Question 59: Polity and Governance

The provisions in Fifth Schedule and Sixth Schedule in the Constitution of India are made in order to

aprotect the interests of Scheduled Tribes
bdetermine the boundaries between States
cdetermine the powers, authority and responsibilities of Panchayats
dprotect the interests of all the border States

AnswerUPSC’s answer is (a).

The Fifth Schedule governs the administration and control of Scheduled Areas and Scheduled Tribes in States other than Assam, Meghalaya, Tripura and Mizoram. The Sixth Schedule provides for the administration of tribal areas in those four North-Eastern States through autonomous district councils. Both aim to protect the interests of Scheduled Tribes, including their land and customs.

Why each option is right or wrong
  • (a) Correct: both Schedules protect Scheduled Tribes.
  • (b) Boundaries between States are settled by Parliament under Articles 3 and 4, not by these Schedules.
  • (c) The Eleventh Schedule lists Panchayat powers.
  • (d) Border States are not the subject of these Schedules.

Answer: UPSC’s key. Explanation: written by UPSC Grade, not by UPSC.
