Drugs and Cosmetics Act, 1940 (Section 26A) and FDC restrictions

GS2 HealthGS3 Science and TechnologyPrelims and Mains

Why in news
On 22 August 2026, the Health Ministry announced restrictions on all Fixed Dose Combinations of Chlorpheniramine Maleate and Phenylephrine Hydrochloride, with a warning against use in children below four years.
What it is
The Drugs and Cosmetics Act, 1940 regulates the import, manufacture, sale and distribution of drugs and cosmetics in India. Section 26A lets the Central Government prohibit or restrict a drug in the public interest. A Fixed Dose Combination (FDC) puts two or more active drug ingredients in one fixed ratio in a single dosage form.
Legal provision used
The notification was issued under Section 26A of the Drugs and Cosmetics Act, 1940, in the interest of public health.
Advisory process
The decision followed recommendations of an Expert Committee and the Drugs Technical Advisory Board (DTAB).
Labelling requirement
The warning must appear on the label, package insert and promotional literature.
DTAB
DTAB is the statutory technical body under the Drugs and Cosmetics Act that advises the Central and State Governments on technical matters.

Don’t confuse with DTAB vs DCC: DTAB advises on technical matters; the Drugs Consultative Committee (DCC) promotes uniform administration of the Act across States.

Laws, judgments and statutory bodies: 30 Prelims questions since 2013 (what the law says, who chairs, legal basis). In Mains, 44 news-triggered questions, most in GS2, asking for provisions and challenges.

National Animal Disease Control Programme (NADCP)

GS3 AgricultureGS2 HealthPrelims and Mains

Why in news
On 22 August 2026, PIB published a explainer on NADCP, reporting 147.16 crore FMD doses given and FMD outbreaks down from 132 (2019) to 40 (2025).
What it is
The National Animal Disease Control Programme is a Centre-backed scheme of the Department of Animal Husbandry and Dairying. It aims to control and eventually eradicate Foot and Mouth Disease and Brucellosis in livestock through mass vaccination and surveillance. It was launched in 2019.
Launch and diseases
NADCP was launched in September 2019 to control and eradicate FMD and Brucellosis by nationwide vaccination.
Vaccination targets
FMD vaccination twice a year for all livestock; Brucellosis vaccine once in a lifetime for female bovine calves aged 4-8 months.

Don’t confuse with FMD vs Brucellosis: FMD is a viral disease of cloven-hoofed animals; Brucellosis is a bacterial reproductive disease of cattle and buffaloes, also affecting humans.

Don’t confuse with Sero-surveillance vs sero-monitoring: Sero-surveillance assesses antibody prevalence across a population; sero-monitoring tracks antibody levels over time.

Schemes: 52 Prelims questions since 2013, 10 in Prelims 2026 alone. They test features, the period and who funds it. In Mains, 33 news-triggered questions, mostly GS3.

Scheme

Employees' Enrolment Campaign 2026 (EPFO)

GS3 Economy · Social securityGS2 Welfare schemesPrelims and Mains

Why in news
On 22 August 2026, EPFO urged establishments to use the Employees' Enrolment Campaign 2026, open from 29 June to 31 October 2026, to enrol employees left out of EPF coverage.
What it is
The Employees' Enrolment Campaign 2026 is a time-bound, voluntary compliance window run by EPFO. It lets employers regularise past non-enrolment of eligible employees, with relaxations on past dues. It aims to widen provident fund, pension and insurance coverage.
Period covered
It covers employees left out of EPF coverage between 1 April 2009 and 31 March 2026.
Eligible employees
Only employees who are alive and still working with the establishment on the date of declaration can be enrolled.
Relaxation
The employee's share is waived where it was not deducted earlier, subject to conditions.
Process
A Face Authentication-based UAN is generated through the UMANG App, and contributions are remitted through the ECR.

Don’t confuse with EEC 2026 vs ELI scheme: EEC 2026 is a compliance window to enrol left-out employees. The Employment Linked Incentive scheme is a separate scheme that gives incentives for jobs.

Schemes: 52 Prelims questions since 2013, 10 in Prelims 2026 alone. They test features, the period and who funds it. In Mains, 33 news-triggered questions, mostly GS3.

No practice question for this one; the card may still help an answer. Why: Time-limited one-off campaign on EPF coverage. Related to EPF schemes already on file, but few lasting facts for a statement.

Worth revising until Prelims 2028: most news questions come within two years of the event.

Darjeeling Hills Political Solution and Gorkha Demands

GS2 Polity · FederalismPrelims and Mains

Why in news
On 22 August 2026, Union Home Minister Amit Shah chaired a meeting in Siliguri with West Bengal's Chief Minister and hill stakeholders. He promised a permanent political solution under the Constitution and a committee under interlocutor Pankaj Kumar Singh to finalise the agreement.
What it is
The Darjeeling hills demand a distinct identity and a permanent political arrangement for the Gorkha population, a demand running since the 1980s. It has been handled through the Darjeeling Gorkha Hill Council (1988), the Gorkhaland Territorial Administration (2011) and repeated tripartite talks. Statehood (Gorkhaland) and Sixth Schedule status are the demands most often raised.
Meeting
The Union Home Minister chaired the meeting at Siliguri with the West Bengal Chief Minister and hill representatives present.
Demands taken up
Demands were a distinct identity, a permanent political solution and recognition under the Constitution.
Promise
The Home Minister promised a permanent political solution soon, within the Constitution.
Committee
A committee under Pankaj Kumar Singh, former deputy NSA and current interlocutor, will finalise details of the final agreement.
Constitutional route for new states
Under Article 3, Parliament can form a new state or alter state boundaries by law, after the President refers the bill to the state legislature for its views.

Don’t confuse with Gorkhaland Territorial Administration vs Darjeeling Gorkha Hill Council: The DGHC (1988) was the first hill body; the GTA (2011) replaced it as a semi-autonomous body created under a tripartite agreement and a West Bengal Act.

Don’t confuse with Article 3 vs Sixth Schedule: Article 3 deals with creating or altering states. The Sixth Schedule provides autonomous district councils in tribal areas of Assam, Meghalaya, Tripura and Mizoram.

Laws, judgments and statutory bodies: 30 Prelims questions since 2013 (what the law says, who chairs, legal basis). In Mains, 44 news-triggered questions, most in GS2, asking for provisions and challenges.

No practice question for this one; the card may still help an answer. Why: Lasting federal issue (Sixth Schedule, statehood, Gorkha identity). The release is a meeting with only promises, no decision, so no question yet.

Worth revising until Prelims 2028: most news questions come within two years of the event.

Siliguri Corridor (Chicken's Neck) Security

GS3 Internal security · Border managementGS1 GeographyPrelims and Mains

Why in news
On 22 August 2026, Union Home Minister Amit Shah reviewed the security of the Siliguri Corridor with central and West Bengal officials, including the Chief Minister. He directed agencies to finish pending infrastructure and stop illegal immigration.
What it is
The Siliguri Corridor, called the Chicken's Neck, is a narrow strip of land in northern West Bengal. It links the north-eastern states with the rest of India. It lies between Nepal and Bangladesh, close to Bhutan and China's Chumbi Valley, which makes it strategically sensitive.
Review meeting
The review included MHA, MoRTH, Army, BSF, SSB and RPF, with West Bengal's Chief Secretary and DGP. The state CM also attended.
MAC's focus group
The Multi Agency Centre's Standing Focus Group on Siliguri Corridor presented progress and recommendations.
Quadrangular approach
Shah asked all agencies to implement the quadrangular approach to border security fully.
Location
The corridor is in West Bengal near Siliguri. It is about 20-22 km wide at its narrowest and borders Nepal and Bangladesh.
Neighbours
Bhutan lies to the north-east of the corridor, and Sikkim to the north. The Chumbi Valley of Tibet (China) is nearby.

Don’t confuse with Siliguri Corridor vs Wakhan Corridor: The Siliguri Corridor is an Indian land link in West Bengal. The Wakhan Corridor is a strip of Afghanistan reaching China.

Places in the news: 26 Prelims questions since 2013, rising (12% of news questions in 2022–26); they test location and why it matters.

No practice question for this one; the card may still help an answer. Why: Siliguri Corridor is a lasting security and geography topic. Place questions are 8% of Prelims, but this release is a review meeting with no new decision.

Worth revising until Prelims 2028: most news questions come within two years of the event.
