Right to Service acts are part of a broader rights-based approach to social policy that has rippled through India over the past decade and a half. Many states have passed public service guarantee acts, also known as Right to Service acts. A state government has set up the Public Service Management Department to oversee the implementation of the Right to Service acts and you have been made its head. After some time you come to observe the following facts: First, officials often wait until towards the end of the maximum allotted time period to complete a service. It could be that officials are creating a new opportunity for bribes, taking money to speed the service up (especially for time sensitive services like caste certificates that may be required for a job or university application). Second, lower officials did express concern about Right to Service Acts being implemented unfairly or being distracting. For example, some said that if there was to be a time limit for processing applications and completing the work within stipulated time then there should also be a limit on how many applications can be accepted. They also felt that the fear of a penalty did make them prioritize processing these applications, but at the expense of their other works. (a) As the head of the Department how you will explain the behaviour of the officials? (b) Except the two options which are given below, what other options are available for you to address the issues of case study. Evaluate their merits and demerits and choose the best option, giving reasons. (i) Set up a citizen grievance redressal cell in the office. (ii) Install CCTV in the office and fix a limit on how many applications can be accepted.

In a southern Indian state, a globally renowned high end mobile manufacturing company advertised job vacancies, attracting many hopeful applicants. Among them were two sisters from a nearby village who applied after seeing advertisements on WhatsApp. Upon arrival at the factory's main gate, a security guard met them and asked a series of questions, including an inquiry about their marital status. After confirming that they were married, they were informed that they could not proceed further. No explanation was provided, leaving them confused and disappointed. Back in their village, the sisters reflected on their experience and felt dismayed at being denied an opportunity without a clear reason. Even the auto-rickshaw driver who took them to the facility had hinted that married women might not be hired, yet they still hoped for a fair chance. Subsequent investigations by a prominent international news agency revealed a pattern at the manufacturing facility where married women were systematically excluded from employment opportunities. This practice was not officially documented but was communicated verbally to recruitment agencies responsible for hiring. The revelations sparked significant media uproar, drawing public attention to the issue. The Union Labour Ministry also took cognizance of the situation and sought a report from the state government regarding these discriminatory hiring practices. Unfortunately, such discriminatory practices are not uncommon in various parts of the world, reflecting broader issues of gender attitudes that persist in many societies. a. Discuss the ethical issues involved in the case study. b. What can be the underlying reasons for discriminatory attitudes toward hiring married women by the company? c. How can organizations promote gender equity in their hiring practices?

Kamal is an Indian Administrative Service (IAS) officer. He has been recently transferred as the Municipal commissioner of the Kartavya Nagar Municipality. Kamal is an honest and no non-sense officer. He has been known for having a tough stance against corruption, lethargy, and indiscipline at the workplace. In his new responsibility as the Municipal commissioner, Kamal finds that the day-to-day functioning of the municipal office is in a very sorry state. The inefficiency and ineffectiveness have brought matters to such a pass that even the basic responsibilities like cleanliness of the city, upkeep of public places, redressal of grievances etc., are not fulfilled. Upon enquiring, Kamal finds that the reason for rampant indiscipline and corruption in the municipal office is primarily a group of errant employees. While they do not work themselves, they also create nuisance in the office, thereby disrupting the work of other sincere employees. Moreover, it also comes to Kamal's knowledge that these employees indulge in corrupt practices by demanding bribes from people for petty tasks. Further, Kamal has noticed that the undisciplined employees come to office late, leave early and also remain absent from work without permission. Kamal gets to know that the ringleader of these employees is a close relative of a local MLA. In order to improve the working condition of the municipal office, Kamal warns the mischievous employees to mend their troublesome ways or to face strict disciplinary actions. However, Kamal's warning has little effect on the thick-skinned employees, who continue to work in their wayward ways. Finally, Kamal issues a show cause notice to all the troublesome employees for their various acts of indiscipline. As a retaliatory measure, a woman employee amongst these troublemakers' files a complaint of sexual harassment against Kamal with the Women's commission. The commission has asked for Kamal's explanation in this matter. Also, this fabricated matter is publicised in the media to embarrass Kamal further. Moreover, the MLA begins pressuring Kamal to go soft on these employees. Some of the options before Kamal to handle this situation could be as follows: i) Give his explanation to the Commission and go soft on the disciplinary action. ii) Ignore the commission and proceed firmly with the disciplinary action. iii) Brief his higher-ups, seek directions from them and act accordingly. a) Evaluate all the above courses of action and suggest the best course of action, giving your reasons for it. b) What according to you are the reasons behind poor work culture in public offices? Also, recommend measures to improve the same.

Rekha, one of the few female graduates in her village, got elected as the new Sarpanch of her village Bhavanipuram. The village of Bhavanipuram is located in a remote part of a backward district and is plagued by female infanticide, child marriage, and high maternal mortality. After her election, she decided to tackle these issues in every possible way and is determined to address the village's deep-rooted socio-cultural issues. However, she faces stiff resistance from the village elders, who hold significant influence in the village. They view her initiatives, such as banning child marriages, as a threat to their traditional way of life, normalised over generations. As Rekha pushes forward with her reforms, she also faces social ostracization. The community shunned her and her family, making it difficult for them to participate in social and cultural activities. Moreover, some of her family members, influenced by societal norms, did not support her initiatives, creating a challenging environment at home. Religious leaders in the village are also opposing her initiatives, viewing them as contrary to religious doctrines, complicating the situation even more. The situation is compounded by low literacy rates and high levels of poverty, especially among women. This lack of education perpetuates ignorance and superstition, making it difficult for Rekha to communicate the importance of her reforms. Many villagers prioritise immediate economic survival over long-term social reforms and view her initiatives as secondary to the pressing need for food, shelter, and employment. a) Discuss the ethical issues involved in the case. b) What are the options available with Rekha to cope up with the situation? c) What course of action would Rekha adopt to diffuse the above situation? d) Mention few of the government steps and laws made to prevent female infanticide, child marriage, and high maternal mortality in remote areas of the country.

You are the head of a PSU, which has recently been entrusted with construction of a new airport in a metropolitan city. However, the area in the immediate neighbourhood of the proposed airport runways have large tracts of land occupied by dense slum settlements. If the airport is to be constructed, approximately 75,000 slum families will have to be humanly rehabilitated. The sheer scale of this rehabilitation, almost similar to an urban renewal, has thrown up many challenges. Foremost among these is identifying an appropriate location for rehabilitation of slum dwellers. You are faced with the following options in this regard, each of which have their own merits and demerits: (a) There is no reasonably priced land in close vicinity of the present slums. A vacant parcel of land that you have identified close-by will have to be developed afresh along with all civic amenities, and this will entail huge cost for the PSU. (b) There is another location, which is very far-off where a factory once stood. All the required civic amenities are in place here and the factory can be converted into appropriate houses at little cost to the PSU. However, there will be loss of livelihood on relocation to this area because of its distance from the current slum location. (c) There is yet another site, which can be used for rehabilitation at reasonable cost. Neither is it too far nor will it entail huge monetary cost, but exercising this option involves cutting a large number of trees, which may adversely affect the ecology of the area. This is likely to face resistance from environmental groups. Given the above options and the associated challenges, which of these sites will you choose for rehabilitation of slum dwellers? Provide adequate justification for your choice.
