Dimensions of Ethics
Though discrimination on racial grounds is generally associated with Western countries, arguably similar notions of colour and racial discrimination are prevalent in India too. Many Indians are found to be obsessed for "White" skin tone as visible in matrimonial ads and popularity of whitening creams. They are also found to be more hospitable towards the white-skinned Europeans than the dark-skinned Africans. Even within the country, people can be found to be discriminating fellow countrymen on the basis of their skin tone. People from North-East India face frequent racial abuse and are referred to by various derogatory names. All these point towards racism being practised and accepted in India. Moreover, it is not considered a very serious issue as the anti-discrimination laws in India are not stringent enough to deal with hate crimes associated with racism. (a) In this context, discuss the ethical issues associated with the practice and acceptance of racial discrimination in India. (b) If you have been tasked to formulate a plan to combat hate crimes associated with racism in India and bring about an attitudinal change, what would be your suggestions?

Sunil has been posted as a DM in a hilly district which is vulnerable to several natural disasters. The district is known for a pilgrimage site and is frequently visited by tourists from all over India. The major occupation of locals therefore lies in the hospitality business. Unfortunately, after a few days of his joining, the district faced a major earthquake. It has led to high casualties and damages to the essential infrastructure such as roads and bridges. Both locals and tourists are trapped at different routes and locations. An international convoy of dignitaries from a neighboring country which has come to pay their obeisance at the pilgrimage site, is also trapped due to the disaster. Because of this, Sunil has to divert most of the available resources in the rescue operation of the foreign dignitaries. People are emotionally distressed due to the disaster, and delayed response from authorities to their needs has led to a law-and-order situation in the district. People from other states whose families are trapped and need immediate assistance are also getting restless and flooding the emergency helplines with complaints and requests. (a) Discuss the issues being faced by Sunil in the given scenario. (b) Mention a course of action that Sunil must take to maintain law-and-order as well as to expediate rescue operations of all concerned.

Rajendra has been appointed as the General Manager of South Eastern Zone of the Indian Railways. After taking charge of his new posting, one of the first major shortcomings that Rajendra found in his jurisdiction was the gross shortage of staff, especially at operational level. Given the sensitive nature and importance of railways, Rajendra immediately apprised his seniors in the ministry about this issue. In his report, Rajendra pointed out that shortages at various positions are leading to an over-stretched workforce which may become detrimental for the security of the freight and the passengers. However, Rajendra's report fell on deaf ears and no action was taken by Railways in this regard. As fate would have it, a devastating train accident took place at Salasore, which fell under Rajendra's jurisdiction. Around 300 lives were lost and more than 1000 passengers were injured. The accident sent shock waves across the country and serious questions were being raised on railway safety. Given the seriousness of the incident, immediately an internal fact-finding committee was constituted under Rajendra. The internal committee completed its enquiry and prima facie found 'human error in signaling' as the cause of the accident. The accident, as per the committee, happened when two trains which erroneously, due to faulty signaling, were on the same track; the collision between the two trains derailed some bogies; the derailed bogies collided with yet another train that was running on the parallel track. The fact-finding team also highlighted that Anand, who was in charge of signaling, was working continuously for more than 16 hours instead of his regular 8 hours shift. The report concluded 'lack of adequate staff' as one of the major reasons behind the accident. The very next day Rajendra was summoned by his superior in the ministry. Rajendra's superior congratulated him on the good and timely work on the report. However, he also asked him to modify the report by removing 'lack of adequate staff' as one of the causes of the accident, as it showed Railways in a poor light. His superior further hinted that a lenient approach from Rajendra will bode well for his career. He also promised that Rajendra's cooperation in the matter will have a positive bearing on his request for a study leave. Moreover, the superior also reasoned with Rajendra that a rigid attitude may not bode well for him and he might get ostracized within the rank and file. Further, to make things 'easy' for Rajendra, his superior advised him to blame Anand as the cause of the accident. However, Rajendra is aware that Anand is a very sincere and hard-working employee. He came out of the Chairman's office, dejected and undecided on his next course of action. a) What are the ethical concerns associated with the case study? b) What are the options available with Rajendra? c) If you were at the place of Rajendra, which option would you choose and why?

You are posted as SP of a district. In one of the police stations in your jurisdiction, there has been an incident in which police had brought a person belonging to a minority community for enquiry and had kept him in the station for the whole night. The person was admitted to the hospital in the morning as his health deteriorated and he died during the treatment. But the family of the dead person is now accusing the police of summoning him on false pretenses and when his wife and daughter went to meet him police demanded two ducks as bribery to let him go. Didn't have any health complications and his death was due to police atrocities. This has sparked a violent protest by his family, relatives and other villagers. The protesters have set ablaze the police station and the vehicles. It is found in the CCTV camera that it was the dead person's wife and daughter who poured the petrol and set the fire. There is also a possibility of this incident sparking communal riots in the state as the police are from different communities than that of the dead person. In this case consider the following questions. a. As SP of the district, what measures will you take to ensure peace in the district? b. Is the act of setting ablaze police stations and vehicles by the dead person's wife and daughter justifiable?

You and your friend are living together in a metropolitan city and preparing for civil service examinations. While you manage to meet your daily targets, you sense that your friend is unable to cope up with the pressure of the exam. Fear of not passing the exam and meeting the expectations of his family is stressing him further. You realise that with time your friend is losing interest in everything and often talks about committing suicide if he is unable to meet his goal. He is also missing out on meals and prefers to stay indoors when asked to venture out. When you sought professional help, the doctor diagnosed your friend with clinical depression. Being aware that your friend needs professional counselling and psychiatric care, you reach out to his parents who reside in a rural area. They rebuff you for suggesting counselling and instead reiterate that nothing is wrong with him. They sternly mention that your bringing up the matter will only make people engage in loose talk. They also ignore you when you politely inform them that it is not wise to ignore one's mental health. Your friend's parents see his state as a sign of failure and decide to call him home where he can continue with his preparation. You are aware of the gravity of the situation if your friend has to go back to his house. You also know that there is very little awareness about mental health and that the solution is not to ignore it but to take necessary measures to tackle it. 20 (a) As a concerned friend and an aspiring civil servant who can frame policies for the public in the future and has a moral duty towards them, what are the options available to you in such a situation? (b) Evaluate each of these options and choose the option you would adopt, giving reasons.
