73rd Constitutional Amendment and Panchayat Advancement Index

GS2 Polity and governancePrelims and Mains

Why in news
On 24 April 2026, National Panchayati Raj Day, the Ministry of Panchayati Raj released the Panchayat Advancement Index (PAI) 2.0 Report for FY 2023-24. The release was published on 29 April 2026.
What it is
The Panchayat Advancement Index is a Ministry of Panchayati Raj tool that scores Gram Panchayats on development outcomes. It is built around the Localization of Sustainable Development Goals (LSDGs). Panchayats are graded into five categories by composite score.
Indicators
PAI 2.0 uses 150 indicators and 230 data points, cut from 516 indicators and 794 data points in version 1.0.
Themes
Nine thematic areas under the LSDGs: Poverty, Health, Child Welfare, Water, Environment, Infrastructure, Social Justice, Good Governance and Women's Empowerment.
Grades
Achiever A+ (90 and above), Front Runner A (75 to below 90), Performer B (60 to below 75), Aspirant C (40 to below 60), Beginner D (below 40).
Participation
97.30 per cent participation, with 2,59,867 Gram Panchayats submitting validated data, against 80.79 per cent in version 1.0.
Publisher
The index is run by the Ministry of Panchayati Raj, which released the report on National Panchayati Raj Day (24 April).
Three tiers
Gram, Block (intermediate) and District Panchayats form the three tiers.
Gram Sabha
It is the body of all registered voters in a village. It is not one of the three tiers. Its powers are fixed by the state legislature by law.
Women's representation
There are over 2.5 lakh Panchayats and about 24.04 lakh elected representatives, of whom about 49.75% are women.
What the day marks
24 April commemorates the enactment of the 73rd Amendment, which gave constitutional status to PRIs.
Release at the event
The PAI-2.0 report and three books under 'Meri Panchayat Meri Dharohar' will be released.
Gram Sabha meetings
Gram Panchayats will hold Gram Sabha meetings on the day.
Constitutional placement
The Amendment inserted Part IX (Articles 243 to 243O) and the Eleventh Schedule, listing 29 subjects. It came into force on 24 April 1993.

Don’t confuse with PAI vs Panchayat Devolution Index: PAI scores panchayats on development outcomes; the Devolution Index ranks States on how far they have devolved powers to panchayats.

Don’t confuse with 73rd vs 74th Amendment: 73rd (Part IX, Eleventh Schedule) covers Panchayats; 74th (Part IXA, Twelfth Schedule) covers Municipalities.

Don’t confuse with PESA vs 73rd Amendment: The 73rd Amendment's Part IX does not apply to Fifth Schedule areas by default; PESA 1996 extends it with modifications.

Don’t confuse with Gram Sabha vs Gram Panchayat: The Gram Sabha is the body of all registered voters in a village. The Gram Panchayat is its elected executive body.

Laws, judgments and statutory bodies: 30 Prelims questions since 2013 (what the law says, who chairs, legal basis). In Mains, 44 news-triggered questions, most in GS2, asking for provisions and challenges.

Women and Men in India (MoSPI)

GS1 SocietyGS2 WelfarePrelims and Mains

Why in news
On 29 April 2026, MoSPI released the 27th edition of "Women and Men in India 2025: Selected Indicators and Data" at the National Deliberative Summit on "Data for Development" in Bhubaneswar.
Publisher
MoSPI released the 27th edition, titled Women and Men in India 2025.
Sex ratio at birth
It rose from 904 in 2017-19 to 917 in 2021-23.
Managerial positions
Women in managerial positions rose 102.54% between 2017 and 2025, against 73.80% for men.
Higher education GER
GER for females rose from 28.5 to 30.2 and for males from 28.3 to 28.9 between 2021-22 and 2022-23.
Metadata
Metadata for 50 key indicators was added to explain concepts, definitions and sources.

Don’t confuse with Women and Men in India vs Global Gender Gap Report: The first is a national statistical compilation by MoSPI. The second is an international index published by the World Economic Forum.

Don’t confuse with Sex ratio at birth vs overall sex ratio: Sex ratio at birth counts females per 1,000 males among births. Overall sex ratio counts all females per 1,000 males in the population.

Reports and indices: 14 Prelims questions since 2013; they test who publishes a report and what it measures.

No practice question for this one; the card may still help an answer. Why: Annual MoSPI publication; reports are 4% of news-linked Prelims questions and this one is routine data.

Worth revising until Prelims 2027: most news questions come within two years of the event.

Doppler Weather Radar Network and Mission Mausam

GS1 GeographyGS3 Disaster managementPrelims and Mains

Why in news
On 29 April 2026, Union Minister Dr Jitendra Singh said India's Doppler Weather Radar network has grown from 14 units in 2014 to 50, with 50 more planned under Mission Mausam. He spoke after inaugurating a weather radar Selfie Point at IMD headquarters, New Delhi.
What it is
A Doppler Weather Radar sends out microwave pulses and reads the shift in frequency of the signal returned by raindrops or ice. This shows how fast and in which direction a weather system moves. IMD runs the network, and Mission Mausam is the Ministry of Earth Sciences programme to improve weather and climate services.
Network growth
Operational DWRs rose from 14 to 50 since 2014, an increase of over 250%.
Coverage and plan
The radars cover over 87% of the country, and 50 more are planned under Mission Mausam.
Working principle
The radars use the Doppler effect to track the movement and velocity of weather systems.
Dual-polarization
Modern IMD radars are dual-polarized. They identify rain, hail and drizzle, improve rainfall estimates and reduce false signals.
Nowcast
Nowcast services give highly localised forecasts for the next three hours.
Mission Mausam aim
Mission Mausam aims to strengthen weather and climate services.
Total computing capacity
The Ministry's total computing capacity is now 21.91 petaflops, including a 1.9 petaflops AI/ML system.
Landfall error
The average 24-hour landfall point error fell from 31.9 km (2016-20) to 19.0 km (2021-25). The 48-hour error fell from 61.5 km to 34.4 km.
Heatwave forecasts
Heatwave forecasts are now issued 4-5 days ahead, helping heat action plans.
Phases
Mission Mausam is a multi-phase programme. The second phase would strengthen observations, high-resolution modelling and AI/ML use.

Don’t confuse with Doppler radar vs conventional radar: Conventional radar shows where precipitation is and how intense. Doppler radar also measures motion toward or away from the radar, so it can detect wind and rotation.

Don’t confuse with Nowcast vs medium-range forecast: Nowcast covers the next few hours (here three) at a local scale. Medium-range forecasts cover several days over larger areas.

Don’t confuse with IITM vs NCMRWF: IITM Pune does research on tropical meteorology and climate. NCMRWF Noida produces medium-range numerical weather forecasts. Both are under MoES, not IMD.

Science and technology: 57 Prelims questions since 2013; most test the concept behind the news, not the news itself. In Mains, 12 news-triggered questions.
