You and your friend are living together in a metropolitan city and preparing for civil service examinations. While you manage to meet your daily targets, you sense that your friend is unable to cope up with the pressure of the exam. Fear of not passing the exam and meeting the expectations of his family is stressing him further. You realise that with time your friend is losing interest in everything and often talks about committing suicide if he is unable to meet his goal. He is also missing out on meals and prefers to stay indoors when asked to venture out. When you sought professional help, the doctor diagnosed your friend with clinical depression. Being aware that your friend needs professional counselling and psychiatric care, you reach out to his parents who reside in a rural area. Your friend's parents see his state as a sign of failure and decide to call him home where he can continue with his preparation. You are aware of the gravity of the situation if your friend goes back to his house. You are DM of a very poor district in the hinterland of India. It has come to your notice that manual scavenging is widely prevalent in the district even though the new law prohibits manual scavenging in any form. Upon enquiry, you have found that the number of manual scavengers has been reported to be very low, however, hundreds of dry latrines in the district depict a different picture. You have also noticed two more important trends: first, most of the manual scavengers are Dalits, and second, in many of the cases they themselves go to the houses and request the owners to clean their toilets manually, as it would provide monetary benefits. The entire district administration has been criticized by the media and there is political pressure on you to manipulate the data in a way that it shows less number of manual scavengers in the district. Based on the given information answer the following: 1. Identify the ethical issues associated with manual scavenging. 2. List the options available to you in the given case. Evaluate the merits and demerits of each. 3. Discuss some feasible steps that you can take to control this serious problem.

The International Money Bank has granted loan to the government to construct ten dams. The dams would provide water for irrigation of crops, control floods in some parts of your district, and supply drinking water to numerous towns and cities. Seven of these dams are to be constructed in areas of high ecological value occupied by native groups who are challenging the government. The native groups, who oppose the construction of the dams, represent a minority compared to the multiple towns and cities which would benefit from the dams. Nevertheless, it should be taken under consideration that the natives consider the forests as their own. Also, their distinctive life style and culture is intimately related to the existence of these natural areas. It has been noted that the forests also have a very high ecological value. If this project is completed, their land would submerge and the natives would have to be relocated. The International Money Bank is aware of this yet it has granted the loan. You are the District Magistrate of this district. Every day protests and demonstrations are happening in your office. The government has given you the responsibility to manage the situation. What are the various options available to you. Evaluate all of them and suggest the best course of action, giving reasons for it.

You are a Municipal Commissioner of a tier-2 city experiencing rapid urban expansion. Several high-rise residential and commercial buildings are under construction in the city to meet the growing demand for housing. One such luxury residential complex is being built, employing hundreds of daily-wage labourers, many of whom live in temporary settlements at the construction site. Late one night during the monsoon season, a large section of scaffolding and concrete slabs collapses from the upper floors of one of the under-construction buildings. Seven labourers, including two minors, die on the spot. Several others are critically injured and rushed to the hospital. The tragic incident results in public outrage, intense media scrutiny, and protests by a local NGO. The state government orders a formal inquiry and directs you to submit a report within a week. Your preliminary investigation reveals a series of irregularities. The construction material used is substandard and not in accordance with the National Building Code. Although the approved plan permits construction of fifteen floors, the builder has illegally added two extra floors. Moreover, the structure has encroached on land demarcated for a community park and a fire service lane under the city's Zonal Development Plan. These violations are not reported during site inspections conducted by the building inspector of the municipal corporation. The building clearance was granted during the tenure of your predecessor, who is not only your batch-mate but also a close friend. Both of you were roommates during your training at LBSNAA. Prima facie, the case appears to involve a widespread nexus between officials of the Municipal Corporation and the builder. Your colleagues are putting pressure on you to go slow in the inquiry. Some of them suggest that holding the builder accountable could damage the city's image among investors and slow down urban development. Meanwhile, you come to know that the builder is the younger brother of a powerful minister in the state cabinet. One evening, his personal aide visits you privately. He suggests that the matter could be "mutually settled" and offers you a premium apartment worth ₹2 crore in the same residential complex. In the same breath, he hints that if the matter is not resolved swiftly in the builder's favour, someone in his office is prepared to file a complaint against you under the SC and ST (Prevention of Atrocities) Act. a) Discuss the ethical issues involved in the case. b) What are the options available to you in this situation? c) Explain your selected course of action.

A forest fire has broken out in a hilly district and is rapidly spreading toward an eco-sensitive area that includes four villages (ESA villages). These villages lie along the forest fringe and are surrounded by difficult terrain. The region is known for its biodiversity and traditional forest-based livelihoods. The inhabitants of these villages are mostly poor tribal communities, dependent on forest resources for their sustenance. You, as the District Magistrate of the area, have rushed to the spot with a medical team, police personnel, NGOs, media, and support staff to oversee the rescue and containment operations. Your disaster response team on the ground is small and poorly equipped. Reinforcements from the district headquarter have been requested, but they may take several hours to arrive due to the remoteness and challenging terrain. In the meantime, a group of trained ex-forest guards and local youth from the villages offer to help. They are experienced and familiar with the area. However, existing government rules do not permit the engagement of unofficial personnel in fire control operations without formal clearance and insurance coverage. Your team members are divided on this issue. Some members argue that volunteers should be engaged immediately to prevent the fire from spreading. Others caution that involving them without proper approval and safety cover could be risky and against protocol. As the District Magistrate, you are also the Chairperson of the District Disaster Management Authority (DDMA). The fire is spreading at a very rapid rate, and immediate action is required to protect lives, property, and the environment. You are now in a dilemma. a) What are the options available to you? b) Critically evaluate each of the options identified by you. c) What option would you adopt and why? d) What are the ethical dilemmas being faced by you?

You are the CEO of a film production company, which has not been doing well financially for some time. Your company is now relying on its forthcoming movie, which is about to be released shortly. The movie has a cast of reliable actors and even before its release, trade pundits have predicted that the movie will be a hit. However, you face a conundrum as one of the actors in the movie is a citizen of a neighbouring country with which relations have been disturbed and a war like situation exists. While the political atmosphere was different when the movie was being filmed, now there is a widespread public demand, with a local political party at the forefront, for replacing the actor from the movie or a ban on the release of the movie itself, if the actor is not replaced. While you are aware of the mood of the nation and the public repercussions of releasing the movie in its present form, you also know that it is not feasible to replace him at this stage as he has a substantial role in the movie. You are a young IAS officer posted as SDM of a flood prone sub-division. There is an old dam in your area which protects about 2 dozen villages from floods. Though the dam is weak, it is expected to hold up as repair works are being carried upon by the villagers. One day you receive a call that the villagers in the area had abandoned repairs and were running away from the work site because the dam was about to collapse as the force of water was building up. You quickly reach the site and see the fear and panic induced villagers. Systematised evacuation will take 2 days and if the dam collapses now, there will be great loss of life and property. You noticed several geo-bags (synthetic bags which are used to protect hydraulic structures and river banks from severe erosion) lying at a construction site near the dam which could hold the dam for some time. You realized that all you needed now was manpower to place these bags on the dam in such a way as to prevent water from entering the village. But the people are fear stricken and are preparing to flee. 20 Based on above information, answer the following questions: (a) Elaborate on the qualities of a civil servant that are essential in such circumstances. You are a government official supervising the maintenance and upkeep of juvenile rehabilitation centres all over country. You are a strong advocate for preventive services such as counselling and parenting skill education as an alternative to the placement of neglected children in rehabilitation homes. You have convinced your minister about the stand and he has taken a public position on the same and declared that he will scrap the scheme of rehabilitation homes alltogether. Believing that a reputable study of the cost-effectiveness of preventive services would bolster your position, your department enters into a contract with a top university to conduct a series of evaluation studies. The first study involves a controlled experimental evaluation of government sponsored preventive services. To your dismay, the findings show no evidence that preventive service is a cost effective alternative to placing children in rehabilitation homes. You are worried that the results, if published, would not only compromise the position of the minister but also yours. What will you do in such a situation? Some of the options are given below. Evaluate the merits and demerits of each of these options and suggest what course of action you would take, giving reasons. 20 (a) Keep silent on the report and continue advocating your stand with the minister. (b) Cancel the contract with the university and conduct a fresh study with a new agency. (c) Report the results to the minister and follow his orders.
