- Why in news
- On 6 May 2026, Union Education Minister Dharmendra Pradhan launched the School Management Committee (SMC) Guidelines 2026 at Vigyan Bhawan, New Delhi. They aim to widen community role in school governance under NEP 2020.
- What it is
- School Management Committees are community bodies set up for each government and aided school under the Right to Education Act, 2009. They include parents, local representatives and teachers. The 2026 Guidelines update their role to match NEP 2020 priorities such as learning outcomes, safety and transparency.
- Shift in role
- The earlier SMC framework, introduced after the RTE Act, was mostly limited to grant monitoring, infrastructure supervision and administrative processes.
- New priorities
- The Guidelines cover child safety, mental health, FLN, digital transparency, learning outcomes and community participation.
- Legal basis of SMCs
- SMCs originate from Section 21 of the Right to Education Act, 2009.
Don’t confuse with SMC vs PTA: SMCs are statutory bodies under the RTE Act with defined functions. Parent-Teacher Associations are generally informal school-level groups.
Don’t confuse with SMC Guidelines vs RTE Act: The Guidelines are an executive guidance document. The RTE Act is the law that creates SMCs.

Why it matters
- Gives parents and communities a formal role in school governance and accountability.
- Links school-level bodies to NEP 2020 goals such as FLN, safety and inclusion.
Problems
- Many SMC members lack awareness or training about their roles.
- Participation of marginalised parents and women can remain weak.
Way forward
- Train SMC members regularly and publish school data openly.
- Monitor SMC functioning through states with community feedback.

No practice question for this one; the card may still help an answer. Why: Governance of schools under RTE and NEP 2020; guidelines are new with few testable facts.
Worth revising until Prelims 2027: most news questions come within two years of the event.
