The current case presents the following considerations:
Body · points
- Relief and Basic Amenities to locals.
- Rescue and Rehabilitation Mission
- Health and Security of Team Members
- Morale of Team Members
- Sense of Duty v. Threat to One's Security
→ Course of Action
In light of the above, I would take the following steps:
Make immediate arrangements for the treatment of the injured team member.
Convince the people that the team is here to help them and attacking them would only hurt their cause.
Motivate the team members and remind them that duty should take precedence. Place public's actions in context without condoning them.
Since several have been rendered homeless, I would make arrangements for the people to be transported to relief camps.
I would make provisions for basic amenities like food, water etc. to minimize loss of lives.
Since there is heavy rainfall and flooding, threats of infectious diseases exist. I would station a medical officer with basic medicines to prevent and tackle any such emergency.
Since the supply routes have been disrupted, I would leverage technology like Drones etc. to search for people, deliver basic supplies.
I would request the seniors to allocate a helicopter and boats to help rescue people stuck in inaccessible regions.
I would involve the locals and harness their knowledge about the area to find alternative routes.
I would use phone, loudspeakers, social media to disseminate important information, dispel rumours and ameliorate fears as panic is the first casualty.

Thus, by the above steps I would successfully achieve my objectives of containing damage and by leading the way would reinforce trust of people and my own team members. As Napoleon said, "A leader is a dealer in hope."
