A certain State government was running a welfare scheme for promoting safe motherhood among rural landless laborers' families. The scheme involves the transfer of funds to the beneficiaries to enable them to mitigate income loss due to maternal care responsibilities. Since its implementation, the scheme has done reasonably well on maternal health and economic indicators. You are the Director of the Department responsible for implementing and operating the scheme. Recently you have been receiving reports of welfare fraud being committed by families by producing fake bona fide. The families committed the fraud with the help of local officials responsible for scrutinizing the bonafide. You were concerned because the fraud was seriously undermining the scheme's efficiency. You called for a departmental meeting to discuss and find a solution to the problem. In the meeting, it was decided to merge several available government data sets such as Aadhar cards, voter ID cards, marriage certificates, birth certificates, bank details, and other personal assets. By merging all the data sets, the department would be able to develop the beneficiary's economic profile. And this will help the department scrutinize the documents and detect fraud. This was a comprehensive strategy, but it risked violating an individual's data privacy. As a Department head, you wanted to detect and prevent fraud, but at the same time, you were apprehensive about violating the Data privacy of the stakeholders. (a) What are the issues involved in the above case? (b) Do you think violating data privacy is justified to prevent welfare fraud? Why/ Why not? (c) What, according to you, can be the reasons for such welfare frauds happening in the country? (d) Are there any ways and means to prevent such fraud? Give your suggestions.

You are working as the Head of Ethics and Compliance in a big mobile manufacturing company that is known for its innovation and quality products. Both the customers and the shareholders are pleased with the performance of the company as they get value for their money and high returns on their investments respectively. Tin is a major component in the products manufactured by your company. It was recently brought to your attention that workers - many of them children - are working in unsafe conditions, digging tin out by hand in mines prone to landslides that could bury them alive. Country A has declared a public health emergency due to the rising number of Covid cases. Keeping in mind medical exigency, the organizers have mandated that every participating athlete as well as the attending audience should be fully vaccinated with two doses. Pratap is a data engineer working in ABC Infocom. Pratap is a sincere employee who is liked equally by his superiors, colleagues, and subordinates. One day, during the lunch hour, a few colleagues were discussing a news item. There was a rally/parade in support of the LGBTQIA+ community which was to be held on the coming Sunday. While the news item was a matter of intrigue and fun for all, Pratap was sensitive about the issue. He explained to his colleagues the importance of understanding the demands of the LGBTQIA+ for equal civil rights as enjoyed by others. Kamal, a colleague of Pratap, believed such tendencies are not in the favour of the traditional values of the society. Another employee, Sushma, said that she has heard some experts on various news channel talking about how the demands being raised by the LGBTQIA+ community are against the laws of nature. Bhanu, the sales team manager, too agreed with the majority opinion. Bhanu said that his parents believe that the inclinations of LGBTQIA+ people are a manifestation of mental illness. Pratap's reasoning in favour of equal rights for all was of no consequence to his colleagues who seemed to have a rigid attitudinal build up against the community as a whole. On the designated day when the rally was to take place, Kamal was watching the coverage of the parade live from his home. To his astonishment, he saw Pratap in the LGBTQIA+ rally. Next day at the office, when Kamal told Pratap that he saw him participating in the parade. Pratap agreed, and told Kamal that he was gay. After this incident Pratap began to see visible changes in the behaviour of not only his colleagues and subordinates but also the management of the office. While earlier all pestered Pratap to be present for various official and personal occasions, now he increasingly felt unwanted. Even his colleagues started taking their lunch separately. Pratap was earlier respected and revered by all for his sincerity and dedication. But now his professional qualities were overlooked and he became an object of amusement for all. He noticed that people started calling him by different names which he realized were a slur on his personality. Matters came to head when Pratap was overlooked for promotion. Earlier, Pratap's superiors on various occasions had told him that his good work has benefitted the organization immensely and he was due for promotion after the next appraisal. Therefore, this supersession came as a rude and disappointing shock to Pratap, and he fell into a mire of self-doubt and loathing. The conditions came to such a pass that, Pratap, was earlier a happy go lucky, caring, and a self-aware person, started remaining depressed. a) What are the qualities lacked by the colleagues and superiors of Pratap? b) What could be the possible reasons behind the negative attitude of office employees towards LGBTQIA+ community? c) As a friend of Pratap, what advice will you give him?

Littering at popular tourist destinations has become a significant environmental and ethical concern in India. A recent incident highlighted this issue when tourists were observed throwing tissue papers and a cake box on the road after celebrating a birthday. When a local politely requested them to use a nearby dustbin just 5 feet away, the tourists dismissed the appeal, claiming no dustbin was available. The situation escalated when their driver threw a plastic bag into the adjacent valley. Public reactions to the incident were divided. Some individuals commended the intervention as an effort to promote civic responsibility, emphasizing the need to protect fragile ecosystems like hill stations. Many argued that tourists must adhere to basic environmental ethics and that public spaces are a shared responsibility. Critics also highlighted the broader implications of such irresponsible behavior on the environment and local livelihoods. On the other hand, the tourists involved accused those intervening of interfering in their personal affairs, claiming their privacy was being violated. The argument that the tourists were being publicly shamed through the viral video added another layer to the ethical debate. Many questioned whether posting such incidents online, even for a social cause, was appropriate or necessary. The debate continues, with one side emphasizing the collective responsibility to preserve public spaces and the environment, while the other raises concerns about individual privacy and autonomy. (a) What are the ethical concerns associated with tourists littering at public destinations? (b) How can ethical tourism practices be integrated into policies to address issues like littering at tourist destinations? (c) Suggest a course of action that balances environmental responsibility and individual rights. Justify your answer.
