Land Port Management System (LPMS)

GS3 Internal security and border managementGS3 InfrastructurePrelims and Mains

Why in news
On 9 June 2026, Home Minister Amit Shah launched the Land Port Management System (LPMS, named 'VINIMAY') in New Delhi, a digital platform for Land Ports Authority of India ports.
What it is
LPMS is a digital platform that brings land port operations into one system. It lets government agencies and private operators exchange logistics and regulatory data in real time. It is meant to bring land ports to the level of airports and seaports.
Platform scope
LPMS gives an integrated digital platform to manage cargo, passengers and vehicles at land ports.
Gate technology
A Single Electronic Window and an ANPR-based gate operation system are expected to save time.
Expected gains
Truck waiting time is expected to fall by about 40-60% and gate processing time by 22-35%.
Operational ports
15 land ports operate now; 11 more are expected in two to three years.
Trade growth
Trade via land ports rose from Rs 5,000 crore in 2014 to Rs 83,000 crore.
What LPMS does
It offers end-to-end digital workflows for cargo and passenger processing: slot booking, payments, tracking and single-window clearances.
Integration
LPMS is linked with ICEGATE, ULIP and the motor vehicle ecosystem.
Nature of platform
It is a neutral and open platform that coordinates government agencies and private operators.
Land Ports Authority of India
LPAI is a statutory body under the Department of Border Management, Ministry of Home Affairs. It develops and manages land ports.
Ports run by LPAI
LPAI operates 15 land ports on India's borders with Pakistan, Nepal, Bhutan, Bangladesh and Myanmar.

Don’t confuse with LPMS vs Smart Borders: LPMS is a digital system for managing land port trade and movement. Smart Borders is the wider MHA strategy for securing borders, and LPMS is to become part of it.

Don’t confuse with Land Ports Authority of India vs Integrated Check Posts: ICPs are the physical border facilities. LPAI is the statutory body that develops and manages them.

Don’t confuse with LPAI vs LPMS: LPAI is the statutory body that runs land ports. LPMS is the digital platform it and other stakeholders will use.

Don’t confuse with ICEGATE vs ULIP: ICEGATE is the customs e-filing portal. ULIP is the Unified Logistics Interface Platform. LPMS links to both.

Coal Exchanges in India

GS3 Economy / EnergyPrelims and Mains

Why in news
On 9 June 2026, the Ministry of Coal announced that the Coal Exchange Rules, 2026 were published in the Official Gazette on 4 June 2026, paving the way for coal exchanges in India.
What it is
The Coal Exchange Rules, 2026 are subordinate rules under the Mines and Minerals (Development and Regulation) Act, 1957. They set up a regulated framework for online exchanges where coal, lignite and processed forms are traded through delivery-based contracts. They fix registration, governance, price discovery, surveillance and risk safeguards.
Regulator
The Coal Controller Organisation is the Authority that registers and regulates coal exchanges.
Settlement Guarantee Fund
Each exchange runs a Settlement Guarantee Fund managed by an independent committee, with at least 50% in safe, liquid instruments.
Regulator's powers
The Authority has powers of intervention, interim orders and inspection, and watches for manipulation, cartelization, insider trading and abuse of dominant position.
Who can trade
Any entity, including captive and commercial miners and small and medium non-regulated sector consumers, can trade.
Legal basis
Coal exchanges are enabled by the MMDR Amendment Act, 2025, which introduced Mineral Exchanges.
Rules
The Ministry of Coal notified the Coal Exchange Rules, 2026 to govern establishing and operating exchanges.
Validity
A registration stays valid for 25 years.
Safeguards
Exchanges offer price discovery, quality assurance through approved sampling agencies, market surveillance, and clearing and settlement backed by a settlement fund.
Fee payment
Application fees are paid through the BharatKosh Portal.
Parent law
The 2025 amendment to the MMDR Act introduced the concept of a Mineral Exchange and empowered the Centre to promote transparent trading of minerals, including coal.
Registration term
Registrations will be granted for 25 years.
Market model
The shift is from a one-to-many sales model to a many-to-many trading platform.
Who gains access
Commercial and captive miners get access to a wider pool of buyers, and public sector coal companies can also use the platform.

Don’t confuse with Coal Controller Organisation vs Coal India Ltd: The CCO is a regulatory and statistical office under the Ministry of Coal. Coal India Ltd is a public sector producer of coal.

Don’t confuse with Coal exchange vs e-auction: An exchange is a regulated platform for trading delivery-based coal contracts among many buyers and sellers. An e-auction is a sale route run by a coal seller.

Don’t confuse with Coal Controller Organisation vs Ministry of Coal: The Ministry of Coal makes the rules. The CCO, a body under the Ministry, is the authority to register and regulate exchanges.

Economy terms and data: 42 Prelims questions since 2013, rising in recent years; they test what a term or instrument means. In Mains, 12 news-triggered questions.

MMR trend
India's MMR fell from 130 (2014–16) to 87 (2022–24) per lakh live births.

Don’t confuse with PMSMA vs Janani Suraksha Yojana: PMSMA gives specialist antenatal check-ups on the 9th of each month. JSY is a cash incentive scheme to promote institutional delivery.

Don’t confuse with PMSMA vs PMMVY: PMMVY gives cash maternity benefit to pregnant and lactating women. PMSMA provides free antenatal care services, not cash.

Place in the news

Zojila Tunnel

GS3 InfrastructureGS1 GeographyPrelims and Mains

Why in news
On 9 June 2026, Union Road Transport Minister Nitin Gadkari witnessed the breakthrough of the main tunnel at the eastern portal of the Zojila Tunnel at Minamarg, Kargil district. The tunnel will give all-weather road links between Jammu & Kashmir and Ladakh.
What it is
The Zojila Tunnel is a bi-directional road tunnel on National Highway-1 between Baltal and Minamarg, across the Zojila pass in the Himalaya. It is built by NHIDCL to keep the Srinagar-Kargil-Leh road open when snow and avalanches close the pass. It is meant for civil traffic and for Army logistics to border areas.
Location
The tunnel lies between Baltal and Minamarg on National Highway-1. The eastern portal is at Minamarg in Kargil district.
Implementing agency
NHIDCL, under the Ministry of Road Transport & Highways, is involved in executing the project.
Protective structures
The project includes eight cut-and-cover sections, four bridges, 40 culverts, snow galleries, catch dams and avalanche protection structures.
Travel time
Travel time between Sonamarg and Minamarg will fall from nearly two hours to about 30 minutes.

Don’t confuse with Zojila vs Zoji La tunnel naming: Zojila is the pass between Kashmir Valley and Ladakh, near Sonamarg, Baltal and Minamarg. Fatu-La and Kela Pass are different, proposed tunnels in Ladakh.

Don’t confuse with Zojila vs Manali-Leh route tunnels: Zojila is on the Srinagar-Kargil-Leh axis. Baralacha La, Lachulung La and Tanglang La tunnels are planned on the Manali-Leh route.

Places in the news: 26 Prelims questions since 2013, rising (12% of news questions in 2022–26); they test location and why it matters.

No practice question for this one; the card may still help an answer. Why: Breakthrough of a 14 km tunnel between Baltal and Minamarg on NH-1, about ₹6,800 crore. Places are 26 of 327 Prelims questions; Mains is unlikely for a single project.

Worth revising until Prelims 2028: most news questions come within two years of the event.
