Kamlesh is a civil servant who has been recently posted as Additional Chief Secretary in the education department of the state. Kamlesh has a meticulous service record and is well known for his honesty, and a no-nonsense attitude. After joining the new department, the first major task before Kamlesh was to conduct the recruitments for the post of lecturers in government schools. The posts were lying vacant for a long time, and the government wanted to fill up the vacancies without further delay as it was one of the poll promises made by the present government. The recruitment process took place successfully under the supervision of Kamlesh. The concerned minister congratulated Kamlesh and informed him that the appointment letters will be allocated to the successful candidates in a ceremony which will be presided by the CM himself. Kamlesh was happy that his work was getting recognition at the highest level. One day, Kamlesh was sitting in his office when his secretary brought him a letter from a leading investigative journalist of the state. The letter dealt with the recently conducted recruitment of the lecturers. Kamlesh was shocked at the content of the letter. The investigative journalist had alleged that the question paper of the exam was leaked to a few successful candidates, who had also forged their documents to appear in the exam. The letter also highlighted a nexus of middlemen, politicians, and civil servants who facilitate such illicit practices. Moreover, the investigative journalist had also attached credible proofs. Kamlesh corroborated the facts of the letters from his own sources and found the allegations to be true prima facie. Since the matter was serious and warranted immediate action, Kamlesh brought the matter to the notice of his minister. To his surprise, the minister asked him to sit over the matter for some time. Minister reasoned that bringing out this matter will bring ignominy not only to the department but also to the government. Further, the minister reasoned that cancelling the whole recruitment process will be detrimental for the education department, schools etc; also, the sincere and honest candidates who have invested a lot of time and money for preparation may also get affected negatively. He also reminded Kamlesh that the participation of the CM has already been announced. After leaving the minister's office, Kamlesh got a phone call from Minister's Personal Secretary (PS). The PS hinted to Kamlesh that the concerned candidates were closely connected to the ruling political party, and going against them may create professional troubles for Kamlesh. On the other hand, his cooperation in this matter, the PS assured, will not go unnoticed and will be handsomely rewarded. Kamlesh had just settled in his new posting. He knows that going against the wish of the Minister may cause him his present posting. What was more, Kamlesh's father is undergoing treatment in a local hospital. A shunting out from the district would mean that his father would have to be left alone to fend for himself. Further, Kamlesh's wife Priya, also a bureaucrat, is posted in the Chief Minister's Office (CMO). Kamlesh realises that his actions will also have a bearing on her career as well. a) Bring out various ethical dilemmas faced by Kamlesh. b) Consider yourself in Kamlesh's position. What are the various options available to you? c) Critically evaluate each of the option listed by you. d) Which of the above option should Kamlesh adopt and why?

Ethical Dilemmas in GovernmentCrisis Decision Making
In a landmark decision, the Supreme Court halted all mining activities in the Aravalli Hills to prevent environmental degradation and preserve the ecological balance. Despite this, illegal stone mining persisted in a border district of the affected state, facilitated by local goons and politicians. A young and dynamic Superintendent of Police (SP) takes charge in the affected district, vowing to halt the stone mining racket. During a surprise inspection, the SP's team intercepts a loaded truck with illegally mined stones attempting to escape the mining area. The confrontation turns fatal when the truck driver runs over the SP, leaving him dead at the scene. Despite filing an FIR, the police struggle to make headway in the case for months. Sahoo, an investigative journalist working for a prominent TV channel, took it upon himself to delve into the case. Within a few weeks, through interactions with locals, members of the mining mafia, and government officials, he uncovered a complex web of corruption. His investigation revealed that the stone mining operations were being conducted with the tacit approval of corrupt police officers and influential politicians. The local Member of Legislative Assembly (MLA), known to be very close to the Chief Minister, was deeply involved in the illegal activities. Sahoo compiled his findings into a comprehensive report and presented it to the Chief Managing Director (CMD) of his TV channel. However, the CMD, after reviewing the report, advised Sahoo against making the story public. He disclosed that the implicated MLA was a relative of the TV channel's owner and held a substantive unofficial share in the channel. The CMD further offered to take care of Sahoo's promotion and salary hike, as well as adjust the soft loan of 40 lakhs taken for his son's chronic illness, if Sahoo handed over the investigative report and refrained from publishing it. a) What are the ethical dilemmas being faced by Sahoo? b) What are the options available with Sahoo to cope up with the situation? Critically evaluate/examine each of the options identified by Sahoo.

Beggars are a common sight at traffic junctions and places of worship across cities in India. They are labelled as nuisance makers who often harass commuters and devotees by relentlessly pestering for money. Recently, an appeal was made in the Supreme Court to end this practice by putting a ban on begging in the national capital. However, human rights groups have advocated that banning begging is not the ideal way to end it, as the underlying socio-economic issues that lead to begging remain unresolved. In this context: (a) Bring out the moral and ethical concerns pertaining to begging in India. (b) Discuss the factors that pushes an individual to opt for begging. (c) If you pass by a beggar, what will you do - give your money to a beggar or ignore the beggar and give your spare money instead to charities that assist the most needy? Give logical reasons in support of your answer.

You have recently been posted as a Nodal Education Officer in one of the districts, where mass cheating in examinations is a regular phenomenon. Media reports have shown parents and relatives scaling school walls and buildings to pass answer chits to students taking secondary school examinations in the district. Moreover, with the advent of new technological devices, cheating in examinations has become more sophisticated and exam rules are flouted openly. On investigation, it has come to your notice that these rackets are run by many school authorities, including exam invigilators who are mostly teachers, and they are hand in glove for profits. With a shortage of staff, invigilators threaten to go on mass strikes if any action is taken. Conducting the exams, cancelling them on account of cheating and having re-exams are a loss of time and money for the government and this vicious cycle goes on. As the Nodal Education Officer of the district, address the following questions: (a) What are the ethical issues involved in the above case? (b) How will you resolve the issues in the given case? (c) What long-term strategy needs to be adopted to deal with the menace of cheating in various examinations?

You are posted as the District Magistrate in a tier-2 city. As part of routine administrative coordination, you recently conducted a performance review of key departments. The Revenue Divisional Officer (RDO) in your district was commended for resolving a large backlog of land dispute cases and digitizing over 6,000 property records in a high-conflict zone. Her work has improved grievance redressal and reduced local litigation. However, you soon receive an internal note from the General Administration Department, asking for your remarks on a "routine" proposal to transfer the RDO to a remote sub-division. No performance concerns are cited. Informally, you learn that the RDO's strict application of land laws has led to resistance from local political leaders. Some had interests in disputed religious landholdings and were reportedly unhappy with her refusal to accommodate "community sentiments." During a recent meeting, a senior MLA remarked that officers should be "more politically aware of local dynamics." The officer has not filed a formal complaint but appears demoralized. Your senior colleagues hint that this may be a "signal" to adjust administrative behaviour. Your confidential note, due in 48 hours, will influence the transfer's fate. There is no legal bar, but tenure guidelines recommend a minimum 2-year posting, and the officer is only 10 months into the role. 1. What are the administrative and ethical issues involved in the case? 2. What would be your response in the official note, and why? 3. How can senior civil servants uphold neutrality and fairness in politically sensitive postings without inviting retaliation or appearing insubordinate?
