GOBARdhan National Circular Bioenergy Scheme

GS3 Energy and bioenergyGS3 Environment and waste managementPrelims and Mains

Why in news
On 6 August 2026, the Union Cabinet approved GOBARdhan, the National Circular Bioenergy Scheme for Compressed Biogas (CBG), with an outlay of Rs.23,731 crore, to run from FY 2026-27 to FY 2035-36.
What it is
GOBARdhan is a unified national scheme run by the Ministry of Petroleum and Natural Gas to scale up Compressed Biogas (CBG). It brings under one framework assured offtake, pricing, capital aid, pipelines, credit guarantee and a challenge fund. It builds on earlier efforts such as SATAT, the MDA and BAM schemes and the National Bioenergy Programme.
Affordability support
The Government will give ₹10 per kg of CBG, about ₹215 per MMBtu for CBG with 95% methane. This is not recovered from gas consumers.
Pooling of cost
CBG is pooled with other domestic gas. Earlier its cost fell only on APM gas for CNG (Transport) and PNG (Domestic). The new base is about 2.5 to 3 times larger.
Nodal ministry
The scheme is run by the Ministry of Petroleum and Natural Gas.
CBG obligation
City Gas Distribution entities must meet a CBG Obligation of 3% in 2026-27, 4% in 2027-28 and 5% from 2028-29, in CNG (Transport) and PNG (Domestic).
Administered price
A stable administered CBG price of Rs.2,110 per MMBTU, with a minimum ten-year horizon.
Capital assistance
Eligible greenfield projects get up to Rs.2 crore per tonne per day of installed CBG capacity; brownfield expansions are also eligible.
Six components
Assured offtake, stable pricing, capital assistance, pipeline infrastructure, credit guarantee support, and a CBG Ecosystem Challenge Fund.

Don’t confuse with Procurement price vs consumer price: ₹2,110 per MMBtu is what producers get. It is not what CNG or PNG consumers pay directly.

Don’t confuse with GOBARdhan vs SATAT: SATAT was the earlier initiative to set up CBG plants and buy CBG. GOBARdhan is the newer unified framework that builds on it.

Don’t confuse with CBG vs CNG: CBG is purified biogas from organic waste and is chemically equivalent to natural gas; CNG is compressed natural gas, usually fossil.

Don’t confuse with Greenfield vs brownfield: Greenfield means a new plant; brownfield means expansion of an existing one.

Law and statutory body

Drugs Rules, 1945 (Schedule H, H1, X advertising curbs)

GS2 HealthGS3 RegulationPrelims and Mains

Why in news
On 6 August 2026 the Union Health Ministry announced amendments to the Drugs Rules, 1945 (G.S.R. 756(E), dated 16 October 2025). They let Licensing Authorities debar applicants who submit fake or fabricated data.
What it is
Schedule M of the Drugs Rules, 1945 sets Good Manufacturing Practices (GMP) and requirements for premises, plant and equipment for pharmaceutical products. The Drugs Rules are framed under the Drugs and Cosmetics Act, 1940. Schedule M has been revised to bring Indian manufacturers closer to international GMP norms.
Proposing instrument
The amendment is proposed through G.S.R. No. 953(E) dated 28 October 2026, issued by the Health Ministry.
Grade A areas
These are critical zones in sterile manufacturing where exposed products, containers and sterilised components are handled.
Investigation trigger
Any microbial growth detected in Grade A areas would be treated as a trigger for investigation, following WHO guidance.
Consultation
Stakeholders and the public can send objections and suggestions to the Under Secretary (Drugs Regulation) of the Health Ministry.
Parent law
The Drugs Rules, 1945 are made under the Drugs and Cosmetics Act, 1940.
Gap addressed
Existing curbs cover manufacturers only; sellers were not explicitly covered.
Advisory body
The proposal follows the 93rd meeting of the Drugs Technical Advisory Board, held on 16 February 2026.
Consultation period
Objections and suggestions are invited within 30 days of the Gazette copies being made available to the public.
New power
The Licensing Authority can debar further applications by entities that submit fake or fabricated data.
Scope
It applies to all applications filed under the various provisions of the Drugs Rules, 1945.
Earlier position
Earlier, the penalties were rejection of the application and/or cancellation of existing licences.
Safeguards
A show-cause notice must be issued before any such action, and an appeal is provided.
Parent Act
The Rules are made under the Drugs and Cosmetics Act, 1940.

Don’t confuse with Schedule M vs Schedules H, H1, X: Schedule M deals with manufacturing practices (GMP) and premises. Schedules H, H1 and X list prescription-only drugs and control their sale.

Don’t confuse with Schedule H vs H1 vs X: All are prescription-only lists. H1 (e.g. certain antibiotics) and X (e.g. narcotic and psychotropic substances) carry stricter record-keeping and storage rules.

Don’t confuse with Drugs Rules, 1945 vs Drugs and Cosmetics Act, 1940: The Act is the parent law passed by Parliament; the Rules are subordinate legislation made by the executive under it.

Don’t confuse with Drugs and Cosmetics Act, 1940 vs Drugs Rules, 1945: The Act is the parent law passed by Parliament. The Rules are subordinate legislation made under it by the Government, and amended by G.S.R. notifications.

Laws, judgments and statutory bodies: 30 Prelims questions since 2013 (what the law says, who chairs, legal basis). In Mains, 44 news-triggered questions, most in GS2, asking for provisions and challenges.

Law and statutory body

IT Act, 2000 and AI deepfake regulation

GS3 Cyber securityGS2 GovernancePrelims and Mains

Why in news
On 5 August 2026 the MoS for Electronics and IT told the Lok Sabha how the IT Act, BNS and the amended IT Rules, 2021 address AI deepfakes. The release was posted on 6 August 2026.
What it is
The IT Act, 2000 is India's main law on cyber offences and electronic records. It works with the IT (Intermediary Guidelines and Digital Media Ethics Code) Rules, 2021, which set due diligence duties for platforms. Section 79 gives intermediaries a safe harbour from liability for third-party content, but only if they follow these duties.
Amendment of IT Rules
On 10 February 2026 the IT Rules, 2021 were amended to cover synthetically generated information, including deepfakes. Permissible AI content must carry clear labels and traceable metadata.
Takedown timeline
The time to remove unlawful information on a government or court intimation was cut from 36 hours to 3 hours.
Loss of safe harbour
An intermediary that fails to follow the IT Rules loses its Section 79 exemption for third-party information and can face prosecution.
SSMI threshold
Social media intermediaries with 50 lakh or more registered users in India are Significant Social Media Intermediaries. They have extra duties such as compliance reports and local officers.
Section 69A
Section 69A of the IT Act allows blocking orders to intermediaries for specific information or links.
Constitutional basis
Police and public order are State subjects under the Seventh Schedule. States and UTs are primarily responsible for investigating and prosecuting cybercrime.

Don’t confuse with Section 69A vs Section 79: Section 69A lets the government order blocking of specific content. Section 79 is the intermediary's safe harbour, which is lost if due diligence is not followed.

Don’t confuse with IT Act vs IT Rules, 2021: The IT Act is the parent law passed by Parliament. The IT Rules are subordinate rules made under it, and the deepfake labelling duties come through the Rules.

Laws, judgments and statutory bodies: 30 Prelims questions since 2013 (what the law says, who chairs, legal basis). In Mains, 44 news-triggered questions, most in GS2, asking for provisions and challenges.

No practice question for this one; the card may still help an answer. Why: Lasting legal topic; the release only lists existing provisions, so it adds little new for a question.

Worth revising until Prelims 2028: most news questions come within two years of the event.

International relations

Act East Policy and NE connectivity projects

GS2 International relationsGS3 InfrastructurePrelims and Mains

Why in news
On 6 August 2026, the Minister of State for DoNER told the Rajya Sabha how Act East Policy projects are linking the Northeast with Southeast Asia, including the Kaladan project, the IMT Trilateral Highway and the North East Economic Corridor task force report.
What it is
The Act East Policy is India's approach to economic and strategic engagement with the Indo-Pacific and Southeast Asia. It puts the Northeast at the centre as India's land gateway to ASEAN. Cross-border roads, waterways, Integrated Check Posts and Border Haats are its main tools for connectivity and trade.
Kaladan road link
The road part is a 109 km two-lane highway from Paletwa in Myanmar to Zorinpui in Mizoram.
Trade infrastructure
Integrated Check Posts and Border Haats strengthen trade links between the Northeast and Southeast Asia.
Kaladan route
Kaladan links Kolkata port to Sittwe port in Myanmar, then by the Kaladan river to Paletwa, then by road to Mizoram.

Don’t confuse with Act East vs Look East: Look East (1991) was an economic outreach to Southeast Asia. Act East (2014) adds strategic and security links and covers the wider Indo-Pacific, with stress on Northeast connectivity.

Don’t confuse with Kaladan vs IMT Highway: Kaladan is a multi-modal route (sea, river, road) from Kolkata to Mizoram via Myanmar. The IMT Highway is a road route from Moreh in Manipur to Mae Sot in Thailand via Myanmar.

International bodies and relations: the largest group of news questions in Prelims (61 since 2013), often about background, members and location. In Mains, 27 news-triggered questions, mostly on India's interests.

No practice question for this one; the card may still help an answer. Why: Lasting topic: Kaladan project and IMT Trilateral Highway. International items are 61 of 327 Prelims questions, but this reply gives mostly status updates.

Worth revising until Prelims 2028: most news questions come within two years of the event.
