Question 51: Polity and Governance

Consider the following statements:

  1. 1.Part IX of the Constitution of India contains provisions for Panchayats and was inserted by the Constitution (73rd Amendment) Act, 1992.
  2. 2.Part IX A of the Constitution of India contains provisions for municipalities and Article 243Q envisages two types of municipalities – a Municipal Council and a Municipal Corporation – for every state.

Which of the statements given above is/are correct?

a1 only
b2 only
cBoth 1 and 2
dNeither 1 nor 2

AnswerThe answer is (a).

Part IX (Panchayats) was inserted by the 73rd Amendment Act, 1992, so statement 1 is right. Statement 2 is wrong: Part IXA covers municipalities, but Article 243Q provides for three types, not two: a Nagar Panchayat for a transitional area, a Municipal Council for a smaller urban area and a Municipal Corporation for a larger urban area. Remember: 73rd means Panchayats, 74th means municipalities.

  • 1. Part IX on Panchayats came with the 73rd Amendment Act, 1992.
  • 2. Article 243Q provides three types of municipality, including the Nagar Panchayat.

How you could have got this

  1. If you were sure statement 1 is correct, (b) and (d) go: each of them leaves 1 out.

What you needed to know: Part IX on Panchayats came with the 73rd Amendment Act, 1992.

  2. Then, if you were sure statement 2 is not correct, (c) goes: it includes 2.

What you needed to know: Article 243Q provides three types of municipality, including the Nagar Panchayat.

Only (a) is left. This one needs every statement.

This follows an unofficial answer: UPSC has not published its key for this year, and if that answer is wrong, so is this path.

Which options go is worked out from UPSC’s key and the options, not by a model.

Why each option is right or wrong
  • (a) Correct: only statement 1 holds.
  • (b) Statement 2 is false: Article 243Q provides three types of municipality.
  • (c) Statement 2 is false, so both cannot be right.
  • (d) Statement 1 is true.
