You are the District Magistrate (DM) of a remote district where literacy rate is very low and level of poverty quite high. The government has decided to go ahead with the first phase of mass vaccination against the COVID-19 pandemic and being the DM it is your responsibility to ensure its successful implementation in the district. Ethical Dilemmas in GovernmentIntegrity
With stubble burning leading to rising pollution levels, the district is facing severe air quality deterioration, affecting both public health and environmental sustainability. The District Collector is mobilizing his team to implement measures to control stubble burning in an effort to check the rising pollution levels. Along with an awareness campaign on the hazards of stubble burning, strict measures are being taken to prevent farmers from setting fire to crop residue. Vigilance teams are being deployed to monitor rural areas and catch farmers engaging in this practice. This action is agitating the farmers. A delegation of farmers meets with the District Collector to voice their concerns, alleging that while they are being penalized, industries in the region contribute far more to air pollution yet face no such restrictions. However, a recent study commissioned by the state government highlighted that industrial sources are not the major contributors to air pollution in the district while stubble burning is. On the contrary, farmers claim that the administration is biased, favoring industrial interests over agricultural needs. They also allege that the administration is corrupt and is being bribed by industries to overlook the significant pollution they cause. The administration needs to resolve the farmers' grievances, as they are threatening to go on a prolonged protest. At the same time, it must also address the issue of deteriorating air quality. a. What are the ethical dilemmas for the District Collector? b. Identify and evaluate the options available to the District Collector. c. What steps can be taken to address the stakeholders' interests in a mutually compatible way?

Vimla is a senior IAS officer posted as the secretary in the Ministry of Women and Child Development. On one of her field visits to a government school, Vimla requested the principal to arrange for an interactive session with the students. During the session, a girl, Bindhiya, raised the issue of menstrual hygiene with Vimla. Bindhiya was of the view that menstrual hygiene is of paramount importance for the health and well-being of adolescent girls. She appraised the secretary that most of the students in the school came from socio-economically backward families. Therefore, it was difficult for them to afford high priced sanitary napkins. She suggested that if the government can make the sanitary napkins available at subsidised prices, it will lead to an improvement in overall health of female students. While on one hand it will reduce the economic burden on their parents, it will also have a positive impact on educational/cognitive outcomes of students. Further, Bindhiya suggested that the task of making sanitary napkins can be outsourced to a women SHG, leading to their economic empowerment. While everyone in the session agreed with Bindhiya's suggestion, Vimla's response came as a surprise. Vimla raised her concern over increasing dependence of people on government subsidies and freebies. She retorted at Bindhiya by saying that if the demand for sanitary napkins is conceded, people will next demand the government for providing contraceptives. Vimla's remarks were widely criticised for being in poor taste. Arun and Malti are a married couple living in Delhi. Both are members of IAS, and are posted in the central secretariat. Fitness enthusiasts, Arun and Malti, are also avid pet lovers. They own two dogs. Arun and Malti go for their evening walks in the government stadium located close to their official residence. One evening, the athletes in the government stadium were informed by the stadium in charge that they have to wind-up their practice early. As the athletes were practicing for an upcoming national level meet, they protested the order of vacating the grounds before the official closing time of the stadium. However, the stadium in charge informed them that senior IAS officers, Arun and Malti, were here early for their daily evening walk along with their two pet dogs. The athletes were aghast as the pets of a power couple were getting more priority than hard-working, sincere athletes preparing for a national level event. The incident raised questions over the lack of sensitivity and misuse of authority by public officials. Mahesh is an IPS officer posted as the DIG traffic in a western state of India. Mahesh has an impeccable record of service, and is also a recipient several honours from the government. However, the personal life of Mahesh has been a cause of concern. In the past, Mahesh's wife had made allegations of domestic violence against him. At that time the matter was settled in a family court, where Mahesh had apologised for his behaviour and blamed the stress due to extreme work pressure as a reason for his violent behaviour. More recently, Nandini, a teen-age house maid, working in Mahesh's house was rescued by an anti-child labour NGO. The NGO had received a complaint from a neighbour of Mahesh, who had noticed bruise marks on Nandini's face and on several occasions heard Nandini crying and sobbing. On further enquiry, it was found that Nandini was made to hard physical labour, was denied even basic nutrition, and her condition was worsened by mental and physical trauma that she had to suffer. The incident raised questions over the lack of violation of child rights by a public official who is expected to uphold the rule of law. a) What are various ethical issues in the above case study? b) What explains the bureaucratic apathy as highlighted in the above instances? How can the same be corrected? c) What virtues in a civil servant/public official could have prevented the above incidents?

Sita is a young woman living in a small village in rural India. She belongs to a lower-caste community that has traditionally been associated with manual scavenging. Sita's parents were manual scavengers, and as a child, she had often accompanied them on their rounds, collecting and disposing of the excreta of their higher-caste neighbours. When Sita turned 18, she decided that she didn't want to continue with this degrading and unhealthy work. She wanted to break free from the cycle of poverty and discrimination that had trapped her community for generations. However, finding alternative employment was not easy. Sita had little education and few skills, and the only jobs available to her were in the informal sector, where wages were low and working conditions were poor. One day, Sita heard about a job opportunity at the local municipality. The municipality was looking for a "safai karamchari" to clean the streets and dispose of the garbage. Sita applied for the job and was selected. At first, Sita was excited about her new job. She earned a regular wage and had the satisfaction of doing work that was important to the community. However, as time went on, Sita began to realize that her job involved much more than just cleaning the streets. She was often asked to clean and dispose of the excreta of people who were unable to do so themselves, either because of age, illness, or disability. Sita was uncomfortable with this aspect of her job and found it demeaning and degrading. She knew that manual scavenging was illegal and that it violated the rights of the individuals she was asked to serve. She also knew that it carried serious health risks, as she had to work without protective gear or equipment. However, Sita was afraid to speak out or to refuse the tasks that were assigned to her. She needed the job to support her family and was afraid of losing it if she complained or refused to do the work. She also feared social ostracism and discrimination if she went against the traditional roles and expectations of her community. a) Identify the ethical issues involved in this case b) What role do the municipality and the community play in addressing the issue of manual scavenging in this case? c) What can be done at the societal level to address the root causes of manual scavenging and to promote the rights and dignity of those affected by it?

You are a young officer working with the Municipal Corporation of an industrial city. The city was known for manufacturing ball bearings and auto parts. Most manufacturing units were small-scale units with very little production process automation. The units relied on manual labor which was in abundance due to the villages close by. As the number of manufacturing units grew, the demand for labor increased, bringing in a steady inflow of laborers into the city. This inflow of people into the town led to a mushrooming of slums and encroachments on the sidewalks. Once in a while, the Corporation conducted drives to clear out the slums, but after a time, the slums came back. The illegal slums had become an urban nightmare. You were given the responsibility of clearing out the encroachments and slums with the help of Police authorities. As you started the drive, you realized that the people living by the sidewalks were vulnerable compared to the slum dwellers. Many sidewalk dwellers had recently come to the city after selling their properties in their villages. Now if you drive them out, they have no place to go. Your heart went out to them, and you felt that your departmental action was inhumane but your official responsibilities demanded stern impartial action. You are desperate to find a way to help the sidewalk dwellers without compromising your official duties. (a) What value conflicts do you notice in the above situation? (b) Can an administrator compromise the value of impartiality for empathy? Discuss. (c) What are the options available in the above situation? (d) Suggest viable solutions for tackling illegal slums and encroachments in urban areas.

Moonlighting refers to doing a second job, typically at night and secretly, in addition to one's regular employment. With work from home becoming a new feature of many jobs, it has become easy for many people to moonlight. Arvind is a software engineer in Comsoft, an MNC, and he works from home for his firm. Arvind has received only meagre salary hikes in the last two years as the business of Comsoft has suffered due to the pandemic. However, his expenditure has increased substantially as he got married and had a child in these two years. Arvind was finding it difficult to make his ends meet and decided to take up another job, apart from his regular job in Comsoft. He got his second gig at Mocsoft, who happened to be a competitor of Comsoft, and thus, started moonlighting. This side gig was very helpful for Arvind and his financial condition started improving. Arvind found that in Mocsoft, his role and responsibilities were quite similar to that in his regular employment at Comsoft. This meant that he could easily manoeuvre between two jobs without compromising the quality of work in either company. Shift timing of both the jobs were also different. To keep the two jobs separate, he used his official computer to work for Comsoft and his personal computer for Mocsoft. Two jobs gave Arvind financial space to save for buying a house, something the couple had always dreamt of. However, all his plans shattered and his world came crashing down when Arvind received an official mail from Comsoft informing him of his termination with immediate effect citing his second job as the reason for termination. Arvind was clueless as to what to do now and how to tell his wife about his termination. Similar is the story of hundreds of Arvind, who were terminated for moonlighting. a) Analyze the various ethical issues involved in the case of moonlighting. b) Do you think Comsoft's decision to terminate the employment of Arvind is justified? Why or why not? c) Identify various qualities which could help Arvind handle this situation.

You are appointed as an officer heading the Air Quality Compliance Division of the Environment Pollution Control Board in Delhi-NCR. The region is witnessing alarming levels of air pollution, which typically worsen during the winter months due to various meteorological and anthropogenic factors. The situation has led to severe public health concerns, particularly affecting vulnerable groups such as the elderly, children, and those with respiratory illnesses. The Supreme Court has also raised serious concern over the deteriorating air quality in Delhi-NCR and has directed the administration to take immediate and effective measures to control pollution, especially during the winter months. Your jurisdiction has a large number of small and medium-scale industries that were granted environmental clearance over the years. These industries form the backbone of the local economy and provide employment to a significant number of migrant workers. However, recent inspections and air quality monitoring reports indicate that a significant number of these units are operating in violation of prescribed air emission norms. As part of targeted measures to curb air pollution, you issued notices to all identified polluting units, directing them to apply for fresh environmental clearance certificates from the competent authority. However, your decision triggered strong opposition from a section of industrial units, labour unions, and local politicians. Industrial owners argued that that such action would lead to production shutdowns, financial losses, and shortages of their products in the market. Labour unions and workers also protested, fearing mass unemployment and livelihood insecurity. Local politicians and vested interests accused you of jeopardising the socio-economic stability of the region. You received representations from various quarters urging you to withdraw the notices and not initiate harsh measures, citing the interests of multiple stakeholders. Additionally, you began receiving anonymous threats, aimed at coercing you into reversing your decision. On the other hand, several of your colleagues supported your stance, encouraging you to act in the larger public interest. Several local NGOs and environmental groups rallied behind your actions, demanding the immediate closure of polluting units. a. Under the given conditions, what are the options available to you? b.
