Question 84: Economy and Social Development

Which of the following can aid in furthering the Government's objective of inclusive growth ?

  1. 1.Promoting Self-Help Groups
  2. 2.Promoting Micro, Small and Medium Enterprises
  3. 3.Implementing the Right to Education Act

Select the correct answer using the codes given below :

a1 only
b1 and 2 only
c2 and 3 only
d1, 2 and 3

AnswerThe answer is (d).

Inclusive growth means growth whose benefits reach all sections of society, especially the poor and the rural. Self-help groups give credit and income opportunities to poor households, especially women. Micro, small and medium enterprises generate jobs and spread growth beyond big firms. The Right to Education Act, 2009 builds skills and opportunity among the disadvantaged. All three therefore further inclusive growth.

  • 1. Self-help groups widen access to credit and income for the poor.
  • 2. MSMEs create jobs and spread industrial growth.
  • 3. Education builds skills and opportunity for the disadvantaged.

How you could have got this

  1. If you were sure statement 1 is correct, (c) goes: it leaves 1 out.

What you needed to know: Self-help groups widen access to credit and income for the poor.

  2. Then, if you were sure statement 3 is correct, (a) and (b) go: each of them leaves 3 out.

What you needed to know: Education builds skills and opportunity for the disadvantaged.

Only (d) is left. You didn’t need statement 2.

This follows an unofficial answer: UPSC has not published its key for this year, and if that answer is wrong, so is this path.

Which options go is worked out from UPSC’s key and the options, not by a model.

Why each option is right or wrong
  • (a) Self-help groups help, but so do MSMEs and the Right to Education Act.
  • (b) Omits the Right to Education Act, which builds opportunity.
  • (c) Omits self-help groups, which widen access to credit.
  • (d) Right: all three aid inclusive growth.
