Kamlesh is a civil servant who has been recently posted as Additional Chief Secretary in the education department of the state. Kamlesh has a meticulous service record and is well known for his honesty, and a no-nonsense attitude. After joining the new department, the first major task before Kamlesh was to conduct the recruitments for the post of lecturers in government schools. The posts were lying vacant for a long time, and the government wanted to fill up the vacancies without further delay as it was one of the poll promises made by the present government. The recruitment process took place successfully under the supervision of Kamlesh. The concerned minister congratulated Kamlesh and informed him that the appointment letters will be allocated to the successful candidates in a ceremony which will be presided by the CM himself. Kamlesh was happy that his work was getting recognition at the highest level. One day, Kamlesh was sitting in his office when his secretary brought him a letter from a leading investigative journalist of the state. The letter dealt with the recently conducted recruitment of the lecturers. Kamlesh was shocked at the content of the letter. The investigative journalist had alleged that the question paper of the exam was leaked to a few successful candidates, who had also forged their documents to appear in the exam. The letter also highlighted a nexus of middlemen, politicians, and civil servants who facilitate such illicit practices. Moreover, the investigative journalist had also attached credible proofs. Kamlesh corroborated the facts of the letters from his own sources and found the allegations to be true prima facie. Since the matter was serious and warranted immediate action, Kamlesh brought the matter to the notice of his minister. To his surprise, the minister asked him to sit over the matter for some time. Minister reasoned that bringing out this matter will bring ignominy not only to the department but also to the government. Further, the minister reasoned that cancelling the whole recruitment process will be detrimental for the education department, schools etc. also, the sincere and honest candidates who have invested a lot of time and money for preparation may also get affected negatively. He also reminded Kamlesh that the participation of the CM has already been announced. After leaving the minister's office, Kamlesh had a phone call from Minister's Personal Secretary (PS). The PS hinted to Kamlesh that the concerned candidates were closely connected to the ruling political party, and going against them may create professional troubles for Kamlesh. On the other hand, his cooperation in this matter, the PS assured, will not go unnoticed and will be handsomely rewarded. Kamlesh had just settled in his new posting. He knows that going against the wish of the Minister may cause him his present posting. What was more, Kamlesh's father is undergoing treatment in a local hospital. A shunting out from the district would mean that his father would have to be left alone to fend for himself. Further, Kamlesh's wife Priya, also a bureaucrat, is posted in the Chief Minister's Office (CMO). Kamlesh realises that his actions will also have a bearing on her career as well. a) Bring out various ethical dilemmas faced by Kamlesh. b) Consider yourself in Kamlesh's position. What are the various options available to you? c) Critically evaluate each of the option listed by you. d) Which of the above option should Kamlesh adopt and why?

You are posted as the District Magistrate (DM) of a district in the Nav Pradesh state of the country. Ramesh, a newly joined SDM in your district, actively engages with the public and is also known for his fitness-related activities. He has a strong presence on social media platforms, where he frequently posts about his work life and fitness endeavors on his personal account. Furthermore, he encourages the public to report issues within the district through his personal social media accounts, and he responds to their concerns, ensuring prompt actions are taken to address these issues. His active presence on social media has garnered him a massive following, not only in the district but also beyond. Also, direct communication with the public has led to a perception of greater transparency and accessibility of district administration in the eyes of the public. While Ramesh receives praise for his work in enhancing the trust and credibility of the administration, Ramesh's social media activities have also raised concerns among some of his colleagues and superiors. They argue that his posts often go beyond mere updates and venture into self-promotion, potentially blurring the lines between his personal life and his professional responsibilities. They express apprehensions that Ramesh might be seeking personal attention or recognition rather than focusing on his core duties as an SDM. Some of his juniors lamented working with him, as he often scolds them in public, and that too in the presence of cameras. One day, a local MLA arrives at your office regarding a complaint that some of the posts by Ramesh are self-promoting in nature and expresses deep concern over the matter. He alleges that wherever the SDM goes, the normal functioning of the institution is hampered, and one of his official inspections near the highway resulted in heavy traffic congestion, leading to discomfort for commuters. He also says that while doing public work, Ramesh is perversely taking center stage and doesn't give enough credit to others. He expresses his apprehension that Ramesh might capitalize on this goodwill and may soon enter politics in the near future. He further said that in one of his posts, he seemingly divulged some classified information regarding the security apparatus of a high-level dignitary, which could have seriously jeopardized the dignitary's security arrangements. On enquiring Ramesh, he argues that it is the duty of a civil servant to convey all the important information to the public about different schemes of the department. It would also improve the image of the administration among the public. Being in touch with the public would also help him better understand and address grassroots issues. Also, his fitness-related activities are to create awareness about healthy lifestyles, especially among the youth. He argues that his center-stage appearances at functions are because of requests from the organizing authorities of the functions. He also asserts that there is no hidden agenda in his actions. Some of your senior authorities have also expressed reservations about the active participation of civil servants on social media. They argue that Ramesh's activities are merely part of his regular work and should not be glorified. They assert that bureaucrats should prioritize public service without seeking personal branding, and such self-promotion can create an impression of self-aggrandizement and detract from the selfless nature of public service. Using fancy photos and highlighting official cars, residences, etc. as clickbait goes against the dignity that is expected of a public servant. By the very nature of the job, it is expected that bureaucracy should work behind a fine veil. Bureaucratic anonymity is a foundational value expected from a civil servant to ensure that a civil servant does not develop the negative externalities associated with the personality cult. Such social media posturing also runs the risk of civil servants playing to the gallery as every action comes under popular scrutiny. The point of reference becomes their social media viewership rather than the constitutional mandate. a) What are the ethical issues involved in the above case study? b) Critically assess the role of social media in administration. c) What are the various possible choices available to you and which course of action would you choose? Justify your choice.

Prahlad is a climate conscious and responsible citizen, who left his well-paying job as a senior manager in a multinational company to start a small firm that would manufacture eco-friendly products. The motto of his company is "no waste, all green". His firm makes bio-degradable polymer which can be used as an alternative to plastic bags, bottles, plates etc. Prahlad thinks that this will promote a healthier environment and will have a positive impact on people's health. It will also help address the problem of climate change by reducing one's carbon footprint. For this to be achieved, he believes that not just products, but the process too should be less polluting. This is why, he invested heavily in non-polluting machinery. These machines are certified as "green machines". In fact, some of them were even imported from other countries. All of this has gained him a good reputation in the eyes of critics and environmentalists. But as the technology used in manufacturing these products is new, imported and expensive, the products made by Prahlad's firm is costlier than conventional plastic products. Prahlad has proved that his product is environmentally benign, but he was unable to scale up production because of he ran out of funds. Prahlad knows that if he could start manufacturing at a large scale and leverage economies of scale his product would become more price competitive to conventional plastics. Prahlad used last of his funds to publicize his product. Prahlad thought that with this publicity, raising funds from the market would be easy. Prahlad reached out to many investors, and they showed great interest in Prahlad's product. But none of them were willing to invest money in this product. They feared that this new product, being much expensive, would not be able to compete with the conventional plastic products. Prahlad's firm is also losing its existing customer who complain about very high cost of his products. Both Prahlad's prospective investors and past customers know that this technology is less polluting and environmentally benign and has a positive attitude towards it. But consumer concern and attitude about the environment does not readily translate into the purchase of environmentally friendly products. Academic research has also identified this gap between purchase intentions and behaviors. Prahlad knows that if he changes the production procedure, things can look better for the company on the financial front, but that can take away his reputation and will also be against his own beliefs. The only possible hope is to expand his consumer base, sell his products at full capacity and convince investors to invest in his eco-friendly venture to keep his green industry running. Consider yourself in Prahlad's position and answer the following questions: a) How will you induce behavioral change to nudge people to move towards eco-friendly products? b) What factors will you have to consider while inspiring such a change?
