Opening · a recent event

The recent terrorist attack in Pahalgam, Kashmir was planned and executed by terrorist outfit based in Pakistan.

However, the terrorist outfits are not acknowledged by the country. Various nations continue to allege each other of sheltring terrorist, but no country accept the allegation. Eg. Pakistan denying role in terrorism. Similarly terrorism in Central Asia and West Asia.

In such a situation, there should be a comprehensive strategy to tackle the menace of terrorism:

Body · points

  1. Strengthen global cooperation such as Regional Anti-Terror (RAT) at SCO.

  2. Institutionalise bodies like "No money for terror" through collaborative efforts.

  3. Unified world view through "outreach programme" Eg. India after operation SINDOOR.

  4. Rules-based approach → Reform UN Security Council for promoting meaningful resolution.

Close · a way forward

Thus, Modiji vision of a calibrated approach of not distinguishing between the terror outfit and terror sponsor is the way forward to bring global cooperation.
