planning and cooperative federalism.
- Task forces and the Vision Plan 2047 link State priorities with Central schemes.
Problems
- Advisory planning role: implementation depends on States and Union ministries.
- Connectivity gaps and uneven capacity across States slow regional projects.
Way forward
- Track task-force outcomes with clear targets and timelines.
- Strengthen State capacity and convergence with Central schemes.

No practice question for this one; the card may still help an answer. Why: Statutory body under the NEC Act, 1971 and a lasting topic; the release has no fresh decision, so a question is unlikely.
Worth revising until Prelims 2028: most news questions come within two years of the event.
