Postal Exports: Duty Drawback, RoDTEP and RoSCTL

GS3 Economy · Export incentivesPrelims and Mains

Why in news
On 15 January 2026, CBIC extended Duty Drawback, RoDTEP and RoSCTL benefits to exports sent by post in electronic form. The change was made through Notification No. 07/2026-Customs (N.T.), and the release was issued on 16 January 2026.
What it is
Duty Drawback, RoDTEP and RoSCTL are export incentive schemes. They refund or remove taxes and duties embedded in exported goods so that taxes are not exported. Until now, exporters shipping by post could not claim them. The postal route is mainly used by small exporters and MSMEs selling through cross-border e-commerce.
Schemes extended
Duty Drawback, RoDTEP and RoSCTL now apply to goods exported by post in electronic form, from 15 January 2026.
Legal instrument
The Postal Export (Electronic Declaration and Processing) Regulations, 2022 were amended by Notification No. 07/2026-Customs (N.T.). Circular No. 01/2026-Customs explains the operational details.
Foreign Post Offices
India has 28 Foreign Post Offices notified under Section 7 of the Customs Act, 1962.
Foreign Trade Policy 2023
It has a dedicated chapter, 'Promoting Cross-Border Trade in the Digital Economy', covering courier, post, e-commerce export hubs and Dak Niryat Kendras.
IGST refund automation
Automation of IGST refunds for postal exports was implemented in September 2024.

Don’t confuse with RoDTEP vs RoSCTL: RoDTEP refunds embedded central, state and local duties and taxes on exported products. RoSCTL rebates state and central taxes and levies on apparel and made-ups exports.

Don’t confuse with Duty Drawback vs RoDTEP: Drawback returns customs and central excise duties on inputs used in exports. RoDTEP covers other embedded taxes not refunded elsewhere.

Economy terms and data: 42 Prelims questions since 2013, rising in recent years; they test what a term or instrument means. In Mains, 12 news-triggered questions.

No practice question for this one; the card may still help an answer. Why: Export incentive schemes extended to postal exports from 15 Jan 2026. Economy terms are 13% of news-linked Prelims questions, but facts here are thin for a statement.

Worth revising until Prelims 2027: most news questions come within two years of the event.

In the news

Vande Bharat Express

GS3 Infrastructure · RailwaysPrelims and Mains

Why in news
On 16 January 2026, PIB published a explainer on the Vande Bharat Express. It notes 164 services running till December 2025 and the Vande Bharat Sleeper due in January 2026.
What it is
Vande Bharat Express is India's first indigenously designed and built semi-high-speed, self-propelled trainset. It replaces the locomotive-hauled model with an integrated trainset and is made at the Integral Coach Factory. It began service in 2019 on inter-city chair-car routes. The sleeper version extends the platform to overnight long-distance travel.
First sleeper version
The first Vande Bharat Sleeper train runs between Howrah and Guwahati (Kamakhya), flagged off at Malda Town station.
Features
The sleeper train is fully air-conditioned and offers an airline-like experience at economical fares.
Time saved
It cuts travel time on the Howrah–Kamakhya route by about 2.5 hours.
Scale of fleet
The PM said more than 150 Vande Bharat trains now run across the country.
Amrit Bharat Express
Four new Amrit Bharat Express trains were flagged off, linking North Bengal with South and West India.
Maker
Vande Bharat trainsets were first built at the Integral Coach Factory, Chennai, and began service in 2019 (Delhi–Varanasi).
Manufacturer and localisation
Built at the Integral Coach Factory with about 90% localisation, in line with Make in India.
Kavach
Kavach is India's indigenous Automatic Train Protection system, certified to SIL-4, which applies brakes automatically to prevent collisions and overspeeding.

Don’t confuse with Vande Bharat vs Amrit Bharat Express: Vande Bharat is a semi-high-speed, self-propelled trainset. Amrit Bharat is a push-pull, non-AC-focused service for affordable long-distance travel.

Don’t confuse with Design speed vs operating speed: Vande Bharat 2.0 is designed for 180 kmph but operates at up to 160 kmph, subject to route readiness.

Don’t confuse with Rajdhani vs Shatabdi: Rajdhani began in 1969 for overnight travel; Shatabdi began in 1988 for daytime travel.

No practice question for this one; the card may still help an answer. Why: Lasting railway topic with fleet targets and the first Sleeper launch, but UPSC rarely sets questions on train services.

Worth revising until Prelims 2027: most news questions come within two years of the event.

Startup India Recognition Framework (DPIIT)

GS3 EconomyPrelims and Mains

Why in news
On 16 January 2026, National Startup Day, Startup India completed ten years. DPIIT announced results of the fifth National Startup Awards and the fifth States' Startup Ranking at Bharat Mandapam, New Delhi.
What it is
Startup India recognition is given by DPIIT under the Ministry of Commerce and Industry. Recognised entities can access benefits under the Startup India initiative, which was launched in 2016. The criteria fix limits on age, turnover and type of entity.
Turnover limit
The general turnover limit for recognition rose from ₹100 crore to ₹200 crore.
Deep Tech category
A new sub-category of Deep Tech Startup has been created. Its age limit is 20 years instead of 10, and its turnover limit is ₹300 crore.
Cooperatives
Multi-State Cooperative Societies and State/UT registered cooperative societies are now eligible, subject to other criteria.
Recognising body
DPIIT, under the Ministry of Commerce and Industry, recognises startups.
Launch
Startup India was launched on 16 January 2016 by the Prime Minister.
National Startup Day
16 January was declared National Startup Day in 2022.
National Startup Awards
The fifth edition of the awards has 20 categories, including Tier II and III cities and deep tech.
Scale
More than two lakh startups are recognised by DPIIT, and about 44,000 were registered in 2025, the highest in a single year.
Lead agency
DPIIT under the Ministry of Commerce and Industry leads Startup India.
Fund of Funds for Startups
FFS has a corpus of ₹10,000 crore, is managed by SIDBI, and invests through SEBI-registered AIFs, which then invest in startups.
Credit Guarantee Scheme for Startups
CGSS gives collateral-free loans to startups through eligible institutions and is run by NCGTC.
Startup India Seed Fund Scheme
SISFS has a corpus of ₹945 crore. It funds proof of concept, prototyping, product trials, market entry and commercialisation.
States' Startup Ranking Framework
SRF rates states and UTs on startup-friendly policies, promoting competitive federalism.

Don’t confuse with Startup recognition vs MSME registration: Startup recognition is by DPIIT (Commerce). MSME registration (Udyam) is under the Ministry of MSME.

Don’t confuse with National Startup Awards vs States' Startup Ranking: The Awards recognise individual startups. The Ranking assesses how well States and UTs support startup growth.

Don’t confuse with Fund of Funds for Startups vs the ₹1 lakh crore RDI fund: The Fund of Funds gives seed capital to startups through funds. The ₹1 lakh crore fund announced by the PM is for research, development and innovation in deep tech.

Don’t confuse with Startup India vs Atal Innovation Mission: Startup India is led by DPIIT (Commerce); AIM is a NITI Aayog initiative focused on innovation culture, including Atal Tinkering Labs.

Don’t confuse with SISFS vs Fund of Funds for Startups: SISFS funds early-stage startups through incubators (₹945 crore). FFS invests through SEBI-registered AIFs and is managed by SIDBI (₹10,000 crore).

Economy terms and data: 42 Prelims questions since 2013, rising in recent years; they test what a term or instrument means. In Mains, 12 news-triggered questions.

Law and statutory body

Seeds Act, 1966 and SATHI Portal

GS3 Agriculture inputsPrelims and Mains

Why in news
On 16 January 2026, Union Agriculture Minister Shivraj Singh Chouhan briefed the media on the proposed Seed Act 2026, which would replace the Seeds Act, 1966 with a law built on traceability, registration and higher penalties.
What it is
The Seeds Act, 1966 regulates the quality of seeds sold in India. The Seed Rules, 1968 and the Seeds (Control) Order, 1983 work with it, and the States enforce them through Seed Inspectors. SATHI is a portal for tracing seeds through the supply chain.
Enforcement by States
State Governments appoint Seed Inspectors. They inspect outlets, draw samples, cancel licences, seize stock, order stop-sale and prosecute.
SATHI portal
SATHI stands for Seed Authentication, Traceability & Holistic Inventory. It gives end-to-end digital traceability of seeds across the supply chain.
Seed dealer licence
A seed business needs a dealer licence under clause 3 of the Seeds (Control) Order, 1983, issued by the State Government.
Cotton seed price control
The Cotton Seeds Price (Control) Order, 2015 is issued under the Essential Commodities Act, 1955. It fixes the maximum sale price of Bt cotton seed every year.
Traceability
A nationwide traceability system is proposed. Each seed packet will carry a QR code showing its origin.
Registration
Every seed company must be registered, and unauthorised sellers will not be allowed to sell seeds.
Penalty
The old law allowed a penalty of up to ₹500. The proposal is a fine of up to ₹30 lakh.
Imprisonment
Deliberate production or sale of substandard seeds could attract up to three years in prison and a fine of up to ₹30 lakh.
Farmers' own seeds
Farmers can sow their own seeds and share them with other farmers. Traditional local seed exchange is not restricted.

Don’t confuse with Seeds Act vs PPV&FR Act: The Seeds Act, 1966 regulates the quality of seed sold. The PPV&FR Act, 2001 protects plant varieties and the rights of breeders and farmers.

Don’t confuse with Seeds Act, 1966 vs Seeds (Control) Order, 1983: The Act is the main law on seed quality. The Control Order, 1983 is subordinate legislation made under the Essential Commodities Act, 1955 that regulates seed sale and dealing.

Don’t confuse with Seed Act 2026 vs Seeds Act, 1966: The 2026 Act is only proposed. The 1966 Act is the law in force.

Laws, judgments and statutory bodies: 30 Prelims questions since 2013 (what the law says, who chairs, legal basis). In Mains, 44 news-triggered questions, most in GS2, asking for provisions and challenges.

No practice question for this one; the card may still help an answer. Why: Proposed new seed law with penalty up to Rs 30 lakh, QR traceability and mandatory registration. Still a proposal, so too early for a question.

Worth revising until Prelims 2027: most news questions come within two years of the event.

Bharat Tribal Health Observatory (Project DRISTI)

GS2 Health · Tribal welfarePrelims and Mains

Why in news
On 16 January 2026 at Hyderabad, the Ministry of Tribal Affairs signed an MoU with ICMR-RMRC Bhubaneswar to set up the Bharat Tribal Health Observatory under Project DRISTI. It also began a national capacity building programme for tribal healers.
What it is
The Bharat Tribal Health Observatory (B-THO) is planned as a national body for tribe-wise health data and research under Project DRISTI. Focus diseases
The observatory will do tribe-disaggregated surveillance and implementation research, focusing on malaria, leprosy and tuberculosis in tribal districts.
Healer target
The Ministry targets formal recognition and enabling of one lakh tribal healers as health partners.
Related schemes
MoTA cited the National Sickle Cell Anaemia Elimination Mission, PM-JANMAN and DAJGUA as its health-disparity initiatives.
Sickle cell goal
The national goal is to eliminate sickle cell disease by 2047.
Odisha model
The Odisha Tribal Family Health Survey and the Tribal Health Observatory in Odisha are the earlier models for tribe-disaggregated data.
Partner institute
The MoU is between the Ministry of Tribal Affairs and ICMR-Regional Medical Research Centre, Bhubaneswar.
What it will do
It will institutionalise tribe-disaggregated health surveillance, implementation research and disease elimination work in tribal districts.
Digital platform and survey
The MoU supports a secure digital surveillance platform with dashboards and GIS analytics, and the Bharat Tribal Family Health Survey (BTFHS).
Alignment with national programmes
Implementation research will align with NTEP and NCVBDC.
Healers' programme
India's first national capacity-building programme for tribal healers is to integrate them as community-level partners in public health.
Related ministry efforts
The ministry also runs the National Sickle Cell Anaemia Elimination Mission, PM JANMAN and DAJGUA.

Don’t confuse with PM-JANMAN vs DAJGUA: PM-JANMAN targets Particularly Vulnerable Tribal Groups; Dharti Aaba Janjatiya Gram Utkarsh Abhiyan covers tribal-majority and tribal villages more broadly.

Don’t confuse with ICMR vs ICMR-RMRC: ICMR is the apex health research body; RMRC Bhubaneswar is one of its regional centres and is the partner here.

Don’t confuse with B-THO vs BTFHS: B-THO is the observatory (institution); BTFHS is a survey it will roll out.

Don’t confuse with PM JANMAN vs DAJGUA: PM JANMAN focuses on PVTGs; DAJGUA is a wider tribal village development mission. Both are separate from DRISTI.

Schemes: 52 Prelims questions since 2013, 10 in Prelims 2026 alone. They test features, the period and who funds it. In Mains, 33 news-triggered questions, mostly GS3.

No practice question for this one; the card may still help an answer. Why: First National Tribal Health Observatory via MoU with ICMR-RMRC Bhubaneswar and healers' programme. Schemes are 16% of Prelims questions, but facts here are few.

Worth revising until Prelims 2027: most news questions come within two years of the event.

Law and statutory body

Lokpal and Lokayuktas Act, 2013

GS2 Polity · Accountability bodiesPrelims and Mains

Why in news
The Lokpal of India observed its Foundation Day on 16 January 2026 at its New Delhi office, and inaugurated a new IT infrastructure and Data Centre for paperless handling of complaints.
What it is
The Lokpal is the national anti-corruption ombudsman created under the Lokpal and Lokayuktas Act, 2013. It inquires into corruption allegations against public functionaries, including at the highest level. The Act also requires States to set up Lokayuktas.
Current Chairperson
Justice A. M. Khanwilkar is the Chairperson of the Lokpal.
Digital upgrade
A new IT infrastructure and Data Centre was inaugurated to digitise complaint processing.
Composition
The Lokpal has a Chairperson and up to eight Members, of whom at least half are judicial members.
Appointment
The President appoints the Chairperson and Members on the recommendation of a selection committee headed by the Prime Minister.
Lokayuktas
The 2013 Act requires every State to establish a Lokayukta within one year of the Act's commencement.

Don’t confuse with Lokpal vs Lokayukta: Lokpal works at the Union level. Lokayuktas are State bodies, set up under State laws as the 2013 Act requires.

Don’t confuse with Lokpal vs CVC: The Lokpal is a statutory ombudsman for corruption complaints against public functionaries. The CVC is the statutory body overseeing vigilance in central government bodies.

Laws, judgments and statutory bodies: 30 Prelims questions since 2013 (what the law says, who chairs, legal basis). In Mains, 44 news-triggered questions, most in GS2, asking for provisions and challenges.

No practice question for this one; the card may still help an answer. Why: Lokpal was established when Section 3 came into force on 16 January 2014. Statutory bodies are only 7 of 327 Prelims questions, and this is a foundation day.

Worth revising until Prelims 2027: most news questions come within two years of the event.

Commission for Air Quality Management (CAQM)

GS3 Environment / PollutionGS2 Statutory bodiesPrelims and Mains

Why in news
On 16 January 2026, CAQM's GRAP Sub-Committee invoked Stage-III of GRAP across the entire NCR with immediate effect, as Delhi's AQI rose to 354 and was forecast to turn 'Severe'.
What it is
CAQM is the statutory body for air quality management in the NCR and adjoining areas, set up under a 2021 law. It replaced the EPCA and can issue binding directions. GRAP is the Graded Response Action Plan, a set of stage-wise emergency measures that CAQM's Sub-Committee triggers as air quality worsens.
Trigger
The Sub-Committee on GRAP reviewed air quality and IMD/IITM forecasts on 6 November 2026 before invoking Stage-III.
AQI data source
The daily AQI bulletin of the CPCB put Delhi at 382, in the 'Very Poor' category.
Cumulative stages
Stage-III actions apply in addition to Stage-I and Stage-II actions already in force.
Implementing agencies
Pollution Control Boards of NCR States and the DPCC must ensure strict implementation of all three stages.
Legal basis
CAQM was set up under the Commission for Air Quality Management in National Capital Region and Adjoining Areas Act, 2021, and replaced the EPCA.
PAVAN full form
PAVAN stands for Platform for Air quality Vigilance and Analytics for NCR. It is the name of CAQM's Integrated Command and Control Centre (I3C).
Data integrated
The platform uses over 30 APIs and data streams, including air quality, emissions, weather, satellite, camera, mobility, complaint and compliance data.
Working principle
The centre works on 'Detect, Analyse, Act'. Deviations from norms or Statutory Directions trigger alerts and escalation to the concerned agency.
States covered
The State Action Plan module covers Delhi, Haryana, Punjab, Rajasthan and Uttar Pradesh.
Industries covered
The order covers all 17 highly polluting categories identified by CPCB, Red Category medium and large air-polluting industries, food and textile units with boilers or thermic fluid heaters, and metal units with furnaces.
Camera placement
Cameras must cover fuel-feeding points, gas meters, stack emissions and OCEMS sampling ports, and fume extraction areas where applicable.
Live feed
Video must stream continuously in real time using RTSP to the servers or portals of CPCB, the SPCBs and DPCC.
Enforcement
The State Governments of Haryana, Uttar Pradesh and Rajasthan and the GNCTD, with CPCB and the SPCBs/DPCC, must ensure implementation.
State split
Punjab has 18 districts and Haryana has 16 districts covered.
Reporting
Squads report the ground situation and steps taken to the CAQM Cell daily. The cell is at SAS Nagar.
Predecessor
CAQM replaced the Supreme Court-appointed Environment Pollution (Prevention and Control) Authority (EPCA) for the NCR.
Revised GRAP size
The revised GRAP has 48 actions: 25 in Stage-I, 8 in Stage-II, 10 in Stage-III and 5 in Stage-IV.
Shift of actions to Stage-I
Actions on DG sets and entry of BS-IV and below buses moved from Stage-II to Stage-I.
Sonipat added
Restrictions on older LMVs (BS-III petrol, BS-IV diesel) now extend to Sonipat, along with the existing HVD districts.
C&D portal monitoring
The web-portal monitoring of dust control at C&D sites extends to eligible projects beyond municipal limits; the 500 sq m plot threshold is unchanged.
Technical Members
The ACC approved two full-time Technical Members for three years or until age 70, whichever is earlier.
Direction
Statutory Direction No. 98 sets a uniform PM emission limit of 50 mg/Nm³ for identified industries in Delhi-NCR.
Basis
The standard rests on CPCB recommendations, IIT Kanpur studies and a CPCB Technical Committee.
Timelines
Large and medium industries must comply from 1 August 2026; the remaining industries from 1 October 2026.
Who implements
NCR State Governments, the Delhi Government, the Pollution Control Boards of Haryana, Uttar Pradesh and Rajasthan, and the Delhi Pollution Control Committee must implement it.
Main pollutant
PM2.5 is the dominant pollutant affecting Delhi's AQI. Both local emissions and transboundary movement across the airshed matter.
Direction on stubble
Direction No. 96 of 13.02.2026 mandates time-bound implementation of State Action Plans to end wheat stubble burning in 2026.
States addressed
The Direction is addressed to Punjab, Haryana and Uttar Pradesh. Delhi (GNCTD) and Rajasthan are only advised to make efforts.
Fire count, April-May 2025
Fire events recorded in the wheat season were 10207 in Punjab, 1832 in Haryana and 259 in the NCR districts of Uttar Pradesh. The standard protocol was developed by ISRO/IARI.
Parali Protection Force
States must set up a dedicated Parali Protection Force at district or block level to monitor and guard against open burning.
Support for small farmers
CRM machines must be available rent-free to small and marginal farmers through Custom Hiring Centres (CHCs).
Who invoked Stage-IV
The Sub-Committee on GRAP of CAQM took the decision at an urgent evening meeting.
Stage-IV trigger
Stage-IV is the 'Severe+' category, with Delhi's AQI above 450. It was invoked proactively, before that level was reached, and applies on top of Stages I-III.
Stage-III band
Stage-III of GRAP is for 'Severe' air quality (AQI 401-450). It was invoked early, as a proactive measure, while the AQI was still 'Very Poor'.
Legal basis of CAQM
CAQM is a statutory body created under the Commission for Air Quality Management in National Capital Region and Adjoining Areas Act, 2021, replacing EPCA.

Don’t confuse with CAQM vs EPCA: EPCA was the earlier body set up under the Environment (Protection) Act, 1986 on Supreme Court direction. CAQM is a statutory commission under its own 2021 Act and replaced EPCA.

Don’t confuse with CAQM vs CPCB: CPCB publishes the AQI bulletin and monitors air quality nationally. CAQM issues binding directions for the NCR and adjoining areas.

Don’t confuse with CPCB vs SPCB/DPCC: CPCB is the central pollution control body. SPCBs and DPCC are state and Delhi bodies that monitor compliance locally.

Don’t confuse with CAAQMS vs manual stations: CAAQMS are continuous ambient air quality monitoring stations giving real-time data. Manual stations sample periodically.

Don’t confuse with In-situ vs ex-situ management: In-situ management treats residue in the field itself. Ex-situ management removes the straw for other uses such as fodder or fuel.

Don’t confuse with GRAP Stage-III vs Stage-IV: Stage-III applies to 'Severe' (AQI 401-450). Stage-IV is for 'Severe+' (AQI above 450).

Environment: Prelims tests bodies, programmes and the law behind them; Mains asks why plans fall short.
