As a mentor, my options would be :
(1) Asking him to completely take down posts. (2) Punishing him with a recommendation of formal action against trainee. (3) Speak to him and make him understand the neutrality a public administrator has to uphold and have balance of both freedom and objectivity.
My recommended course of action
(1) Speaking to the trainee informally. (2) Warning him and making him aware about civil service Conduct Rules. (3) If the action is repeated, then a formal action can be taken.
Justification : As an individual, the trainee has the right to express his/her liberty but since he will be a part and parcel of institution, he should refrain from making such comments that might undermine the legitimacy of the institution. It is the Dharma (duty) to uphold values of institution and constructive criticism that does not deepen mistrust can be done.
