Corruption has its genesis in behaviour which deviates from established standards of the society. Such a behaviour can be managed and minimised by application of ethical principles, moral education, value based judgement etc.

Law enforcement can only have deterrent effect for events of corruption in future. Thus it is remedial and can only come into action once an act of corruption is done, thus reactive.

Ethics on the other works prior to law enforcement because it comes into play as soon as 'thought' of corruption arrives, and does not require the actual act to have taken place.

Thus by analysis of the very thought, which might lead to corruption, ethics provide first line of defence.

Example - An offer of bribe, if rejected because the public servant is ethical, cuts the very genesis of corruption.

Alternatively, if the bribe is accepted or demanded, and then a complaint is made, the law enforcement will 'react' to the complaint to provide a redressal.

Another example can be that ethics only can erase even the thought of corruption by introducing virtuous behaviour in a person. Law enforcement can, although stop corruption out of fear, but not from the true virtue and thought.
