You are posted as the Superintendent of Police (SP) in a district of a state where alcohol prohibition has been imposed recently. The District Excise department has conducted many raids and seized liquor in large quantities, for which it has received state-wide public appreciation. A few months later reports surface in the media that in this district, hundreds of seized bottles of illicit liquor are missing from the government malkhanas or stores. As a result, the government is left red-faced. You are asked by the DM, who is the overall in-charge of the district excise setup, to investigate the matter. Upon investigation, you unearth a nexus of politicians and government officials who smuggled seized liquor and sold it through spurious means both inside and outside the state. In this context, evaluate these options: 1. Report your findings to the DM and seek instructions for further actions, stating clearly the criminal offences committed prima facie. 2. Charge all accused under legal provisions and let the law take its own course. 3. Being aware of the seriousness of the matter, discretely put the detailed investigation report in the public domain and expose the nexus. Also, suggest, without restricting yourself to the given options, the final course of action that you would prefer.

A smart city project is underway, and you have been appointed Head of Procurement. Before this assignment, you held a similar role in a major public sector undertaking (PSU), where you earned a reputation for your tender drafting and vendor management skills. Given the smart city project’s scale and significant procurement requirements, you seemed the perfect fit to lead the procurement section. A month ago, your section invited tenders for building supplies. Among the applicants was Mr. Sharma, a supplier you knew from your previous role at the PSU. Mr. Sharma lived in your neighbourhood, and your spouses were friends. Despite this personal connection, you have always maintained strict professional boundaries. Upon scrutinising all the tenders, your section found Mr. Sharma’s terms the most competitive, so the tender was awarded to him. Mr. Patel filed a formal complaint with the Department Seniors, providing evidence of your prior association with Mr. Sharma. As a result, an enquiry was initiated, and you were placed on compulsory leave pending its outcome. This situation left you questioning where you might have gone wrong despite your efforts to maintain professionalism. 1. Do you think the above case involves a conflict of interest or there are more issues? Explain. 2. Keeping the above case in perspective, discuss the relevance of impartiality and non-partisanship as professional value. 3. In hindsight, how do you think you could have avoided the above unpleasant situation.

You are posted in the Department of Mines, and one of your roles is to help your Department Head negotiate mining leases with private contractors. Recently, the state government demarcated a new mining zone and planned to invite bids for the mining blocs. You were instructed to oversee the bidding process and speed up the contract negotiations. As planned, the tenders were released, bids came in, and tenders were allocated as per the norms. All this happened at a breakneck speed. You wondered, why the hurry? But it was not your place to think and question; you quietly went about your work. As the contractors were about to start operations, you had to instruct them on environmental concerns to watch out for. And to do that, you read the environmental impact assessment report submitted by a consulting firm hired by the department. To your surprise, the report was shoddy and looked cooked up. You got suspicious and raised the issue with your Head, who politely instructed you to do what you were told, and he reminded you that the Department of Mines had revenue targets and was under pressure from the Ministry. After the meeting, you, on your own accord, did some digging and found out that the report was fraudulent and the mining activity that was about to start would lead to a massive environmental disaster which the State could not afford. (a) What are the issues and value violations you notice in the above case? (b) What are the options available to you? (c) Discuss the advantage and disadvantages of each option and identify your chosen course of action. (d) Do you think that environmental considerations are sometimes overrated at the cost of development?

You are an Airworthiness Officer posted with the Directorate General of Civil Aviation, tasked to conduct the safety audit of a major airline of the country. During the recent audit, you find that some of the airplanes belonging to the airline do not fully meet a few of the International Civil Aviation Organization (ICAO) safety standards. The issues are minor, mainly pertaining to some incomplete aircraft maintenance logs and safety rules related to training of the crew. The airline belongs to a very influential business conglomerate with close ties to all major national political parties and has a long history of ethical business practises. The point person appointed by the airline to communicate with you has assured that everything will be in order in a couple of months. Your senior in the department has also indicated that it is best not to mention such minor issues in the report, particularly given the image of the business group involved and the trust it enjoys. However, you are aware that airline safety norms are paramount and every other consideration is secondary to the safety of the crew and passengers. As a public servant appointed to uphold public trust, answer the following: (a) Bring out the dilemmas that you face, elaborating on the competing values in the given situation. (b) What are the options available to you? Discuss the merits and demerits of each. Which of these will you choose and why?
