- Why in news
- On 20 June 2026 the Ministry of Panchayati Raj announced the rollout of Nirbhay Chetna, after a Training of Trainers programme held in New Delhi from 17 to 19 June 2026.
- What it is
- Nirbhay Chetna is a national programme funded from the Nirbhaya Fund. It trains male elected representatives in Panchayati Raj Institutions on gender equality and women's safety. It is one of three parts of the Nirbhay Raho initiative.
- Parent initiative
- Nirbhay Chetna is part of Nirbhay Raho, launched on 11 March 2026.
- Target and cadre
- A cadre of 28,500 master trainers at State, district and block levels will reach over 17.5 lakh male elected representatives.
- Pilot batch
- The pilot batch had about 40 master trainers from Assam, Chhattisgarh, Himachal Pradesh, Maharashtra, Odisha and Uttarakhand. It will expand to all States and UTs in a cascading model.
- Implementing ministry and module
- The Ministry of Panchayati Raj runs it. The training module was developed by Transform Rural India.
Don’t confuse with Nirbhay Chetna vs Nirbhay Netri: Chetna targets male elected representatives for sensitisation. Netri targets elected women representatives for capacity and legal awareness.
Schemes: 52 Prelims questions since 2013, 10 in Prelims 2026 alone. They test features, the period and who funds it. In Mains, 33 news-triggered questions, mostly GS3.
Why it matters
- Targets attitudes of men in local governance, not only women's safety infrastructure.
- Uses Panchayats as agents of social change at the grassroots.
Problems
- Short training may not change deep-rooted patriarchal attitudes.
- Reaching 17.5 lakh representatives needs a strong cascade; quality may dilute at lower levels.
Way forward
- Monitor outcomes with follow-up evaluation, not only the number of people trained.
- Link training with Gram Sabha action on local safety issues and support for women representatives.

UPSC’s own questions that come close to this issue, from our Prelims and Mains banks.
No practice question for this one; the card may still help an answer. Why: New national training initiative under the Nirbhaya Fund for male panchayat representatives. Schemes are 16% of Prelims news questions, but this is a training drive with thin testable facts.
Worth revising until Prelims 2028: most news questions come within two years of the event.
