UPSC Prelims 2023 · GS Paper I
Question 75: Economy and Social Development
Consider the following statements :
- Statement-IIndia's public sector health care system largely focuses on curative care with limited preventive, promotive and rehabilitative care.
- Statement-IIUnder India's decentralized approach to health care delivery, the States are primarily responsible for organizing health services.
Which one of the following is correct in respect of the above statements?
AnswerUPSC’s answer is (b).
Both statements are correct, but II does not explain I. India's public health system has leaned towards curative, hospital-based care, with preventive, promotive and rehabilitative services getting limited attention. Health is a State subject, and States are mainly responsible for organising health services under a decentralised approach. But decentralisation is not why the system tilts towards curative care; that follows from priorities, funding and facilities.
- I. The public system focuses largely on curative care.
- II. States are primarily responsible for organising health services; this does not explain Statement I.
How you could have got this
What you needed to know: The public system focuses largely on curative care.
Which options go is worked out from UPSC’s key and the options, not by a model.
Why each option is right or wrong
- (a) Both are true, but decentralisation does not explain the curative tilt.
- (b) Correct: both hold, and II is not the explanation of I.
- (c) Statement II is true, so 'II incorrect' is wrong.
- (d) Statement I is true, so 'I incorrect' is wrong.
Answer: UPSC’s key. Explanation: written by UPSC Grade, not by UPSC.
